D’ores et déjà le 23 avril, la Junte avait cessé d’espérer un soutien militaire du TIAR.
Cela dans la mesure où, le 20 avril, l'Organisation des Etats Américains décide, à la
demande de l'Argentine, de réunir une conférence des ministres des Affaires
étrangères des vingt-et-un pays signataires du Traité de Rio. Buenos Aires souhaitait
obtenir l'adhésion des pays latino-américains à sa thèse sur la souveraineté dans les
Malouines et des sanctions contre la Grande-Bretagne.
La réunion se tient les 27 et 28 avril. Elle ne débouche pas sur les sanctions que
réclamait l'Argentine mais sur une résolution qui reconnaît la souveraineté de Buenos
Aires sur les Malouines et demande aux deux belligérants de cesser toute activité
militaire autour de l'archipel. La résolution est adoptée par 17 voix, les Etats-Unis
s'abstenant, ainsi que le Chili, la Colombie et Trinidad.
Du côté de l’OEA (Organisation des états américains, en anglais OAS) créée en 1948,
elle prend quelques initiatives, mais globalement, cela reste très en deçà de son rôle.
Notamment, le 13 avril 1982, elle prend la Résolution 359 :
“[…]Whereas: The dispute between the Republic of Argentina and
the United Kingdom of Great Britain and Northern Ireland in
relation to the Malvinas (Falkland) Islands is endangering the
peach of the hemisphere, and the fundamental principles and
purposes established in the Charter of the Organization of
American States include those of strengthening the peace and
security of the continent, preventing possible causes of difficulties
and ensuring the peaceful settlement of disputes, the Permanent
Council of the Organization of American States resolves:-
(1) To express its profound concern over the serious situation that
the Republic of Argentina and the United Kingdom of Great
Britain and Northern Ireland now face;
(2) To express its fervent hope that a rapid, peaceful solution can
be found to the disagreement between the two nations within the
context of the rules of international law;
(3) To offer its friendly cooperation in the peace efforts already
under way, in the hope of contributing in this way to a peaceful
settlement of the dispute that will avert once and for all the danger
