PUK lea<strong>de</strong>r Talabani travels to Northern Iraq over Turkey<br />

ANKARA- Jaiai Talabani, the lea<strong>de</strong>r of one<br />

of the main Iraqi Kurdish_groups, the Patriotic ,<br />

Union of KurdIstan (PUK), who has been in<br />

Syria since rival Kurdish groupsengaged in<br />

fiJd1ting in his homeland at the beginmng of<br />

May, arrived in northern Iraq on Thursday.<br />

, Talabani entered Nusaybin, a Turkish town<br />

on the Syrian bor<strong>de</strong>r, from Syria and a Turkish<br />

helicopter flew him into IrbiI in northern Iraq.<br />

He was scheduled to me<strong>et</strong> with Massoud<br />

Barzani, the lea<strong>de</strong>r of the rival group, the<br />

Kurdish Democratic Party (KDP), later ID the<br />

day, Shazad Saib, the PUK representative in<br />

Ankara was quoted by the Associated Press as<br />

saying. Turkey arranged for Talabani's r<strong>et</strong>urn<br />

•to his homeland after the PUK requested help.<br />

He has been away from northern Iraq since<br />

AprillO. Fighting broke .out b<strong>et</strong>ween the PUK<br />

and forces of the Kurdistan Democratic Party<br />

(KDP) in early May.<br />

Turkey is concerned over the political<br />

uncertainty in northern Iraq. ..<br />

The Turkish government says IllS only to<br />

the benefit of Turkey's Kurdish guerrillas,<br />

which hold bases in northern Iraq, as part of<br />

their fight for autonomy in, south,eastern<br />

Turkey. Iraqi Kurds have had a <strong>de</strong> façto state<br />

in northern Iraq since the ena of the Gulf War.<br />

Saib said Talabani accepted a Turkish offer<br />

to hold a joint me<strong>et</strong>ing with Barzani and<br />

Turkish authorities in Arikara next week. The<br />

KDP' s response was not immediately known,<br />

A similar me<strong>et</strong>ing, without Talabani and<br />

Barzani, took place in another Turkish bor<strong>de</strong>r<br />

town, Silopi, on Monday.<br />

The Turkish authorines have been pushing<br />

the PUK and the KDP to reach a lasting polincal<br />

solution. A cease-fire has been holding in<br />

the area in northern Iraq since Monday, Saib<br />

said. "I hope there will be no more skirmishes<br />

with the r<strong>et</strong>urn of Mr. Talabani," he said.<br />

Meanwhile officials have reported that the<br />

fighting b<strong>et</strong>ween Kurdish groups eased on<br />

Wednesday as a cease-fire took hold after<br />

Monday's me<strong>et</strong>ing in Silopi.<br />

"It's qui<strong>et</strong> everywhere today," PUK<br />

spokesman Barham Saleh was quoted by the<br />

Associated Press as saying on Wednesday. A<br />

spokesman for the rival KDP, Ahmed, Aziz,<br />

for his part was quoted as saying: "disengagement<br />

of forces is also taking place." ,<br />

Both Washington-based officials were con.<br />

'tacted by telephone. Heavy fighting had<br />

threatened to <strong>de</strong>stroy the quasi-in<strong>de</strong>pen<strong>de</strong>nt<br />

Kurdish enclave where tlie Iraqi National<br />

Coùncil, à colllition öf movements seeking-to'<br />

topple Saddam Hussein, is headquartered.<br />

The PUK and representatives of western aid ,<br />

organizations in the region reporte,d that "<br />

Iranian Revolutionary Guar~s, along wIth two<br />

Tehran-backed Islamtc Kurdish groups, fought<br />

on the si<strong>de</strong> of the KDP, led by Massouti<br />

,Barzani.<br />

The KDP <strong>de</strong>nied any Iranian involvement.<br />

The enclave was s<strong>et</strong> up by the U.S.-led allies<br />

after the 1991 Gulf War to protect the Kurds,<br />

,from Baghdad's wrath following an ill-fated,<br />

uprising. It is protected by U,S., British and<br />

French warplanes based in Turkey.<br />

There have beenno accurate casualty<br />

reports since the fighting started May lover a<br />

land dispute. Saleh and other Kurdish officials<br />

last week estimated there were b<strong>et</strong>ween 100<br />

and 250 <strong>de</strong>ad. But Iran's officiallslamic<br />

Republic News Agency said Tuesday that<br />

some 4,000 people had been killed and hundreds<br />

more woun<strong>de</strong>d.The PUK and the KDP,<br />

, which can each muster about 10,000 hard-core<br />

guerrillas, are traditional rivals who have<br />

clashed repeatedly in the past. They buried<br />

their differences and agreed to share power<br />

after.emerging. roughly equal in parliamentary<br />

electlO~ heidin the enclave last year.<br />
