prime minister: Kaynak also said<br />
the mur<strong>de</strong>rs were being planned<br />
and carried out by those in the •<br />
State cadres who do not want a<br />
political solution to the Kurdish<br />
problem. The Turkish Probe was<br />
informed that at first police had<br />
confirmed Buldan and his friends<br />
had been taken into custody but<br />
later <strong>de</strong>nied this. The Buldan family<br />
members reportedly had some<br />
sources insi<strong>de</strong> the police and<br />
they alleged that they were told<br />
"do not follow up your complaints."<br />
Nec<strong>de</strong>t Buldan told the Turkish<br />
Probe: "I know the mur<strong>de</strong>rers of<br />
my brother very well. The people<br />
doing this g<strong>et</strong> great pleasure out<br />
of it and I openly <strong>de</strong>clare that<br />
these mur<strong>de</strong>rs are not mystery<br />
mur<strong>de</strong>rs but that the suspects are<br />
known." He ad<strong>de</strong>d, "Certain powers<br />
have tried to make it look like<br />
an act of vengeance carried out<br />
by the mafia."<br />
The el<strong>de</strong>r Buldan also claimed<br />
that Deputy Prime Minister Murat<br />
Karayalçln had i<strong>de</strong>ntified his<br />
brother as a "very dangerous person"<br />
and had said that the mur<strong>de</strong>r Sav~ Buldan<br />
was a mafia execution.<br />
Karayalçm's statement could be aimed at diverting<br />
the public's attention away from the government.<br />
Buldan continued, "Karayalçm should appear on a<br />
program with me and answer my questions for 15<br />
minutes."<br />
The former mayor also claimed that his brother<br />
had escaped a previous mur<strong>de</strong>r attempt on his life<br />
when he was at his house in Istanbul tog<strong>et</strong>her with<br />
Deputy Leyla Zana, whose parliamentary immunity<br />
has now been lifted, and her husband.<br />
In response to a question on wh<strong>et</strong>her the "government<br />
had a role in the recent executions, which<br />
have been interpr<strong>et</strong>ed as a mafia ven<strong>de</strong>tta," Buldan's<br />
answer was striking: "The cover for the state<br />
committed crimes is s<strong>et</strong> up beforehand and is therefore<br />
very sophisticated. Most of the time, inci<strong>de</strong>nts<br />
are portrayed as a power struggle within the mafia."<br />
Meanwhile, in Ankara DEP officials charged also<br />
that Muhsin Melik was killed by police in Urfa. DEP<br />
Acting Chairman Remzi Kartal said the police were<br />
at the scene of the inci<strong>de</strong>nt only two minutes after<br />
Melik was shot. Melik was then woun<strong>de</strong>d and refused<br />
to g<strong>et</strong> into the police car saying "you are the<br />
people who shot me."<br />
Kartal claimed "those who oppose state policies<br />
are either silenced or eliminated."<br />
There are claims that the mystery killings are being<br />
carried out by a shadow organization. Some<br />
sources i<strong>de</strong>ntify the group as a professional contra-<br />

guerrilla force and some say that the force has links<br />
with a highly professional fighting group. The existence<br />
of a shadow organization with a professional<br />
structure is clear <strong>de</strong>spite its good disguise.<br />
In the Buldan case, the police announcement<br />
stated that the victims had been arrested by the<br />
"narcotics <strong>de</strong>partment" but then this was changed to<br />
"police anti-terrorist teams" and later both these<br />
facts were <strong>de</strong>nied. According to the newspapers "a<br />
red Merce<strong>de</strong>s, which had been sighted by the police<br />
and had false license plates, had been followed by<br />
highway patrols but had later managed to pass<br />
through police barrica<strong>de</strong>s."<br />
The truth is still unknown and no concr<strong>et</strong>e evi<strong>de</strong>nce<br />
exists of government involvement in the mystery<br />
mur<strong>de</strong>rs. However, the government is un<strong>de</strong>r<br />
suspicion of playing an indirect part. Just as in every<br />
other inci<strong>de</strong>nt, the high-level government officials<br />
are <strong>de</strong>termined not to intervene. While trying to finish<br />
off the PKK, it is obvious the government has<br />
not drawn a line b<strong>et</strong>ween the terrorists and other<br />
Kurds who may be activists with no terrorist links.<br />
Officials with political responsibility, such as the<br />
prime minister and the interior minister, are not particularly<br />
helpful. This automatically brings one question<br />
to people's minds: "Do the politicians consi<strong>de</strong>r<br />
these <strong>de</strong>aths normal or were they informed beforehand<br />
of the <strong>de</strong>aths and the i<strong>de</strong>ntity of the mur<strong>de</strong>rers?"<br />
