EU expresses concern over DEP<br />

BRUSSELS- The European Union<br />

on Tuesday expressed its concern at<br />

the highest level regarding the circumstances<br />

of the closure of the Pro-<br />

Kurdish Democracy Party (DEP) and<br />

gave an indirect message that this was<br />

out of keeping wIth Turkey's<br />

European aspirations. .<br />

This concern was expressed at a<br />

me<strong>et</strong>ing b<strong>et</strong>ween Jacques Delors, presi<strong>de</strong>nt<br />

of the European Commission and<br />

<strong>de</strong>puty ~rime minister and chairman of<br />

the SOCIalDemocratic People's Party<br />

(SHP) Murat Karayalçm.<br />

Talking to reporters after the twohour<br />

me<strong>et</strong>ing, Karayalçm confirmed<br />

that the Kurdish issue had come up in<br />

the talks with Delors.<br />

Karayalçm said he had explained<br />

the legal environment in which these<br />

<strong>de</strong>velopments had occurred and un<strong>de</strong>rlined<br />

Iiis party' s belief that the laws<br />

had to be changed in Turkey. .<br />

Sources close to the talks said later<br />

that nearly two thirds of the talks had<br />

been taken up with the question of<br />

human rights and <strong>de</strong>mocracy in<br />

Turkey.<br />

They said that Karayalçm had given<br />

extensive information on his government's<br />

<strong>de</strong>mocratization package.<br />

These sources ad<strong>de</strong>d that the<br />

Turkish <strong>de</strong>puty prime minister's explanations<br />

about the need for <strong>de</strong>volution<br />

of centralized power and the stipulations<br />

in the <strong>de</strong>mocratization package<br />

which aim to bring this about had<br />

attracted particular interest. Talking t9<br />

journalists Karayalçm said, however,<br />

that he had un<strong>de</strong>rlined that any solution<br />

to the Kurdish problem, according<br />

to his party, had to be achieved within<br />

the context of "Turkey's unity" its"<br />

tenitorial integrity" and the single language<br />

of " Turkish" as the officlallanguage<br />

of the country.<br />

Sources close to the talks said later<br />

that these were held in a "friendly and<br />

open manner" and indicated that "Mr.<br />

Karayalçm did most of the talkin*<br />

while Mr. Delors listened attentively.<br />

Karayalçm told reporters that Cyprus<br />

had also been discussed and he said he<br />

had got the impression during the talks<br />

that the true state of the Cyprus talks<br />

was not un<strong>de</strong>rstood in Brussels.<br />

Karayalçm also indicated that he had<br />

explained to Delors that the results of<br />

the EU's recent Corfu summit "was<br />

not entirely pleasing" to Turkey.<br />

Turkish dIplomats said later that the<br />

Turkish <strong>de</strong>puty prime minister un<strong>de</strong>rscored<br />

the need for increasing and<br />

expanding further the relationship<br />

b<strong>et</strong>ween Turkey and the Union.<br />

Sources close to the talks indicated<br />

that there was also extensive discussion<br />

about the customs union b<strong>et</strong>ween<br />

Turkey and the EU that was planned to<br />

come into force in 1995. They said<br />

that while the EU si<strong>de</strong> expressed its<br />

<strong>de</strong>sire to see legislation passed speedily<br />

in the TurkIsh Parliament to this<br />

end, the Turkish si<strong>de</strong> un<strong>de</strong>rlined its<br />

continuing commitment to the customs<br />

union and gave in <strong>de</strong>pth information<br />

about the government's April 5 economic<br />

package.<br />

Karayalçm also m<strong>et</strong> with. Socialist<br />

Party Chairman Philippe Busquin and<br />

Belgian Interior Minister Louis<br />

Tobback on Monday. Karayalçm said<br />

that he had briefed Busquin on the<br />

views of the government and the<br />

Social Democrat People' s Party<br />

(SHP), on the DEP issue. "I remin<strong>de</strong>d<br />

him that these <strong>de</strong>puties had entered<br />

Parliament from the SHP. I also<br />

stressed that we donot approve of<br />

these <strong>de</strong>puties' stance. I told him that<br />

Leyla Zäna had spoken un<strong>de</strong>r the terrorist<br />

organization's flag and of Hatip<br />

Dicle's words, which were, 'anybody<br />

who wears a uniform, is a targ<strong>et</strong>'. I<br />

pointed out that a distinction has to be<br />

ma<strong>de</strong> b<strong>et</strong>ween the PKK and the<br />

Kurdish question," Karayalçm said.<br />

Karayalçm said that he had talked<br />

with Tobback about the problems of<br />

Turkish citizens living in Belgium.<br />

"We also discussed the PKK issue.<br />

He told me there were no legal reasons<br />

to ban the PKK in Belgium but<br />

assured.me that they will investigate<br />

all illegal activities and will not toler-<br />

.ate violence," Karayalçm noted.<br />

bomb statement<br />

'I never approved of the bombings'<br />

ANKARA- Zübeyir Aydar, one of the six<br />

members of the Turkish Parliament now exiled<br />

in Europe, <strong>de</strong>nied press reports that he had<br />

expressed ap~roval of the recent round of separatist<br />

bombmgs in Turkey as "necessary"<br />

action. . .<br />

In a statement he ma<strong>de</strong> in Strasbourg, Aydar said his<br />

remarks were intentionally misinterpr<strong>et</strong>ed and presented<br />

so as to disto.rttheir meaning. Anatolia news agency had<br />

re~rted earhe~ that he. had <strong>de</strong>scribed the bombings, in<br />

which one tounst was killed and 20 people were woun<strong>de</strong>d,<br />

as "necessary."<br />

"I never said this," he explained on Tuesday. "I do not<br />

approve of the bombings."<br />

According to Aydar, formerly a <strong>de</strong>puty of the<br />

Democracy Party (DEP) before it was closed down, his<br />

interview with the German Sat-l television was misquoted.<br />

He said that what he had actually said had been as follows:<br />

"I do not know who earned out the bombings ... I<br />

am very sorry about them and I do not approve. Bombs<br />

sh~uld not be exploding in Turkey, nor people killed.<br />

Neuher should the Turkish economy be dama~ed. I am<br />

extremely sorry about such inci<strong>de</strong>nts." Aydar s alleged<br />

statement had stirred strong reaction in Turkeyafter belOg<br />

reported by Anatolia.<br />
