Quinze kur<strong>de</strong>s tués dans le sud-est anatolien<br />
ANKARA, 21 sept (AFP) - Quinze kur<strong>de</strong>s <strong>de</strong> Turquie ont été tués <strong>et</strong> quatre<br />
autres arrêtés par les forces <strong>de</strong> l'ordre turques dans les provinces <strong>de</strong> Sirnak<br />
(frontière avec l'Irak <strong>et</strong> la Syrie) <strong>et</strong> <strong>de</strong> Diyarbakir (sud-est), a-t-on annoncé<br />
mardi <strong>de</strong> source officielle.<br />
,Dix rebelles du Parti séparatiste <strong>de</strong>s Travailleurs du Kurdistan (PKK) ont<br />
été tués lundi lors d'opérations aéro-terrestres militaires dans la zone du<br />
mont Cudi (Sirnak), indique un communiqué <strong>de</strong> ~a super-préfecture <strong>de</strong><br />
Diyarbakir, chargée <strong>de</strong> la coordination <strong>de</strong> la lutte contre le PKK.<br />
Cinq autt"es "t<strong>et</strong>"rot"istes" (dénomination officielle <strong>de</strong>s t"ebelles dl.tPKK)<br />
ont été tués <strong>et</strong> 4 au~res arrêtés par les forces <strong>de</strong> sécurité lors<br />
d'affrontements dans la région <strong>de</strong> Idil (Sirnak) <strong>et</strong> près <strong>de</strong> Lice, province <strong>de</strong><br />
Diyarbakir, chef-lieu du sud-est anatolien à Majorité kur<strong>de</strong>, selon le<br />
cO_Jluniqué.<br />
Par ailleurs, toujours en l'absence d'un bilan officiel, les Médias turcs<br />
font état d'une centaine <strong>de</strong> militants du PKK tués lors d'opérations terrestres<br />
<strong>et</strong> aériennes déclenchées il y a une dizaine <strong>de</strong> jours contre les maquisards<br />
kur<strong>de</strong>s réfugiés sur le Mont Ararat <strong>et</strong> la montagne Tendurek, dans l'est <strong>de</strong> la<br />
Turquie près <strong>de</strong> la frontière avec l'Arménie <strong>et</strong> l'Iran.<br />

(!HO) is concerned for Turkey's future,<br />
having spotted a serio,us <strong>de</strong>cline In human<br />
rights .and freedoms and a continuation of<br />
"extrajudicial" killings and torture, a senior<br />
executive of the assocIation said on Monday.<br />
!HD Chairman Akm Birdal, who issued a<br />
press stateme~t after a me<strong>et</strong>ing of the association's<br />
executive board, accused Turkey of covering up controversial<br />
mur<strong>de</strong>rs and attacks.<br />
He said Turkey had not only hampered the investigation of<br />
the mur<strong>de</strong>r of Democracy Party (DEP) Deputy Mehm<strong>et</strong> Sincar,<br />
who was gunned down in Batman on Sep~. 4, ~ut also<br />
covered up the bomb attack that took place o~ SI~ca!s ho~se<br />
in Mardin when there were other DEP <strong>de</strong>puties insI<strong>de</strong>. Five<br />
people were woun<strong>de</strong>d in the alleged attack,.and witnesses<br />
claimed troop protection was with.drawnfrom around the house<br />
before the bombing .• Aft~r these," Birdal said, "OJ:iP<br />

they are trying to prevent views and articles opposing<br />
the regime," Bmlal said.<br />
"Using the excuse of terrorism," he ad<strong>de</strong>d, "no arrangements<br />
are being ma<strong>de</strong> for human rights and justice. The<br />
rights and freedoms that come from accepted International<br />
agreements are not reflected in the domestic judicial<br />
system."<br />
Birdal also pointed out that various cases had been brought<br />
to close down human rights associations and that the threats<br />
directed at associ,ation executives were continuing, "Despite<br />
. all of these negatlve <strong>de</strong>velopments," he said. "state administrators<br />
are appearing on television as if nothing is happening<br />
and at the same time...dreaming of full membership in the<br />
EC(European Community). Turkey is truly distancing itself<br />
from human rights and justice."<br />
Birdal noted that the executives of his assJCiation were seriously<br />
concerned over the recent <strong>de</strong>velopments and wanted<br />
the publiç to k,nowthis.<br />
