a la nota de Su Excelencia de 21 de abril,<br />
1948, sugiriendo la consideraci6n de parte<br />
de nuestros respectivos Gobiernos de una<br />
futura extensi6n del programa. - Como<br />
Su Excelencia sabe, el convenio de 8 de<br />
julio, 1942, segfin fue enmendado, manda<br />
que el programa cooperativo de sanidad y<br />
salubridad terminari el 30 de junio, 1948.<br />
Sinembargo, considerando los beneficios<br />
mutuos que ambos Gobiernos aprovechan<br />
del programa, mi Gobierno conviene con<br />
el Gobierno de Honduras, en que seria<br />
conveniente una extensi6n del programa.<br />
Tengo aviso del Departamento de Estado<br />
en Washington que pueden ahora hacerse<br />
arreglos para que el Instituto continfie su<br />
cooperaci6n en el programa cooperativo<br />
por un periodo de un afio, de junio 30, 1948<br />
ajunio 30, 1949. Se entenderia que, durante<br />
tal periodo de extensi6n, el Instituto pondria<br />
una contribuci6n de $50,000.00 moneda<br />
americana al Servicio Cooperativo<br />
Inter-americano de Salud P6blica, para<br />
usarlos en la conducci6n de las activida<strong>des</strong><br />
del proyecto del programa, a condici6n de<br />
que su Gobierno contribuiria al mismo<br />
Servicio, para el mismo prop6sito con la<br />
suma de L 500,000.00. El Instituto tambi6n<br />
tendria gusto durante el mismo<br />
periodo de ejecuci6n en tener fondos a la<br />
disposici6n para ser retenidos por el<br />
Instituto, y no depositados a la cuenta del<br />
Servicio, para pago de sueldos y otros<br />
gastos de los miembros de la Divisi6n del<br />
Instituto de la oficialidad de campo de<br />
sanidad y salubridad, que son mantenidos<br />
por el Instituto en Honduras. Las cantida<strong>des</strong><br />
referidas serian adicionales a las<br />
sumas ya requeridas bajo el presente convenio<br />
Bisico, para contribuirse y ponerse a<br />
la disposici6n por las partes en la continuaci6n<br />
del programa. - Si Su Excelencia<br />
conviene en que la extensi6n propuesta<br />
sobre las bases antes dichas es aceptable<br />
de parte de su Gobierno, apreciaria el<br />
recibo de la expresi6n de la opini6n de Su<br />
Excelencia y el convenio del mismo, tan<br />
pronto como sea posible, para que puedan<br />

the cooperative health and sanitation<br />
program shall end on June 30, 1948. However,<br />
considering the mutual benefits which<br />
both Governments receive from the program,<br />
my Government agrees with the<br />
Government of Honduras that an extension<br />
of the program would be <strong>des</strong>irable. I<br />
have been advised by the Department of<br />
State in Washington that arrangements may<br />
now be made for the Institute to continue<br />
its cooperation in the cooperative program<br />
for a period of one year, from June 30, 1948<br />
to June 30, 1949. It would be understood<br />
that during such extended period, the<br />
Institute would make a contribution of<br />
$50,000.00 U.S. cy. to the Inter-American<br />
Cooperative Public Health Service, to be<br />
used in carrying out the activities of the<br />
project in the program, on condition that<br />
your Government contribute to the same<br />
Service, for the same purpose, the sum of<br />
500,000 lempiras. During the same period<br />
of execution, the Institute would also like<br />
to have at its disposal funds, to be retained<br />
by the Institute and not deposited to the<br />
account of the Service, for the payment of<br />
salaries and other expenses of the members<br />
of the Institute's Division of health and<br />
sanitation field officers who are maintained<br />
by the Institute in Honduras. The<br />
amounts referred to would be in addition<br />
to the sums already required under the<br />
present Basic Agreement, to be contributed<br />
and made available by the parties in the<br />
continuation of the program.-If Your<br />
Excellency agrees that the extension as<br />
proposed on the aforesaid bases is acceptable<br />
to your Government, I should appreciate<br />
receiving, as soon as possible, the<br />
expression of Your Excellency's opinion<br />
and its agreement, in order that the technical<br />
details of the extension may be<br />
determined by officials of the Ministry of<br />
N- 2189
