— M — ANNEXE A LA DÉPÊCHE DE CONSTANTINOPLE 00 & M'AI 1-895'. MEMORANDUM PROJECT OF REFORMS FOR THE ARMENIAJX PROVINCES. In vxew of the great importance and value which her Majesty's Government attach to maintaiirmg unanimity on the part ofthe three Powers,they are ready t'o waive the modifications desired by them in the scheme of reforms for the Armenian Provinces, aithough they greatly regret that the modifications were not adôpted, for they believe that valuable security would hâve thereby been affbrded for the efficient good working of the said reforms. Her Majesty's Government however trust that the AmBassadors of France and Russia will be authorised by their Governments to insert în the scheme in question the stipulation that the sélection of the High Commissioner who is to be charged with the supervision of the reforms shall be approved of by the Powers to which provision the Ambassadbrs hâve already expressed their personaï assent. As soon as Her Majesty's Government hâve heard'that the Governments of France and Russia hâve agreed to thïs addition, Her Majesty's Ambassador àt Constantinople will be authorised to concert with his CoHeagues for the présentation to the Sultan and the Porte of the scheme. L'Ambassadeur britannique à Constantinople a été invité par son Gouvernement à demander la nomination, d'accord avec les Puissances, des Valis des provinces armé- niennes, du Président de la Commission de contrôle et du Haut Commissaire ainsi que la fixation de la durée des pouvoirs de ce dernier. M. P. Cambon et M. de Nélidoff ont dit à Sir Philip Currie qu'ds considéraient ces modifications comme plus préjudiciables qu'utiles et qu'ils ne pouvaient conseil- ler à leurs Gouvernements de les accepter. Je ne puis que partager leur avis touchant la nécessité de saisir le plus tôt possible le Sultan du projet de réformes qui réunit l'assentiment des trois Ambassadeurs el d'éviter ainsi de plus longs retards où l'oïi ne manquerait sans doute pas à Constan- (1) L'analyse, en français, de ce mémorandum se trouve dans la dépêche suivante. fran
— 64 — tantinople de voir l'indice d'un affaiblissement de l'accord si utilement maintenu jusqu'ici entre les Puissances. Le Gouvernement de Sa Majesté Rritannique, qui a eu connaissance de l'avis que M. de Nélidoff et M. P. Cambon ont exprimé à Sir Philip Currie, m'a fait remettre un mémorandum à ce sujet par son Chargé d'affaires. Il y est dit que, pour main- tenir l'unanimité, le Cabinet de Londres est prêt à renoncer aux modifications qu'il avait proposées. Il compte toutefois que les Ambassadeurs de France et de Russie à Constantinople seront autorisés à inscrire dans le projet que le choix du Haut Commissaire , qui sera chargé de surveiller l'exécution des réformes déjà admises par les Ambassadeurs personnellement, devrait être approuvé par les Puissances. Aussitôt que le Gouvernement anglais aura appris que cette addition est acceptée, Sir Philip Currie sera autorisé à s'entendre avec ses collègues pour la remise du projet au Sultan et à la Porte. J'ai répondu à M. Howard que je transmettrais à M. P. Cambon ce mémorandum et lui laissais le soin de traiter toute cette affaire; mais que je ne doutais pas qu'en présence des dispositions nouvelles de l'Angleterre, une entente n'intervînt entre les Ambassadeurs. Le Gouvernement russe, d'ailleurs, jugera sans doute comme nous nécessaire que les pourparlers auxquels il y aurait lieu de procéder encore soient suivis entre les trois Ambassadeurs à Constantinople, sans prendre davantage le caractère d'une con- versation entre les Gouvernements eux-mêmes.
