Volume 2080, 1-36109 Article 5 For the implementation of this Agreement, a Spanish-Panamanian Joint Commission is hereby established, consisting of equal numbers of members designated by the competent authorities of the two countries. The Joint Commission shall comprise, on the Spanish side, representatives of the Government delegation for the National Drug Plan and the Ministry of Foreign Affairs of Spain and, on the Panamanian side, representatives of the Ministry of Foreign Affairs, the Office of the Chief State Counsel, the Office of the Special Prosecutor for Drug-related Offences and the Executive Secretariat of the National Commission for the Study and Prevention of Drug-related Offences. Article 6 In addition to the functions assigned to it by the competent authorities, the Joint Commission shall have the following functions: (a) To serve as a channel of communication between the competent authorities of the two countries within the sphere of application of this Agreement; (b) To propose to the competent authorities of the two countries the conditions for cooperation in the area referred to in article 2 of this Agreement; (c) To propose to the competent authorities the administrative agreements and rules referred to in article 4 of this Agreement; (d) To monitor the implementation of the programmes and exchanges provided for in this Agreement. Article 7 The Joint Commission may establish working groups from among its members and may seek the cooperation of any other ministerial department in a position to assist it in its work, if one of the Contracting Parties so proposes. Independently of meetings of the working groups, the Joint Commission shall meet whenever one of the Contracting Parties so requests, giving two months' notice prior to the planned date of the meeting, except in special cases requiring it to be convened immediately to analyse the work under way, define directions and evaluate the results obtained in the various fields of activity. ARTICLE 8 This Agreement shall enter into force 60 days after the exchange of notes by which the Contracting Parties notify each other that they have fulfilled the requirements laid down in their respective domestic legislation. This Agreement shall remain in force indefinitely unless denounced by one of the Parties, which shall give the other Party six months' advance notice of such denunciation through the diplomatic channel.
