ANKARA- The government is trying to<br />

respond to continuing pressure from the .<br />

West, aimed at forcing Turkey to focus on<br />

its negative human rights record, and clear<br />

its name on this score. The latest evi<strong>de</strong>nce<br />

of this is provi<strong>de</strong>d by reports of an recent<br />

. exchange of l<strong>et</strong>ters b<strong>et</strong>ween the Ministers of<br />

Foreign Affairs, Justice and the Interior.<br />

Elirope in Strasbourg, Foreign Minister<br />

Hikm<strong>et</strong> Ç<strong>et</strong>in is said to have written l<strong>et</strong>ters<br />

to Minister of Justice Seyfi Oktay and<br />

Minister of Interior Nahit Mente~e on the<br />

sul?Ject.<br />

. negative effect of the growino number of<br />

cases filed against Turkey in the European<br />

Court of Human Rights, especially in relation<br />

to conditions in the Southeast.<br />
