ANKARA- Turkey's state-run oil company
expects crude output to show no increase
in 1994, mainly due to a Kurdish revolt in
the southeast, the main oil-producing area.
"We expect production in 1994 to be
about the same as last year at just under
three million tones - no fall but unfortunately
no rise," SakI Sancar, general manager
of Türk Petrolleri Anomm Ortakhgl
Snketi (TPAO), told Reuters. Most of
turkey's oil wells are in the southeast,
where Kurdistan Workers Party (PKK)
guerrillas have been fighting for an independent
slate for the past 10 years.
"It would be wrong to say it is entirely
due to the PKK," Sancar said of TPAO's
difficulty in raising production. "But they
are certainly a factor ...There have been a
couple of sabotage actions against our facilities,
but no direct attacks on staff. Now the
security forces have more control of the
area, conditions have returned to normal."
U,S. Mobil Corp suspended operations in
the southeast in September, citing PKK
attacks and extortion.
Sancar said TPAO planned extensive
exploration in the southeast, where it now
produces about 54,000 barrels per day
(bpd), and hoped to boost output in the second
half of 1994. Total output, including
that of foreign firms, was about 4.2 million
tones, meeting less than 20 percent of
domestic needs. "Im~rts are about 20 million
tones per year,' Sancar said. "Thanks
to increased consumption this rises annually
- it is a huge drain on the country's ~urrency
reserves."
Sancar said the treasury would make limited
savings if Turkey were allowed to
pump trapped oil out of a disused Iraqi
export pipeline and flush it to prevent possible
corrosion. The plan, yet to receive U.N.
approval, would provide Turkey with up to
36 million barrels of oil for its own use.
Ankara would recompense Iraq with
humanitarian aid allowed under the U.N.
embargo imposed after Baghdad's 1990
invasion of Kuwait. "In the long term it
would not make a noteworthy difference,
but the oil gained would obviously lighten
the load on the currency reserves on a oneoff
basis," Sancar said.
He said TPAO was engaged in several
exploration and production projects in
Central Asia and Egypt.
TPAO signed a big oil contract with
Kazakhstan on May 31, extending a 1992
research agreement to include production
and marketing of oil by Turk-Kazakh
Munay Ltd, a joint company set up in 1992
to explore and produce crude In seven
blocks scattered over a wide area in
Kazakhstan. Turkey hopes to earn more
than $49 billion during the project' s 36-year
span. In Egypt, Sancar said production
would begin by October at the fIrst of three
fields for which TP AO has a licence and 50
percent production rights. The field, known
as West Karun, is expected to produce
about 400,000 bpd. TPAO holds a 2.5 percent
share in a consortium led by British
Petroleum Co in partnership with Norway's
Statoil and five other firms, which has been
negotiating for a contract with Azerbaijan to
develop two Caspian Sea oil fields.
Sancar said talks were continuing but
progress was slow. "A meeting of representatives,
about the fourth, I thmk, began in
Istanbul today," he said. "There seems to be
a consensus on the economic terms of the
project, but it is not ready to be signed yet."
He gave no details.

Mardi soir, dix personnes, dont
six touristes. étrangers, avaient
été blessées par l'explosion de
deux bombes à Fethiye, une autre
station balnéaire située dans la
