FINAL PROTOCOL<br />

TO THE TREATY <strong>OF</strong> COMMERCE AND NAVIGATION BETWEEN THE KINGDOOM <strong>OF</strong> ROUMANIA<br />

AND THE CZECHOSLOVAK REPUBLIC.<br />

At the time of signing the <strong>Treaty</strong> of Commerce and Navigation between the Kingdom of<br />

Roumania and the Czechoslovak Republic concluded this day, the undersigned Plenipotentiaries<br />

have made the following declarations, which shall form an integral part of the <strong>Treaty</strong> itself.<br />

GENERAL PART.<br />

Ad Article I.<br />

The provisions of the present <strong>Treaty</strong> relating to the treatment of nationals of one of the High<br />

Contracting Parties by the other shall not affect the right of either to regulate immigration or<br />

emigration by law, provided that the principle of the most-favoured nation is observed in all cases.<br />

Ad Article II.<br />

It is understood that the questions dealt with in points 2 and 3 shall be determined by a special<br />

Convention to be concluded at the earliest possible date.<br />

Ad Article VI.<br />

It is understood that charges within the meaning of point 2 include any military charges<br />

which may be imposed upon all nationals as landed proprietors or farmers.<br />

Ad Article IX.<br />

It is understood that nothing shall affect the right of the High Contracting Parties to take<br />

measures for the prohibition or restriction of imports or exports in order to safeguard the vital<br />

interests of the country in extraordinary and abnormal circumstances.<br />

If measures of this kind are taken in the future by one of the High Contracting Parties, they<br />

must be so applied as to avoid any unfair discrimination against the other. The period of their<br />

validity shall be restricted to that of the reasons or circumstances which give rise to them.<br />

The High Contracting Parties agree to apply most-favoured-nation treatment in respect of<br />

the fees prescribed and other conditions laid down for the granting of licences.<br />

Any exemption from prohibition or restriction granted by one of the High Contracting Parties,<br />

even temporarily, to any third country shall be immediately and unconditionally applied to the<br />

other Party.<br />

Ad Article X.<br />

It is understood that articles manufactured by the working up of foreign materials shall be<br />

regarded as industrial articles of one of the High Contracting Parties only when they have been so<br />

worked up or finished as to change their nature or when, as a result of the process of working up,<br />
