Recalling that after taking powe~ as pri~e<br />

minister he had ma<strong>de</strong> a speech m Parhament<br />

on March 17, 1991, Demirel said "I<br />

told the nation then that the mountains and<br />

rocks were armed." "I pointed out that these<br />

people were inflicting harm. That these people<br />

were killing others, ignorant of wh<strong>et</strong>her<br />

they were women or children, and that 98<br />

percent of the victims were of Kurdish origin,"<br />

he said.<br />

"If a state cannot protect its bor<strong>de</strong>rs, lands<br />

and people, it is not a state," Demirel ad<strong>de</strong>d.<br />

When ;emin<strong>de</strong>d by a TDN editor that the<br />

situation in the regIOn was g<strong>et</strong>ting worse<br />

and was much worse than last year, Demirel<br />

said he did not agree. "This is not a matter<br />

of b<strong>et</strong>ter or worse," he said. "If Turkey was<br />

not able to enter Cizre after 4 p.m. last year,<br />

it can do it now.<br />

And Turkey exists everywhere in this<br />

country. Turkey's soldiers and police are in<br />

even the smallest places of Turkey. If there<br />

had been no measures, there would have<br />

been [PKK] liberated areas this year." Compared<br />

to a year ago when Demirel appeared<br />

to hold more mo<strong>de</strong>rate views on the Kurds<br />

and their rights, the presi<strong>de</strong>nt reflected a<br />

toughened stance this week. . .<br />

Referring to the people of the regIOn and<br />

their <strong>de</strong>mands for further rights, Demirel<br />

said, "Some say the people want some<br />

things and these should be implemented.<br />

But would the bloodshed stop? Just the opposite,<br />

it would increase, because these<br />

5,000 or 8,000 people with Kalashnikovs in<br />

their hands will then say they have <strong>de</strong>feated<br />

the Turkish Republic and tell the people<br />

that there is more to <strong>de</strong>mand: First a fe<strong>de</strong>ration,<br />

and then an in<strong>de</strong>pen<strong>de</strong>nt Kurd,ish<br />

state." The presi~ent argued th.at such. a SItuation<br />

would bnng further dIfficultIes for<br />

Turkey. He ~so rejected the argument ~at<br />

<strong>de</strong>spite terronsm, the people of the regIOn<br />

actually wanted further rights and freedoms<br />

and in this way the people could be won to<br />

the si<strong>de</strong> of the state.<br />

"In this case, there would be more bloodshed<br />

and problems," he said.<br />

Asked wh<strong>et</strong>her this meant the <strong>de</strong>mocratic<br />

rights of certain people. w~re un<strong>de</strong>r si~ge<br />

just because they were vIctIms of terronsm<br />

as well, Demirel replied, "In no way. If <strong>de</strong>mocracy<br />

would lead to the division of a<br />

country, it is no <strong>de</strong>mocracy ... But I do not<br />

believe Turkey can be divi<strong>de</strong>d by <strong>de</strong>mocracy.<br />

Tolerating a man who has covered your<br />

mountains and rocks with blood or giving<br />

some concessions to fulfill his <strong>de</strong>mands is<br />

not dèmocracy. I am against i<strong>de</strong>ntifying any<br />

regime thatwould divi<strong>de</strong> TurKey as <strong>de</strong>mocracy."<br />

Demirel further said, "I state it with full<br />

openness, without any reason for doubt, that<br />

I am not a person who likes to shed blood.<br />

But the state is not shedding blood. The<br />

state is guarding its bor<strong>de</strong>rs. One or two<br />

hundred men come and martyr 20 or 30<br />

children there and leave.<br />

They shed their own blood while doing<br />
