Article 2<br />

This Agreement shall apply to all existing or future laws and regulations<br />

relating to-<br />

(a) sickness, maternity and death (death grant);<br />

(b) invalidity (pensions);<br />

(c) old age and death (pensions);<br />

(d) employment injury;<br />

(e) unemployment; and<br />

(f) family allowances.<br />

Article 3<br />

For the purposes of the laws and regulations referred to in Article 2, each<br />

contracting country shall treat as its own nationals Rhine boatmen (and the<br />

members of their families as defined by national laws and regulations), subject<br />

to the provisions of Articles 4 and 13 below.<br />

Article 4<br />

1. Every Rhine boatman shall be subject, as regards the contingencies<br />

referred to in Article 2 taken together, to the laws and regulations of only one<br />

of the contracting countries.<br />

2. The national laws and regulations applicable under the preceding<br />

paragraph shall be those of the country in which the undertaking has its head<br />

office. Where the undertaking has a branch or a permanent agency in one or<br />

more of the contracting countries other than that in which it has its head office,<br />

such branch or permanent agency may, by agreement among the administrative<br />

authorities of these countries, be deemed to be an independent undertaking for<br />

the purpose of determiming the national laws and regulations applicable.<br />

3. If the owner operates his vessel himself and if his undertaking does not<br />

have its head office in a contracting country, the laws and regulations applicable<br />

to the members of the crew shall be those of the contracting country in which<br />

the owner has his legal domicile. If the owner does not have his legal domicile<br />

in a contracting country, the laws and regulations applicable shall be those of<br />

the contracting country of which he is a national.<br />

Article 5<br />

When a Rhine boatman ceases to be liable to compulsory insurance, he<br />

may apply for entry into any voluntary insurance in his country of residence,<br />

subject to the same conditions and within the same period as an insured person<br />

who ceases to be compulsorily insured in that country. The insurance periods<br />

credited in the other contracting countries shall be taken into account for this<br />

purpose in the same way as insurance periods credited under the laws and<br />

regulations of the country of residence.<br />
