invoercontroles, een goed controlespoor en onafhankelijke totaalcontroles;<br />
- vroege inmenging van de auditor, van bij de selectie van de machine, om rekening<br />
te doen houden met controlevereisten, «consultation with the auditor at the earliest<br />
stage will usually be to the advantage of both the business and the auditor,<br />
( ... ) (it) should enable him to offer valuable guidance on the installation of a<br />
mechanised system whilst at the same time saveguarding his own audit requirements»;<br />
- gebruik van de mechanisatiemogelijkheden door de auditor: «auditors should not<br />
ignore the possibility of facilitating their own work by the use of mechanical aids<br />
such as calculating or listing machines» (ICA, 1949, p. 14).<br />
Het risico op onafhankelijkheidsverlies komt in dit 1949-rapport als dusdanig niet<br />
aan bod.<br />
Ook bij de introductie in 1954 van de eerste elektronische computer voor zakelijk<br />
gebruik, een UNIVAC I bij het Amerikaanse General Electric, is er een onmiddellijke<br />
respons van de auditors (Hamman, 1954). Doordat de eerste batch-toepassingen een<br />
rechtstreekse omzetting van mechanische toepassingen waren, zoals b.v. loonberekeningen,<br />
stelde dit geen echt nieuwe problemen. Een werkgroep van «The Instite of<br />
Internal Auditors» komt in 1956 tot de vaststelling dat de toenmalige toepassingen<br />
gecontroleerd konden worden zonder beroep te doen op ponskaarten of magneetbanden.<br />
«Auditing around the computer» was in zulk een omgeving dus een leefbaar<br />
a Iternatief.<br />
In het 1956-rapport wordt het onafhankelijkheidsvraagstuk nog in onbevangen<br />
bewoordingen besproken. De argumentatie is zo duidelijk dat wij de voorkeur geven<br />
aan een lang citaat. «There is some difference of opinion as to whether the internal<br />
auditor should participate in programming for the machine.<br />
Those who are against it take the position that programming is essential procedures<br />
work, and that the internal auditor cannot appraise procedures objectively if he has<br />
participated in their formulation. On the other hand is the contention that participation<br />
in the programming gives the internal auditor an understanding and appreciation<br />
of what the machine can accomplish and how controls may be built into the programming<br />
to provide better overal control- with possible modification of detailed testing by<br />
the internal auditor. A further claimed advantage of participation is that the internal<br />
auditor may use his knowledge of control and of company operations to assist in the<br />
development of an original program that will be effective without being unduly complicated.<br />
It was the consensus that it is desirable to have the internal auditor participate<br />
in the advance planning sufficiently to understand and effectively appraise the<br />
essentials of the program and the built-in controls of the system.» (IIA, 1956, p. 13)<br />
