In connexion with the signature this day of the Convention between Finland, Denmark, Iceland, Norway and Sweden respecting social security, 2 the plenipotentiaries of the contracting countries have made the following declaration As regards benefits prescribed by law, the same benefits shall be granted to persons who are covered by the Convention as to nationals of the country of residence., As regards benefits which are governed by the provisions of the individual communes, each country shall endeavour to ensure that persons covered by the Convention also receive such benefits. B. With regard to the application and interpretation of certain provisions of the Convention the plenipotentiaries have agreed as follows : 1. Article 9, third paragraph, shall not apply to accidents occurring before the entry into force of this Convention. 2. Article 10, paragraph (b), first sub-paragraph, second sentence, shall not apply in cases where an employer has omitted to take out compulsory accident-insurance in the employee's country of domicile and where, under the laws of that country, the ordinary consequence of such omission is that the employer becomes liable for the payment of the insurance benefits. 3. After a children's allowance has been paid in accordance with article 17 for the first time in respect of a child in one of the contracting countries, any absence of the child from that country not exceeding two months shall not be deemed to be an interruption of residence. 1 Came into force on 1 November 1956, the date of entry into force of the Convention, in accordance with the provisions of the Final Protocol. En signant ce jour la Convention entre la Finlande, le Danemark, I'Islande, la Norv~ge et la Suede relative i la s6curit6 sociale 2 , les pl6nipotentiaires des Ptats contractants ont fait la d6claration suivante : En ce qui concerne les prestations garanties par la loi, elles seront accorddes aux personnes vis6es par la Convention de la mme fa~on que s'il s'agissait de ressortissants du pays de r~sidence. En ce qui concerne les prestations r~gies par les dispositions des diverses communes, chaque pays s'efforcera d'obtenir que les personnes auxquelles la Convention est applicable regoivent 6galement les prestations susvis~es. B. Touchant l'application et l'interpr6tation de certaines dispositions de la Convention, les pl~nipotentiaires sont convenus des dispositions suivantes : 1. Le troisi~me paragraphe de l'article 9 ne s'appliquera pas aux accidents survenus avant 1'entr6e en vigueur de la Convention. 2. La deuxi~me phrase de l'alin~a b de l'article 10 ne s'appliquera pas au cas oti un employeur a n~glig6 d'adh~rer h l'assurance-accidents obligatoire dans le pays oii l'employ6 a son domicile et oji, en vertu de la l6gislation dudit pays, cette omission a pour effet de mettre h la charge de l'employeur le versement des prestations d'assurance. 3. Lorsque l'allocation familiale pr~vue h l'article 17 a &6 attribu6e a un enfant dans l'un des pays contractants, une absence ne d6passant pas deux mois ne sera pas considdr6e comme une interruption de r6sidence.
