ANKARA- The government is trying to
respond to continuing pressure from the .
West, aimed at forcing Turkey to focus on
its negative human rights record, and clear
its name on this score. The latest evidence
of this is provided by reports of an recent
. exchange of letters between the Ministers of
Foreign Affairs, Justice and the Interior.
Acting on reports from Turkey's
Pennanent Representation at the Council of
Elirope in Strasbourg, Foreign Minister
Hikmet Çetin is said to have written letters
to Minister of Justice Seyfi Oktay and
Minister of Interior Nahit Mente~e on the
sul?Ject.

cases filed against Turkey in the European
Court of Human Rights, especially in relation
to conditions in the Southeast.
In his letter he is said to have concentrated
on the fact that the many cases filed
against Turkey from the Southeast underline
the poor quality of justice in the region.
The effect here, accordina to çetin, is to
establish a situation were focal courts are
overridden on the grounds of ineffectivenessand
incompetenceand to open the
rou'te for grievances to go straight to the to
the European Court of Human nghts.
"The meaning of this is that the European
Court of Human Rights will take the place

powers" Çetin reportedly said in his letter.
Çetin is said to have underlined the rieed
for showing the European Court of Human
Rights, by providing hard evidence, that
"the situation is not as it is being presented
by certain quarters"
These particular words were taken by
analysts as "indirect" and "diplomatic" references
to the.fact that unless Improvements
are made to human rights in the Southeast
then not just Turkey' s Image can be expected
to be eroded further.
. Following the leaking of Çetin's letter to
the press on Sunday, Justice Mirûster Seyfi
Oktay sent a letter to Hürriyet columnist
Oktay Ek~i, in which he acknowledged the
gravity of the situation. .
