(a) Definition of the role of the various treatment services in the provision of assistance,<br />

and related needs (detoxification services, out-patient centres, day centres, treatment<br />

communities, etc.);<br />

(b) Typology of assistance centres and services;<br />

(c) Study and evaluation of experimental programmes for a comprehensive approach<br />

to the care of drug addicts;<br />

(d) Development of experimental programmes for treating addiction.<br />

(C) Social reintegration:<br />

(a) Study and development of community awareness programmes to support the reintegration<br />

of drug addicts.<br />

(D) Legislation:<br />

(a) Study of draft legislation and other normative instruments.<br />

(E) Efforts to combat illicit drug trafficking:<br />

Cooperation in combating the illicit trafficking of narcotic drugs and psychotropic substances<br />

shall be conducted, in matters relating to security and customs control, within the<br />

sphere of competence of the respective Administrations and in accordance with their domestic<br />

legislation, through:<br />

(a) The exchange of information, publications and statistics on the illicit trafficking of<br />

drugs and psychotropic substances;<br />

(b) The periodic exchange of operational information of mutual interest relating to material<br />

facts, events and persons allegedly involved in the illicit trafficking of drugs and psychotropic<br />

substances, and to laundering of the proceeds of such trafficking;<br />

(c) The exchange of information on means of transport, cargoes, postal shipments and<br />

other means and on routes and techniques used for the illicit transit of drugs through the<br />

territory of one of the Parties to a final <strong>des</strong>tination in either of them;<br />

(d) Technical support through the exchange of professional personnel to improve their<br />

training;<br />

(e) Provision of material and other means for improving the functioning and effectiveness<br />

of professional and technical personnel.<br />

Article 3<br />

Exchanges of information and other aforementioned activities between the Contracting<br />

Parties shall be effected through the administrative organs responsible for drug issues<br />

in each country, under the direction of the Joint Commission referred to in article 5.<br />

Article 4<br />

The competent authorities of the two Contracting Parties shall be able to negotiate and<br />

conclude the administrative agreements and development rules necessary for the implementation<br />

of this Agreement.
