Leaders oppose lifting sanctions against Iraq
Rer/fers
NAPLES, ltaly- The Group of Seven leading
industrial nations and Russia agreed on Sunday
not to ease United Nations sanctions on Iraq.
including an oil '~mb~rgo, arising from the /99/
GulfWar.
"We reiterate our resolveto 'enforce full
implementation of each and every relevant U.N.
Security Council resolution concerning Iraq and
Libya untilthey are complied with, and recall
that such implementation would entail the
reassessment of sanctions," leaders of the eight
countries said after a morning of talks.
Russian Foreign Minister Andrei Kozyrev had
called on Saturday for an easing of sanctions in
recognition of the progress Baghdad had made
toward meeting the U.N. demands. Kozyrev discreetly
met Iraqi Deputy Prime Minister Tariq
Am. a close aide to President Saddam Hussein,
in the Russian city of St. Petersburg last week.
Kozyrev criticized some of Moscow's partners
for holding back from easing a U.N. oil
embargo despite Iraq's progress in complying
with Security Council resolutions arising from
the 1991 GulfWar.
French Foreign Minister Alain luppe
acknowl~dged ea.rl ier. that Iraq had made
progress m de~troymg bIOlogical and chemical
we~pons but Sal~ there were still important resolutIOns
concernmg the recognition of Kuwait
which remained to be fulfilled.
Juppe told reporters: "There was no debate
amo~g the seyen. We all agree. As long as Iraq.
and mdeed Libya, have not fully carried out all
~.N. re~?lutl?ns, there are no grounds for changmg
pOSItIon.
Kozyrev had told Reuters before leaving
Moscow: "There is a problem. Some of
our partners try to see the sanctions issue
from a much wider perspective - do
they like or not like the Iraqi regime? But
this is not the issue.
"You mayor may not like a regime.
Pr~vided there is evidence of progress,
whIch seems to be the case right now, we
want the Security Councilto stick to its
own decision's," he said. "Iraq seems to
have made considerable progress in complying
with U.N. Security Council resolutions."
He said Moscow favored a conditional
easing of the U.N.'s economic embargo
against iraq. particularly on oil. "If the
U.N.'s requirements are met, the sanctions
against Iraq should be lifted. We
have to encourage those states under
emb~rgo such as Iraq to meet certain
requirements. "
The United States wants to make sure
sanctions stay in place against Iraq and
there have been no indications that the
Security Council is likely to make any
dramatic changes.
Iraq. a close ally and arms client of
Moscow in Soviettimes, has been isolated
in the world community since its 1990
invasion of Kuwait.
Saudi Arabia'sambassador to the
United States, Prince Bandar bin Sùltan,
lobbied 0-7 ministers in Naples against
easing the embargo on Iraq as well as
pressing for moves to prevent Yemen's
civil war spreading instability in the
How we sabotage our own tourism
IInur Çevik
EDITORIAL
We do not need the Kurdish
separatist terrorists or any foreign
powers to sabotage and
ruin our tour/sm industry as
long as we have certain greedy people
in Turkey who are already doing a great
job in scaring off tourists.
We witnessed an incredible and
iJxtremely regrettable incident In the
Mediterranean resort city of Alanya over
the weekend. A hotel owner was telling
his foreign clients that there was a security
rl,k Involved in them roaming around
the streets of this township and that he
would not be held responsible if anything
happened to them away from his
hotel.
So he was making sure that he kept
everyone In his hotel ... But that is not all.
He had opened shops Inside hIs hotel to
sellleather goods and souvenirs to the
tourists, Thushe was making sure that
while. keeping them tucked away on his
premises that they would also do all their
shopping there.
So by creating an Imaginary terrorist
threat the hotel owner was making extra
profit. Is this how we boost our tourism?
The hotel owner did not realize that his
actions would only bring short-term prof-
Its but that In the long run none of these
tourists would ever come back to Turkey.
As all this was goIng on, President
Süleyman Demirel. Inaugurating a
tourIsm facility In the Belen distrItt of
Antalya, called on tourists to visit Turkey
and enjoy its vast touristic attractions ...
We agree that Turkey Is a great place
for any tourist, especially because of the
Incredibly low prices being asked these
days. The devaluation of the lira against
all major currencies has added to the
appeal of hotel prices. But if we have
such hotel owners we do not believe we
can make much headway,.,
Firstwe have to stop sabotaging our
own Industry by greed and dishonesty.
Then we have to make sure we do not
allow others, like Kurdish separatists and
foreign countries, to exploit the security
situation.
