political solution to the Kurdish
problem. The Turkish Probe was
informed that at first police had
confirmed Buldan and his friends
had been taken into custody but
later denied this. The Buldan family
members reportedly had some
sources inside the police and
they alleged that they were told
"do not follow up your complaints."
Necdet Buldan told the Turkish
Probe: "I know the murderers of
my brother very well. The people
doing this get great pleasure out
of it and I openly declare that
these murders are not mystery
murders but that the suspects are
known." He added, "Certain powers
have tried to make it look like
an act of vengeance carried out
by the mafia."
The elder Buldan also claimed
that Deputy Prime Minister Murat
Karayalçln had identified his
brother as a "very dangerous person"
and had said that the murder Sav~ Buldan
was a mafia execution.
Karayalçm's statement could be aimed at diverting
the public's attention away from the government.
Buldan continued, "Karayalçm should appear on a
program with me and answer my questions for 15
minutes."
The former mayor also claimed that his brother
had escaped a previous murder attempt on his life
when he was at his house in Istanbul together with
Deputy Leyla Zana, whose parliamentary immunity
has now been lifted, and her husband.
In response to a question on whether the "government
had a role in the recent executions, which
have been interpreted as a mafia vendetta," Buldan's
answer was striking: "The cover for the state
committed crimes is set up beforehand and is therefore
very sophisticated. Most of the time, incidents
are portrayed as a power struggle within the mafia."
Meanwhile, in Ankara DEP officials charged also
that Muhsin Melik was killed by police in Urfa. DEP
Acting Chairman Remzi Kartal said the police were
at the scene of the incident only two minutes after
Melik was shot. Melik was then wounded and refused
to get into the police car saying "you are the
people who shot me."
Kartal claimed "those who oppose state policies
are either silenced or eliminated."
There are claims that the mystery killings are being
carried out by a shadow organization. Some
sources identify the group as a professional contra-

guerrilla force and some say that the force has links
with a highly professional fighting group. The existence
of a shadow organization with a professional
structure is clear despite its good disguise.
In the Buldan case, the police announcement
stated that the victims had been arrested by the
"narcotics department" but then this was changed to
"police anti-terrorist teams" and later both these
facts were denied. According to the newspapers "a
red Mercedes, which had been sighted by the police
and had false license plates, had been followed by
highway patrols but had later managed to pass
through police barricades."
The truth is still unknown and no concrete evidence
exists of government involvement in the mystery
murders. However, the government is under
suspicion of playing an indirect part. Just as in every
other incident, the high-level government officials
are determined not to intervene. While trying to finish
off the PKK, it is obvious the government has
not drawn a line between the terrorists and other
Kurds who may be activists with no terrorist links.
Officials with political responsibility, such as the
prime minister and the interior minister, are not particularly
helpful. This automatically brings one question
to people's minds: "Do the politicians consider
these deaths normal or were they informed beforehand
of the deaths and the identity of the murderers?"
