CSCE assembly for monitors to be sent to Turkey
~oinvestigate h~m.anrights abuses and the Kurdish
Iss.ue;an~ t.hesImIlar response recently by Deputy
Pnme Mmlster Murat Karayalçln to the decIsion
by the A~sembly of the Council of Europe to send
~ delegatIOnto Turkey', are seen as "debilitating"
In terms of any genuine progress by Ankara In
these areas.
.Offtcials indicat~ that Turkey is not opposed in
pnnclple to the arnvaI of.such monitors and point
to the f~ct that a d~legatlOn from the Council of
Europe ISexpected In Turkey at the beginning of
September. As for the monitors the CSCE wants to
send, what A~kar~ appears !O be objecting to is
that the organIzatIOn, of whIch Turkey is also a
membe~,want~ to send two dele~ations to Turkey,
one to investIgate the case oCthe pro-Kurdish
deputies, and tlie other to investigate human rights
allegations in the Southeast.
Offici~ls say Turkey w~uld probably not oppose
the sendmg of one delegatIOnalthougli it refuses to
be turned mto a "human rights circus," which the
sending of two delegations would do. There are
also a number of officials who believe Turkey is
"shoot!ng itself in the foot" by its defensive reflex-
~s agamst the West concernmg the human rights
Issue.
They feel that outright denials of charges seemingly
binding rejecti?n of proRosals such' as the
ones concerning momtors, and counter arguments
that befit the former communist bloc countries"
~e ~ot.enhancing the chances of Turkey's improvmg
ItSImage and record but to the contr!l'Y.worsenmg
these and probably rxpediting the dnft away
from the Western fold.
