AGREEMENT BETWEEN THE KINGDOM OF SPAIN AND THE REPUBLIC
OF PANAMA ON COOPERATION IN PREVENTING THE USE AND
COMBATING THE ILLICIT TRAFFICKING OF NARCOTIC DRUGS
AND PSYCHOTROPIC SUBSTANCES
The Kingdom of Spain and the Republic of Panama, hereinafter referred to as "the
Contracting Parties",
Aware that bilateral cooperation is of vital importance in tackling the problems stemming
from drug abuse and illicit trafficking,
Taking into account the recommendations contained in the United Nations Convention
against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, concluded at Vienna
on 20 December 1988,
Wishing to cooperate, by means of a bilateral agreement, towards the worldwide objective
of preventing, combating and eliminating the abuse and illicit trafficking of narcotic
drugs and psychotropic substances,
Have agreed as follows:
Article 1
Cooperation in preventing the use and combating the illicit trafficking of narcotic
drugs and psychotropic substances shall be conducted:
(a) Through the establishment of a permanent exchange of information and documentation;
(b) Through the elaboration of projects and programmes;
(c) Through technical and scientific assistance in carrying out all projects and programmes.
Article 2
Cooperation in preventing the use and combating the illicit trafficking of narcotic
drugs and psychotropic substances shall be conducted in the following areas:
(A) Prevention:
(a) Exchange of proposals for the development of experimental programmes;
(b) Selection of priority programmes in the field of prevention;
(c) Development of general health and education programmes to promote the well-being
of citizens, especially young people.
