Recalling that after taking powe~ as pri~e

on March 17, 1991, Demirel said "I
told the nation then that the mountains and
rocks were armed." "I pointed out that these
people were inflicting harm. That these people
were killing others, ignorant of whether
they were women or children, and that 98
percent of the victims were of Kurdish origin,"
he said.
"If a state cannot protect its borders, lands
and people, it is not a state," Demirel added.
When ;eminded by a TDN editor that the
situation in the regIOn was getting worse
and was much worse than last year, Demirel
said he did not agree. "This is not a matter
of better or worse," he said. "If Turkey was
not able to enter Cizre after 4 p.m. last year,
it can do it now.
And Turkey exists everywhere in this
country. Turkey's soldiers and police are in
even the smallest places of Turkey. If there
had been no measures, there would have
been [PKK] liberated areas this year." Compared
to a year ago when Demirel appeared
to hold more moderate views on the Kurds
and their rights, the president reflected a
toughened stance this week. . .
Referring to the people of the regIOn and
their demands for further rights, Demirel
said, "Some say the people want some
things and these should be implemented.
But would the bloodshed stop? Just the opposite,
it would increase, because these
5,000 or 8,000 people with Kalashnikovs in
their hands will then say they have defeated
the Turkish Republic and tell the people
that there is more to demand: First a federation,
and then an independent Kurd,ish
state." The presi~ent argued th.at such. a SItuation
would bnng further dIfficultIes for
Turkey. He ~so rejected the argument ~at
despite terronsm, the people of the regIOn
actually wanted further rights and freedoms
and in this way the people could be won to
the side of the state.
"In this case, there would be more bloodshed
and problems," he said.
Asked whether this meant the democratic
rights of certain people. w~re under si~ge
just because they were vIctIms of terronsm
as well, Demirel replied, "In no way. If democracy
would lead to the division of a
country, it is no democracy ... But I do not
believe Turkey can be divided by democracy.
Tolerating a man who has covered your
mountains and rocks with blood or giving
some concessions to fulfill his demands is
not dèmocracy. I am against identifying any
regime thatwould divide TurKey as democracy."
Demirel further said, "I state it with full
openness, without any reason for doubt, that
I am not a person who likes to shed blood.
But the state is not shedding blood. The
state is guarding its borders. One or two
hundred men come and martyr 20 or 30
children there and leave.
They shed their own blood while doing

It is not the state which is shedding
blood ... The state is acting against this. I
know no second way. There is no other
way. Wherever you go in the world and if
you ask the layman JO the street saying we
have such a case in our hands, the reply will
be the same: 'Why are you asking this? Go
.and clean out your mountains and rocks'
will be their reply."
L'armée turque pilonne
les rebelles kurdes
CES dernières ont fait par
ailleurs état d'une attaque
rebelle contre Yusekova
Il la frontière irakienne dans
la nuit de dimanche Il lundi.
Trois jours après les intenses
bombardements aériens de la
région de Haklcari proche des
frontières de l'Iran et de nrak
avec des chasseurs-bombardiers
et des hélicoptères contre
un groupe de rebelles estimés Il
400, aucun bilan chiffré n'avait
pu être obtenu officiellement.
Les autorités affirment attendre
la fin des opérations de recherche
qui pourraient prendre plusieurs
jours en raison de la configuration
du terrain.

La presse turque donne le

suite des bombardements de
l'armée sur la région montagneuse,
en citant des autorités
civiles locales qui gardent l'anonymat.
Elle ne donne cependant
aucun détail sur des combats
qui seraient en cours entre des
commandos de l'armée et des
groupes de rebelles encerclés
qui tenteraient de s'échapper
vers l'Iran ou l'Irak.

Les autorités locales citées
par la presse ont par ailleurs fait
état d'une attaque contre la ville
de Yusekova proche de l'Irak
dans la nuit de dimanche Il lundi.
Selon ces informations officieuses,
les rebelles auraient
lancé 500 roquettes sur la ville.
Cette attaque contre Yusekova,
lancée par le PKK, aurait été
suivie d'accrochages qui auraient
fait 2 morts dans les rangs
des forces de l'ordre selon des
journalistes de la presse locale
contactés Il Yusekova. Aucune
information indépendante
n'avait pu être obtenue sur la situation
Il Yusekova, sous préfecture
de Hakkari, qui est une ville
clé sur la route de dégagement
vers l'Irak et l'Iran.
