the Government ...... of the Republic of Cyprus has examined the declaration made by
the Government of the Republic of Turkey to the International Convention on the Elimination
of all Forms of Racial Discrimination (New York, 7 March 1966) on 16 September
2002 in respect of the implementation of the provisions of the Convention only to the States
Parties with which it has diplomatic relations.
In the view of the Government of the Republic of Cyprus, this declaration amounts to
a reservation. This reservation creates uncertainty as to the States Parties in respect of
which Turkey is undertaking the obligations in the Convention. The Government of the
Republic of Cyprus therefore objects to the reservation made by the Government of the Republic
of Turkey.
This reservation or the objection to it shall not preclude the entry into force of the Convention
between the Republic of Cyprus and the Republic of Turkey."

Le Gouvemement de la Rdpublique de Chypre a examin6 la declaration faite le 16 septembre
2002 par le Gouvernement de la Rdpublique turque au sujet de la Convention internationale
sur l'limination de toutes les formes de discrimination raciale (New York, 7 mars
1966) en ce qui concerne le fait que la Turquie n'appliquera les dispositions de la Convention
qu'A rNgard des ttats parties avec lesquels elle a des relations diplomatiques.
De I'avis du Gouvernement de la R6publique de Chypre, cette d6claration 6quivaut A
une r6serve, laquelle cr~e une incertitude quant aux tats parties A l'6gard desquels la Turquie
entend assumer les obligations 6nonc6es dans la Convention. Le Gouvemement de la
