Caracas, Venezuela, March 6, 1951<br />

I have the honor to refer to the agreement signed February 28, 1951,<br />

between the Minister of Health and Social Assistance of the <strong>United</strong> States of<br />

Venezuela and the Chief of the Field Party of the Institute of Inter-American<br />

Affairs of the <strong>United</strong> States of America extending further the Basic Agreement,<br />

as amended, 2 between the <strong>United</strong> States of Venezuela and the <strong>United</strong> States of<br />

America, arising out of the exchange of notes between His Excellency the<br />

Minister of Foreign Relations of Venezuela and the Ambassador of the <strong>United</strong><br />

States of America to Venezuela on February 18, 1943, 3 which provided for the<br />

initiation and execution of the existing cooperative health and sanitation program<br />

in Venezuela.<br />

The text of this agreement follows<br />

EXTENSION AGREEMENT<br />

The Ministry of Health and Social Assistance (hereinafter referred to as the<br />

Ministry "), of the Government of the <strong>United</strong> States of Venezuela (hereinafter referred<br />

to as the " Government "), represented by Dr. Rafil Souls Bald6, the Minister of<br />

Health and Social Assistance (hereinafter referred to as the " Minister "), who is duly<br />

authorized to act by the Board of Government in its Council of Ministers and The<br />

Institute of Inter-American Affairs, a corporate agency of the Government of the <strong>United</strong><br />

States of America (hereinafter referred to as the " Institute "), represented by James<br />

D. Caldwell, its Chief of Field Party, Health and Sanitation Division (hereinafter referred<br />

Came into force on 15 March 1951, by the exchange of the said notes, and, according to<br />

their terms, became operative retroactively from 1 July 1950.<br />
