Historical background :
- 1991 in private research in France : pharmaceutical,
chemical and agroalimentary industry under aegis of GRICE
(Interprofessional Working Group on Ethics Committee for
Laboratory Animals)
- 2001 in public research : INSERM, CNRS, INRA, CEA and
the Universities draft a “Charter for an ethics of the animal
experimentation”.
- 2002 : foundation of regional inter-organizational ethics
committees.

regulatory role : referral to the committees is a
voluntary move on the part of the experimenter
This referral must be made prior to the
implementation of an experimental protocol
All the procedure is confidential
The committees shall undertake to respond within
one month from the date they received the referral.

The following points hold all the attention of the committee :
- The level of pain undergone by the animals and the
“management” of this pain
- The absence of alternative methods
- Euthanasia
- Withdrawal or administration procedures
- The wellbeing of the animals
- Justification of the number of animals used
In summary, we check the conformity of the protocols with
exhaustive implementation of the three Rs (Replacement,
Reduction, Refinement)

The examination of the protocols is made only on ethical
criteria and not on the scientific interest and the relevance of
the project…but in practice we hold account also scientific
aspects.
After examination, the committee gives an opinion which is :
-Approval
- Rejection
- Request of complementary information about the protocol
The average number of submitted protocols to my ethics
committee is approximately 15-20 each year.
Half of the protocols are approved at once ; the others are
accepted after improvements suggested by the committee.
Until now, no referral has been rejected.

Each committee makes its own decisions in all independence.
However, the committees exchange information permanently
in order to harmonize their functioning. The Ministry for
Research organizes each year a meeting with the presidents
of the regional committees to further these exchanges of
information.
A data base is under development by collecting
bibliographical data on the techniques of animal
experimentation and by holding account of the experience of
the committees members in this domain. This document
should be finalized towards the end of this year.
Finally, in France, a National Committee of Ethical Reflection
for Animal Experimentation was founded last year. The main
role of this committee is to harmonize the functioning of the
regional and private sector committees. Thus, ethics
committees will gain a national legitimacy.

IN CONCLUSION :
Regional ethics committees are not (and will not
have to be) an obstacle to experimental research.
Their main role is to help the experimenter to
develop his experimental protocol when animals
must be used.
They are also a guarantee for the Society that
the animal is used advisedly and with respect.
