MEMORANDUM<br />

PROJECT OF REFORMS FOR THE ARMENIAJX PROVINCES.<br />

In vxew of the<br />

great importance and value which her Majesty's Government attach<br />

to<br />

maintaiirmg unanimity on the part ofthe three Powers,they are ready<br />

t'o waive the<br />

modifications <strong>de</strong>sired by them in the scheme of reforms for the Armenian Provinces,<br />

aithough they greatly regret<br />

that the modifications were not adôpted,<br />

for<br />

they<br />

believe<br />

that valuable security would hâve thereby been affbr<strong>de</strong>d for the efficient good<br />

working of the said reforms.<br />

Her Majesty's Government however trust that the AmBassadors of France and<br />

Russia will be authorised<br />

by their Governments to insert în the scheme in question<br />

the stipulation that the sélection of the High Commissioner who is to be charged<br />

with the<br />

supervision of the reforms shall be approved of by the Powers to which<br />

provision the Ambassadbrs hâve already expressed their personaï<br />

assent.<br />

As soon as Her<br />

Majesty's Government hâve heard'that the Governments of France<br />

and Russia hâve agreed to thïs addition, Her Majesty's Ambassador àt Constantinople<br />

will be authorised to concert with his CoHeagues for the présentation<br />

to the Sultan<br />

and the Porte of the scheme.<br />

Constantinople a été invité par son Gouvernement à<br />

<strong>de</strong>man<strong>de</strong>r la nomination, d'accord avec les Puissances, <strong>de</strong>s Valis <strong>de</strong>s provinces armé-<br />

niennes, du Prési<strong>de</strong>nt <strong>de</strong> la Commission <strong>de</strong> contrôle et du Haut Commissaire ainsi<br />

que la fixation <strong>de</strong> la durée <strong>de</strong>s pouvoirs <strong>de</strong> ce <strong>de</strong>rnier.<br />

M. P. Cambon et M. <strong>de</strong> Nélidoff ont dit à Sir Philip Currie qu'ds considéraient<br />

ces modifications comme plus préjudiciables qu'utiles et qu'ils ne pouvaient conseil-<br />

ler à leurs Gouvernements <strong>de</strong> les accepter.<br />
