Demirel says 'savings circular' should be waived for Southeast<br />

ANKARA- Presi<strong>de</strong>nt 'Süleyman Demirel<br />
has called for the government "circular on<br />
savings" not to tie implemented in the<br />
Southeast and has askeâ for government<br />
eXIJendituresand investments in Ûleregion to<br />
be increased. I<br />
Speaking in Midyat on Saturday in the<br />
office of reßional sub-governor Abdullah<br />
Kalkan, dunng a weekend tour of the troubled<br />
region, Demirel said that the time has<br />
arr~ved for a "<strong>de</strong>velopment drive". for the<br />
regIOn.<br />
Arguing that terrorism in the region was<br />
. being gradually overcome Demirel said that<br />
the government's circular concerning savings<br />
should not be implemented there.<br />
This circular entails across the board public<br />
sector cutbacks with a view to reducing the<br />
<strong>de</strong>ficit on public expenditures and closing the<br />
budg<strong>et</strong> <strong>de</strong>ficit.<br />
"This (<strong>de</strong>velorment) drive must not be<br />
stalled because 0 the savinßs circular. I will<br />
also tell this to the prime mmister. The circular<br />
should not be implemented.<br />
Going on to announce that a "<strong>de</strong>velopment<br />
drive" of TL 250 trillion was on the way,<br />
Demirel said that the Minster of Defence ,<br />
Mehm<strong>et</strong> Gölhan, and a <strong>de</strong>legation would visit<br />
the region shortly for this pUIJlOse.<br />
Demirel said this <strong>de</strong>legatIon would study<br />
he investment possibilitiesin the region.<br />
He called for the <strong>de</strong>legation to come to the<br />
region "with money in its pock<strong>et</strong> and not the<br />
savings circular."<br />
Starting with his arrival in Batman on<br />
Saturday morning b~ private plane, Demirel's<br />
visit also took m ~Irnak and Midyat, two<br />
cities in the region which have been the scene<br />
of violent clashes b<strong>et</strong>ween Turkish security<br />
forces and separatists attached to the out-<br />
1awedKurdistan Workers' Party (PKK).<br />

Just before Presi<strong>de</strong>nt Demirel arrived in the<br />
region militants of the PKK staged a nightlong<br />
attack on ~Irnak's Idil town. Witnesses<br />
said over 100 militants armed with rock<strong>et</strong><br />
launchers and machine guns opened fire on<br />
government buildings in Ûl<strong>et</strong>own.<br />
Unconfirmed reports put the number of<br />
<strong>de</strong>ad soldiers at eight wliile 18 members of<br />
the PKK were said to have been killed.<br />
Analysts suggested it was not coinci<strong>de</strong>nce<br />
that the attacK should have come just before<br />
Demirel's visit.<br />

ANKARA- Prosecutors at the State<br />
Security Courts, in an effort to <strong>de</strong>ar<br />
a backlog before the summer recess,<br />
have passed harsh sentences a~ainst a<br />
number of intellectuals, uDlonists,<br />
writers, publishers, scientists and<br />
politicians. Most of the cases come<br />
un<strong>de</strong>r the scope of the anti-terror law<br />
and have to do with statements ma<strong>de</strong><br />
in speeches or writing which are seen<br />
by the courts as tending to promote<br />
separatism.<br />
The offen<strong>de</strong>rs have been sentenced<br />
to prison terms of up to two years<br />
and massive fines totalling billions of<br />
TL, in spite of claims by their<br />
<strong>de</strong>fense lawyers that they had been<br />
guilty of no actual crimes. The trial<br />
of Hava-Is union Chairman AtIlay<br />
Ayçin, lawyer E~ber Ya~mur<strong>de</strong>reli<br />
and journalist Raglp Duran en<strong>de</strong>d on<br />
Thursday in Istanbul with two of the<br />
<strong>de</strong>fendants being found guilty. Ayçin<br />
and Ya~mur<strong>de</strong>reli were each sentenced<br />
to prison terms of one year<br />
and eight months and fined TL 41<br />
million for violating article 8 of .the<br />
anti-terror law in speeches they gave<br />
at the "Freedom and Rights" me<strong>et</strong>ing<br />
in Istanbul on Sep. 8 1993.<br />
The word "Kurdistan" had been used repeatedly<br />
in the speeches and this was <strong>de</strong>fined as<br />
promoting separatism. Duran was acquitted.<br />
Defense lawyer Ercan Kanar had claimed that<br />
para<strong>de</strong>.<br />
Demirel, who was accompanied by Chief<br />
of. qeneral Staff Gen. Dogan Gürq and<br />
~Imster of Defence Mehm<strong>et</strong> Gölhan during<br />
his Southeast tour later received the lea<strong>de</strong>r of<br />
the local Christian population Samuel Aktas.<br />
Following his me<strong>et</strong>ing with Midyat's<br />
regional sub-governor Abdullah Kalkan<br />
Demirel and h,is entourage moved on to<br />
~.Irnak.Addressl~g the crowd gathered in the<br />
city square Demirel recalled that this was his<br />
second visit to the city since October 1991<br />
when ~e True Path Party (DYP), led by him<br />
at t~~ time, came to power with the Junior<br />
coahtlOnparty the Social Democratic Peoples.<br />

Indicating his ple~sure at. addr~ssing the<br />
people of Sirnak agam, Demirel saId the city<br />

attempt to bolster the morale of the people<br />
of the region. Before concluding his speech<br />
Demirel said of PKK members, that "they too<br />
are our children" and called on them "to give<br />
themselves up and to take refuge in Turkish<br />
law."<br />
"L<strong>et</strong> us live not in enmity but in peace,<br />
hrotherhood, and love" Demirel said.<br />
Atatürk hâd used the word"Kurdlstan" in his<br />
famous speech to the nation knowß.as "Nutuk",<br />
and the Ottoman Emperor Süleyman the<br />
Magnificent had used it in his <strong>de</strong>crees, and it<br />
was.therefore not a crime to use the word. The<br />
trials of the administrators of the banned<br />
Peoples' Labor Party (HEP) at Ankara State<br />
Sec~rity Court.conclu<strong>de</strong>d with the former party<br />
chairman, Fendun Yazar, being sentenced to<br />
two years in jail and a TL 100 million fine, and<br />
with <strong>de</strong>puty Secr<strong>et</strong>ary-General Kemal Okutan<br />
receiving a six-year jail sentence and a TL 250<br />
million fine.<br />
HEP administrators Harun Çakmak,<br />
Abdülcabbar Q~zici, Feiemez Ba~boga,<br />
Mustafa Kemal Oztürk, Mehm<strong>et</strong> Gemsiz and<br />
?~ ~ahin were .e~ch sentenced to two years<br />
Jail and TL 50 mlhon fines. The case against<br />
Muhsi~ Melik, not surprisingly, was dropped<br />
after his mur<strong>de</strong>r.<br />
