Demirel says 'savings circular' should be waived for Southeast

ANKARA- President 'Süleyman Demirel
has called for the government "circular on
savings" not to tie implemented in the
Southeast and has askeâ for government
eXIJendituresand investments in Ûleregion to
be increased. I
Speaking in Midyat on Saturday in the
office of reßional sub-governor Abdullah
Kalkan, dunng a weekend tour of the troubled
region, Demirel said that the time has
arr~ved for a "development drive". for the
regIOn.
Arguing that terrorism in the region was
. being gradually overcome Demirel said that
the government's circular concerning savings
should not be implemented there.
This circular entails across the board public
sector cutbacks with a view to reducing the
deficit on public expenditures and closing the
budget deficit.
"This (develorment) drive must not be
stalled because 0 the savinßs circular. I will
also tell this to the prime mmister. The circular
should not be implemented.
Going on to announce that a "development
drive" of TL 250 trillion was on the way,
Demirel said that the Minster of Defence ,
Mehmet Gölhan, and a delegation would visit
the region shortly for this pUIJlOse.
Demirel said this delegatIon would study
he investment possibilitiesin the region.
He called for the delegation to come to the
region "with money in its pocket and not the
savings circular."
Starting with his arrival in Batman on
Saturday morning b~ private plane, Demirel's
visit also took m ~Irnak and Midyat, two
cities in the region which have been the scene
of violent clashes between Turkish security
forces and separatists attached to the out-
1awedKurdistan Workers' Party (PKK).

Just before President Demirel arrived in the
region militants of the PKK staged a nightlong
attack on ~Irnak's Idil town. Witnesses
said over 100 militants armed with rocket
launchers and machine guns opened fire on
government buildings in Ûletown.
Unconfirmed reports put the number of
dead soldiers at eight wliile 18 members of
the PKK were said to have been killed.
Analysts suggested it was not coincidence
that the attacK should have come just before
Demirel's visit.

ANKARA- Prosecutors at the State
Security Courts, in an effort to dear
a backlog before the summer recess,
have passed harsh sentences a~ainst a
number of intellectuals, uDlonists,
writers, publishers, scientists and
politicians. Most of the cases come
under the scope of the anti-terror law
and have to do with statements made
in speeches or writing which are seen
by the courts as tending to promote
separatism.
The offenders have been sentenced
to prison terms of up to two years
and massive fines totalling billions of
TL, in spite of claims by their
defense lawyers that they had been
guilty of no actual crimes. The trial
of Hava-Is union Chairman AtIlay
Ayçin, lawyer E~ber Ya~murdereli
and journalist Raglp Duran ended on
Thursday in Istanbul with two of the
defendants being found guilty. Ayçin
and Ya~murdereli were each sentenced
to prison terms of one year
and eight months and fined TL 41
million for violating article 8 of .the
anti-terror law in speeches they gave
at the "Freedom and Rights" meeting
in Istanbul on Sep. 8 1993.
The word "Kurdistan" had been used repeatedly
in the speeches and this was defined as
promoting separatism. Duran was acquitted.
Defense lawyer Ercan Kanar had claimed that
parade.
Demirel, who was accompanied by Chief
of. qeneral Staff Gen. Dogan Gürq and
~Imster of Defence Mehmet Gölhan during
his Southeast tour later received the leader of
the local Christian population Samuel Aktas.

regional sub-governor Abdullah Kalkan

second visit to the city since October 1991

Demirel said of PKK members, that "they too
are our children" and called on them "to give
themselves up and to take refuge in Turkish
law."
"Let us live not in enmity but in peace,
hrotherhood, and love" Demirel said.
Atatürk hâd used the word"Kurdlstan" in his
famous speech to the nation knowß.as "Nutuk",
and the Ottoman Emperor Süleyman the
Magnificent had used it in his decrees, and it
was.therefore not a crime to use the word. The
trials of the administrators of the banned
Peoples' Labor Party (HEP) at Ankara State
Sec~rity Court.concluded with the former party
chairman, Fendun Yazar, being sentenced to
two years in jail and a TL 100 million fine, and
with deputy Secretary-General Kemal Okutan
receiving a six-year jail sentence and a TL 250
million fine.
HEP administrators Harun Çakmak,
Abdülcabbar Q~zici, Feiemez Ba~boga,
Mustafa Kemal Oztürk, Mehmet Gemsiz and
?~ ~ahin were .e~ch sentenced to two years
Jail and TL 50 mlhon fines. The case against
Muhsi~ Melik, not surprisingly, was dropped
after his murder.
