the value of the foreign materials has been considerably changed. Repairs, repacking, the ordinary<br />

cleaning of goods or similar processes shall not be regarded as working up or finishing.<br />

Ad Article XII.<br />

Each of the High Contracting Parties undertakes to recognise certificates of analysis issued by<br />

the competent authorities of the other Contracting Party. This shall not, however, affect the right<br />

of the authorities of the importing country to verify such analyses.<br />

In order to ensure to commercial traffic between the two countries the advantages provided<br />

for by the terms of the present <strong>Treaty</strong>, the High Contracting Parties may demand that natural and<br />

manufactured products destined for importation shall be accompanied by a certificate of origin.<br />

The cases in which certificates of origin are demanded must be limited to the strict minimum.<br />

Certificates of origin shall be issued either by the Chamber of Commerce to which the consignor<br />

belongs or by some other authority or economic group designated for the purpose by the country<br />

of export and approved by the country of destination. Consular visas on certificates of origin shall<br />

not be required.<br />

Parcels sent through the post need not be accompanied by certificates of origin.<br />

Ad Articles X and XII.<br />

The provisions of these Articles shall not affect the special conditions laid down for the<br />

importation of wines.<br />

Ad Article XV.<br />

Ad point 2 : Markings shall be primarily understood to be the signs made by the Party<br />

concerned, for example : - initials, trade marks and similar signs.<br />

It is understood that the exportation of the packing material mentioned in that point shall<br />

not be subjected to any export prohibition or restriction, except as provided in Article IX.<br />

Ad Article XVI.<br />

Ad point I : Cranes shall be deemed to form part of ships gear, even when they are temporarily<br />

removed from the craft for use on wharves.<br />

Ad Article XVII.<br />

Ad point i a) : It is understood that any additions to the goods made abroad shall be subjected<br />

to import duty.<br />

Ad point 2 : In so far as certain kinds of packing material are subjected in the territory of<br />

either of the Contracting Parties to export duties or accessory charges or to prohibitions and<br />

restrictions, the free export of the said packing material is guaranteed, without prejudice to the<br />

provisions of Article IX.<br />

It is understood that packing material enclosing goods shall be treated on importation in<br />

accordance with the legal provisions governing Customs clearance in the territories of each<br />

Contracting Party.<br />

Ad Article XVIII.<br />

The two High Contracting Parties undertake to examine with the greatest goodwill applications<br />

for the re-exportation of goods and for the reimbursement of import duties and exemption from<br />

export duties in cases not covered by the provisions of the present Article.<br />
