Lea<strong>de</strong>rs oppose lifting sanctions against Iraq<br />

NAPLES, ltaly- The Group of Seven leading<br />
industrial nations and Russia agreed on Sunday<br />
not to ease United Nations sanctions on Iraq.<br />
including an oil '~mb~rgo, arising from the /99/<br />
GulfWar.<br />
"We reiterate our resolv<strong>et</strong>o 'enforce full<br />
implementation of each and every relevant U.N.<br />
Security Council resolution concerning Iraq and<br />
Libya untilthey are complied with, and recall<br />
that such implementation would entail the<br />
reassessment of sanctions," lea<strong>de</strong>rs of the eight<br />
countries said after a morning of talks.<br />
Russian Foreign Minister Andrei Kozyrev had<br />
called on Saturday for an easing of sanctions in<br />
recognition of the progress Baghdad had ma<strong>de</strong><br />
toward me<strong>et</strong>ing the U.N. <strong>de</strong>mands. Kozyrev discre<strong>et</strong>ly<br />
m<strong>et</strong> Iraqi Deputy Prime Minister Tariq<br />
Am. a close ai<strong>de</strong> to Presi<strong>de</strong>nt Saddam Hussein,<br />
in the Russian city of St. P<strong>et</strong>ersburg last week.<br />
Kozyrev criticized some of Moscow's partners<br />
for holding back from easing a U.N. oil<br />
embargo <strong>de</strong>spite Iraq's progress in complying<br />
with Security Council resolutions arising from<br />
the 1991 GulfWar.<br />

~.N. re~?lutl?ns, there are no grounds for changmg<br />
pOSItIon.<br />
Kozyrev had told Reuters before leaving<br />
Moscow: "There is a problem. Some of<br />
our partners try to see the sanctions issue<br />
from a much wi<strong>de</strong>r perspective - do<br />
they like or not like the Iraqi regime? But<br />
this is not the issue.<br />
"You mayor may not like a regime.<br />
Pr~vi<strong>de</strong>d there is evi<strong>de</strong>nce of progress,<br />
whIch seems to be the case right now, we<br />
want the Security Councilto stick to its<br />
own <strong>de</strong>cision's," he said. "Iraq seems to<br />
have ma<strong>de</strong> consi<strong>de</strong>rable progress in complying<br />
with U.N. Security Council resolutions."<br />
He said Moscow favored a conditional<br />
easing of the U.N.'s economic embargo<br />
against iraq. particularly on oil. "If the<br />
U.N.'s requirements are m<strong>et</strong>, the sanctions<br />
against Iraq should be lifted. We<br />
have to encourage those states un<strong>de</strong>r<br />
emb~rgo such as Iraq to me<strong>et</strong> certain<br />
requirements. "<br />
The United States wants to make sure<br />
sanctions stay in place against Iraq and<br />
there have been no indications that the<br />
Security Council is likely to make any<br />
dramatic changes.<br />
Iraq. a close ally and arms client of<br />
Moscow in Sovi<strong>et</strong>times, has been isolated<br />
in the world community since its 1990<br />
invasion of Kuwait.<br />
Saudi Arabia'sambassador to the<br />
United States, Prince Bandar bin Sùltan,<br />
lobbied 0-7 ministers in Naples against<br />
easing the embargo on Iraq as well as<br />
pressing for moves to prevent Yemen's<br />
civil war spreading instability in the<br />

We do not need the Kurdish<br />
separatist terrorists or any foreign<br />
powers to sabotage and<br />
ruin our tour/sm industry as<br />
long as we have certain greedy people<br />
in Turkey who are already doing a great<br />
job in scaring off tourists.<br />
We witnessed an incredible and<br />
iJxtremely regr<strong>et</strong>table inci<strong>de</strong>nt In the<br />
Mediterranean resort city of Alanya over<br />
the weekend. A hotel owner was telling<br />
his foreign clients that there was a security<br />
rl,k Involved in them roaming around<br />
the stre<strong>et</strong>s of this township and that he<br />
would not be held responsible if anything<br />
happened to them away from his<br />
hotel.<br />
So he was making sure that he kept<br />
everyone In his hotel ... But that is not all.<br />
He had opened shops Insi<strong>de</strong> hIs hotel to<br />
sellleather goods and souvenirs to the<br />
tourists, Thushe was making sure that<br />
while. keeping them tucked away on his<br />
premises that they would also do all their<br />
shopping there.<br />
So by creating an Imaginary terrorist<br />
threat the hotel owner was making extra<br />
profit. Is this how we boost our tourism?<br />
The hotel owner did not realize that his<br />
actions would only bring short-term prof-<br />
Its but that In the long run none of these<br />
tourists would ever come back to Turkey.<br />
As all this was goIng on, Presi<strong>de</strong>nt<br />
Süleyman Demirel. Inaugurating a<br />
tourIsm facility In the Belen distrItt of<br />
Antalya, called on tourists to visit Turkey<br />
and enjoy its vast touristic attractions ...<br />
We agree that Turkey Is a great place<br />
for any tourist, especially because of the<br />
Incredibly low prices being asked these<br />
days. The <strong>de</strong>valuation of the lira against<br />
all major currencies has ad<strong>de</strong>d to the<br />
appeal of hotel prices. But if we have<br />
such hotel owners we do not believe we<br />
can make much headway,.,<br />
Firstwe have to stop sabotaging our<br />
own Industry by greed and dishonesty.<br />
Then we have to make sure we do not<br />
allow others, like Kurdish separatists and<br />
foreign countries, to exploit the security<br />
situation.<br />
