No. 60 Sir: The United States Chargi d'Affaires ad interim to the Secretary of State for Foreign Affairs EMBASSY OF THE UNITED STATES OF AMERICA London, February 16, 1967 I have the honor to refer to the Agreement between the Government of the United States of America and the Government of the United Kingdom of Great Britain and Northern Ireland for Financing Certain Programmes of Educational and Cultural Exchange, signed at London on the 10th of May, 1965. On the instructions of my Government I have the honor to propose that paragraph (b) of Article 7 of the Agreement (which reads : " Of the citizens of the United States on the Commission, a minimum of three shall be officers of the United States Foreign Service establishment in the United Kingdom ") be amended by the deletion of the word " three " and the substitution therefor of the word " two ". If the foregoing proposal for amendment is acceptable to the Government of the United Kingdom, I have the honor to suggest that this Note together with your reply in that sense shall be regarded as constituting an agreement between the two Governmen t - -tmending the said Agreement with effect from this day's date. D'ordre de mon gouvernement, je propose de modifier l'alinda b de P'article 7 dudit Accord (qui est libell comme suit: ((Trois au moins des ressortissants des Rtats-Unis membres de la Commission seront des fonctionnaires du service diplomatique am~ricain au Royaume-Uni ) en supprimant le mot ((trois)) pour le remplacer par le mot ((deux ). Si la proposition qui prdc~de rencontre l'agrdment du Gouvernement du Royaume-Uni, je suggre que la pr~sente note et votre r~ponse affirmative soient considdr~es comme constituant entre nos deux Gouvernements un avenant modifiant l'Accord susmentionn6 i compter de la date de ce jour.
