1. with regard to paragraph (2) of Article 6, they interpret the term " substantial
purchases " as applying to purchases both of goods and of services ;
2. with regard to Article 14, the expression " representatives of Member States"
shall be deemed to include all representatives and alternate representatives
attending meetings of the Council and of its subordinate bodies. Furthermore it
shall be clearly understood that if, by virtue of the Rules of Procedure for the
Council and its subordinate bodies, the President and the Vice-Presidents of the
Council and the Chairman and Vice-Chairmen of the subordinate bodies, cease
to act as national representatives, they remain covered by the provisions of
Article 14.
IN WITNESS WHEREOF the undersigned plenipotentiaries have appended their
signatures to this Protocol.
DONE at London this 29th day of June, 1964, in the English and French languages,
both texts being equally authoritative, in a single copy which shall be deposited
in the archives of the Government of the United Kingdom of Great Britain
and Northern Ireland, which shall transmit certified copies to all signatory and
acceding States.
