which will elimmate the usual red tape in such<br />

"However, it appears beyorid doubt that the<br />
<strong>de</strong>cision reflects the overall sentiment of the<br />
CSCE parliamentarians. poly' 27,vot~s, as<br />
opposed to 135, were against th~ sendmg of<br />
the mission to Turkey. These were cast by the<br />
eight-member Turkish <strong>de</strong>legation, some<br />
Turkic republics and three unknown countries.<br />
The Council of Europe's parliamentary<br />
assembly has also <strong>de</strong>clared that it would send<br />
a mission to Turkey and reassess the situation<br />
in light of the mission's report., However,<br />
Ankara, aware of the option thatthe council<br />
could freezeTurkey's membership - a point<br />
lobbied for fervently by the now <strong>de</strong>funct pro-<br />
. Kurdish Democracy Party (DEP) <strong>de</strong>puties<br />
who are currently in Brussels -felt relieved<br />
. that this was not done. ,<br />
In the wake of the two <strong>de</strong>Cisions, there was<br />
a1sospeculation that the EuropeanParliament,<br />
, was consi<strong>de</strong>~ng. freez!ng its links.w!th Tur~ey<br />
