AGREEMENT BETWEEN THE KINGDOM OF SPAIN AND THE REPUBLIC<br />

OF PANAMA ON COOPERATION IN PREVENTING THE USE AND<br />

COMBATING THE ILLICIT TRAFFICKING OF NARCOTIC DRUGS<br />

AND PSYCHOTROPIC SUBSTANCES<br />

The Kingdom of Spain and the Republic of Panama, hereinafter referred to as "the<br />

Contracting Parties",<br />

Aware that bilateral cooperation is of vital importance in tackling the problems stemming<br />

from drug abuse and illicit trafficking,<br />

Taking into account the recommendations contained in the <strong>United</strong> <strong>Nations</strong> Convention<br />

against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, concluded at Vienna<br />

on 20 December 1988,<br />

Wishing to cooperate, by means of a bilateral agreement, towards the worldwide objective<br />

of preventing, combating and eliminating the abuse and illicit trafficking of narcotic<br />

drugs and psychotropic substances,<br />

Have agreed as follows:<br />

Article 1<br />

Cooperation in preventing the use and combating the illicit trafficking of narcotic<br />

drugs and psychotropic substances shall be conducted:<br />

(a) Through the establishment of a permanent exchange of information and documentation;<br />

(b) Through the elaboration of projects and programmes;<br />

(c) Through technical and scientific assistance in carrying out all projects and programmes.<br />

Article 2<br />

Cooperation in preventing the use and combating the illicit trafficking of narcotic<br />

drugs and psychotropic substances shall be conducted in the following areas:<br />

(A) Prevention:<br />

(a) Exchange of proposals for the development of experimental programmes;<br />

(b) Selection of priority programmes in the field of prevention;<br />

(c) Development of general health and education programmes to promote the well-being<br />

of citizens, especially young people.<br />

(B) Social and health area:
