10. Conséqu<strong>en</strong>ces<br />
Considéré isolém<strong>en</strong>t, le système urbain suisse est re<strong>la</strong>tivem<strong>en</strong>t robuste à l’égard des <strong>changem<strong>en</strong>ts</strong><br />
<strong>climatiques</strong>. Une transformation de fond dans le s<strong>en</strong>s du développem<strong>en</strong>t durable<br />
minimise les impacts directs <strong>et</strong> indirects.<br />
Pour les trois scénarios esquissés ici, les conséqu<strong>en</strong>ces<br />
des <strong>changem<strong>en</strong>ts</strong> <strong>climatiques</strong> peuv<strong>en</strong>t perturber<br />
localem<strong>en</strong>t <strong>et</strong> saisonnièrem<strong>en</strong>t des secteurs<br />
partiels du système urbain suisse (voir avant tout<br />
les conséqu<strong>en</strong>ces décou<strong>la</strong>nt des autres chapitres),<br />
mais pas le m<strong>et</strong>tre <strong>en</strong> danger dans sa totalité. Ce<br />
système est donc re<strong>la</strong>tivem<strong>en</strong>t robuste. Si <strong>la</strong> <strong>Suisse</strong><br />
évolue dans le s<strong>en</strong>s du scénario CH<strong>2050</strong> plus, les<br />
<strong>changem<strong>en</strong>ts</strong> <strong>climatiques</strong> n’auront qu’une influ<strong>en</strong>ce<br />
minime sur <strong>la</strong> manière d’aborder les points<br />
faibles du système urbain. L’approvisionnem<strong>en</strong>t<br />
énergétique non durable (basé uni<strong>la</strong>téralem<strong>en</strong>t sur<br />
les ag<strong>en</strong>ts énergétiques fossiles) ainsi que l’accroissem<strong>en</strong>t<br />
du volume de constructions par habitant<br />
(augm<strong>en</strong>tation expon<strong>en</strong>tielle des coûts d’exploitation)<br />
subsisteront. <strong>Les</strong> impacts des <strong>changem<strong>en</strong>ts</strong><br />
<strong>climatiques</strong> sur d’autres régions importantes pour<br />
<strong>la</strong> <strong>Suisse</strong> au niveau économique pourrai<strong>en</strong>t <strong>en</strong>core<br />
aggraver ces points faibles.<br />

Le scénario CH<strong>2050</strong> éco montre quelles qualités le<br />
système urbain suisse devrait avoir pour pouvoir<br />
éliminer ses points faibles. En tant que p<strong>et</strong>ite<br />
société souveraine, <strong>la</strong> <strong>Suisse</strong> aurait l’avantage<br />
d’être plus robuste à l’égard des impacts directs<br />
<strong>et</strong> indirects des <strong>changem<strong>en</strong>ts</strong> <strong>climatiques</strong>. Une<br />
transformation de <strong>la</strong> <strong>Suisse</strong> dans le s<strong>en</strong>s de<br />
CH<strong>2050</strong> éco exigerait une conviction politique<br />
<strong>la</strong>rgem<strong>en</strong>t étayée. Jusqu’ici, un tel processus<br />
de transformation n’est toutefois discuté que<br />
dans des groupem<strong>en</strong>ts académiques, alors qu’il<br />
ne figure dans les programmes politiques du<br />
Conseil fédéral <strong>et</strong> du Parlem<strong>en</strong>t que sous <strong>la</strong><br />
forme de timides approches <strong>en</strong>core loin d’être<br />
concrétisées. Il semble donc plus probable, dans<br />
<strong>la</strong> perspective actuelle, que le système urbain<br />
suisse continuera d’évoluer <strong>en</strong> direction du scénario<br />
CH<strong>2050</strong> plus.<br />
