péens, dont les anciens <strong>de</strong> Turquie. Ils ont par ailIeurs<br />

ministres socialistes <strong>de</strong>mandé au Conseil <strong>de</strong> susfrançais<br />

Ségolène Royal pendre la Turquie en tant qu'un<br />

<strong>et</strong> Roland Dumas, ont déposé à <strong>de</strong> ses 32 membres, considérant<br />

Strasbourg une requête <strong>de</strong>vant que sa politique vis-à-vis <strong>de</strong> la .<br />

la Commission <strong>de</strong>s droits <strong>de</strong> communauté kur<strong>de</strong> contrevient<br />

l'Homme du Conseil <strong>de</strong> J'Europe aux principes Condame'ntaux <strong>de</strong><br />

la défiiocratie.<br />

En mars <strong>de</strong>rnier, l'Assemblée<br />

nationale turque avait levé l'immunité<br />

<strong>de</strong> six députés d'origine<br />

kur<strong>de</strong>, décision confirmée ultérieurement<br />

par la Cour constitutionnene.<br />

Les six, dont cinq membres. du<br />

DEP(accusé par le gouvern~~ent<br />

d'être un paravent du PKK)<strong>et</strong> un<br />

non-inscrit, sont détenus <strong>de</strong>puis<br />

rapport d'Amnesty International<br />

Turkey state oil output<br />

affected by Kurdish revolt<br />

ANKARA- Turkey's state-run oil company<br />

expects cru<strong>de</strong> output to show no increase<br />

in 1994, mainly due to a Kurdish revolt in<br />

the southeast, the main oil-producing area.<br />

"We expect production in 1994 to be<br />

about the same as last year at just un<strong>de</strong>r<br />

three million tones - no fall but unfortunately<br />

no rise," SakI Sancar, general manager<br />

of Türk P<strong>et</strong>rolleri Anomm Ortakhgl<br />

Snk<strong>et</strong>i (TPAO), told Reuters. Most of<br />

turkey's oil wells are in the southeast,<br />

where Kurdistan Workers Party (PKK)<br />

guerrillas have been fighting for an in<strong>de</strong>pen<strong>de</strong>nt<br />

slate for the past 10 years.<br />

"It would be wrong to say it is entirely<br />

due to the PKK," Sancar said of TPAO's<br />

difficulty in raising production. "But they<br />

are certainly a factor ...There have been a<br />

couple of sabotage actions against our facilities,<br />

but no direct attacks on staff. Now the<br />

security forces have more control of the<br />

area, conditions have r<strong>et</strong>urned to normal."<br />

U,S. Mobil Corp suspen<strong>de</strong>d operations in<br />

the southeast in September, citing PKK<br />

attacks and extortion.<br />

Sancar said TPAO planned extensive<br />

exploration in the southeast, where it now<br />

produces about 54,000 barrels per day<br />

(bpd), and hoped to boost output in the second<br />

half of 1994. Total output, including<br />

that of foreign firms, was about 4.2 million<br />

tones, me<strong>et</strong>ing less than 20 percent of<br />

domestic needs. "Im~rts are about 20 million<br />

tones per year,' Sancar said. "Thanks<br />

to increased consumption this rises annually<br />

- it is a huge drain on the country's ~urrency<br />

reserves."<br />

Sancar said the treasury would make limited<br />

savings if Turkey were allowed to<br />

pump trapped oil out of a disused Iraqi<br />

export pipeline and flush it to prevent possible<br />

corrosion. The plan, y<strong>et</strong> to receive U.N.<br />

approval, would provi<strong>de</strong> Turkey with up to<br />

36 million barrels of oil for its own use.<br />

Ankara would recompense Iraq with<br />

humanitarian aid allowed un<strong>de</strong>r the U.N.<br />

embargo imposed after Baghdad's 1990<br />

invasion of Kuwait. "In the long term it<br />

would not make a noteworthy difference,<br />

but the oil gained would obviously lighten<br />

the load on the currency reserves on a oneoff<br />

basis," Sancar said.<br />

He said TPAO was engaged in several<br />

exploration and production projects in<br />

Central Asia and Egypt.<br />

TPAO signed a big oil contract with<br />

Kazakhstan on May 31, extending a 1992<br />

research agreement to inclu<strong>de</strong> production<br />

and mark<strong>et</strong>ing of oil by Turk-Kazakh<br />

Munay Ltd, a joint company s<strong>et</strong> up in 1992<br />

to explore and produce cru<strong>de</strong> In seven<br />

blocks scattered over a wi<strong>de</strong> area in<br />

Kazakhstan. Turkey hopes to earn more<br />

than $49 billion during the project' s 36-year<br />

span. In Egypt, Sancar said production<br />

would begin by October at the fIrst of three<br />

fields for which TP AO has a licence and 50<br />

percent production rights. The field, known<br />

as West Karun, is expected to produce<br />

about 400,000 bpd. TPAO holds a 2.5 percent<br />

share in a consortium led by British<br />

P<strong>et</strong>roleum Co in partnership with Norway's<br />

Statoil and five other firms, which has been<br />

negotiating for a contract with Azerbaijan to<br />

<strong>de</strong>velop two Caspian Sea oil fields.<br />

Sancar said talks were continuing but<br />

progress was slow. "A me<strong>et</strong>ing of representatives,<br />

about the fourth, I thmk, began in<br />

Istanbul today," he said. "There seems to be<br />

a consensus on the economic terms of the<br />

project, but it is not ready to be signed y<strong>et</strong>."<br />

He gave no <strong>de</strong>tails.<br />
