Amnesty International a condamné à maintes reprises les "exécutions" de miliciens
faits prisonniers et-d'indicateurs présumés; ainsi que les attaques contre des civils
imputables au PKK. Mais les homicides délibérés et arbitraires de prisonniers par les
combattants du PKK, expressément prohibés par le droit humanitaire international, se
poursuivent au rythme de plus d'un par jour. Les miliciens sont, semble-t-il, abattus afin de
dissuader les villageois de rejoindre les milices municipales. Les guérilleros du PKK ont
également tué des femmes: Kadriye Tunç et sa fille Rabia, âgée de dix-neuf ans,
apparemment soupçonnées de collaborer avec les forces de sécurité, ont été enlevées à
Kiziltepe (province de Mardin) ; on les a retrouvées mortes le 8 juillet 1993. En juillet, des
civils ont été tués par les combattants du PKK parce qu'ils travaillaient dans des
entreprises publiques comme les PIT, ou pour avoir refusé de participer à des
boycottages commerciaux. Les civils ont également été victimes d'une série d'attentats à
l'explosif contre des hôtels dans la ville touristique d'Antalya. Alpaslan Sahin, serveur, y a
trouvé la mort et 30 autres personnes, dont des enfants, ont été blessées. Le PKK n'a
pas démenti être responsable de ces attentats, qui ne visaient pas des cibles militaires
rnais avaient clairement pour objectif de tuer ou de mutiler des civils.

Cyprus, officials said on Monday.
LI. Gen. Necati a zgen is expected to replace
LI. Gen. Hasan Kundakçl, commander of
Turkish troops on Cyprus, 9n Wednesday,
Aug. 4. On Aug. 6, thiS time azgen wiII band
over the Southeast security command to Kundakçl
with a ceremony in Diyarbakir. Kundakçl
served as the brigade commander in Siirt
and then as the head of the Special Warfare
pepartment of the Turkish Armed Forces.

Under his command, the nine-year old clashes
between the Turkish security forces and
the militants of the outlawed Kurdistan Workers'
Party (PKK) reached their peak, as did
the number of people killed in those clashes:
more than one-third of the nearly 6,400 killed
since violence began in 1984. Under a zgen's
command, Turldsh armed forces carried out a
40-day major cross-border operation against
PKK military camps in Iraq in the fall of
1992.

command has been under criticism since the PKK attack in Bingöl, in which 33 unarmed so •
diers and 5 civilians were massacred last June. In a briefing with Deputy Prime Minister Erdal
Inönü and Chief of Staff Gen. Güre~, Özgen was sul;>jectto bitter questions on lack of intelligence
and protection on transportation of soldiers. Ozgen was reduced to such a sorrowful
state in front of other commanders, politicians and press that he found salvage in trying to
buy time by offering eau de cologne to Gen. Güre~.

Another controversial figure in Southeast
security operations, Brig. Gen. Mete Sayar of
the ~Irnak security command, has reportedly
been appointed Turkish military attache to
Moscow. Sayar has been accused of behaving
turkish daily news
too harshly to people in the Southeastern
town of ~ Irnak during incidents in Aug. 1992,
which were started by a PKK raid against the
town. Despite media criticism, Sayar wa~
awarded with an Army medal after the incidents.
In a recent interview with the Turkish
press, Sayar said that the PKK had doubled in
size in the last two to three years.
