Mais, on le constate l’OEA n’exprime que son inquiétude et des souhaits, rien
n’est expressément dit quant à une possibilité d’intervention.
L'Argentine, de plus en plus isolée diplomatiquement tente de regrouper autour d'elle
ses amis de l'OEA, la plupart des membres de cette association lui sont en effet
favorables mais ils restent fort réticents lorsqu'il s'agit d'approuver ouvertement
l'intervention militaire, exceptés le Pérou et le Venezuela.
Elle réunit dès le 5 avril une réunion spéciale qui aboutit, le lendemain, à une offre de
« bons offices » des Etats-Unis.
Dans un premier temps, elle décide d’être relativement neutre.
De ce fait, elle n’adopte aucune position, mais, à la demande de l’Argentine, elle
devient plus active fin avril. Soit le 21 avril, elle adopte la Résolution 360 :
“Whereas: In its note dated 19 April 1982, the Government of
Argentina requested convocation of the Organ of Consultation,
pursuant to Article 6 of the Inter-American Treaty of Reciprocal
Assistance, to consider the measures that it would be advisable to
take for the maintenance of the peace and security of the
hemisphere, and the Permanent Council of the Organization of
American States has heard the statement by the Permanent
Representative of Argentina denouncing a grave situation that
threatens the peace and security of the hemisphere and that affects
the sovereignty and territorial integrity of his country, and
describing the measures that the Argentine Government has
adopted in exercise of the right of legitimate self-defence, the
Permanent Council of the Organization of American States
resolves:-
(1) To convene the Organ of Consultation under the provisions of
the Inter-American Treaty of Reciprocal Assistance, and in
accordance with Article 70 of the Rules of Procedure of this
Permanent Council, to consider the grave situation that has arisen
in the South Atlantic;
