for the release of its chainnan Ya~ar
Kaya who was arrestéd on Thursday because
of a speech he made last month in
northern Iraq. .
DEP deputy chainnan Murat Bozlàk
claimed in a written statement on Friday
that the State Security Court decision.
against Kaya was"both illegal and violated
democratic principles." .
. Kaya was arrested on a court ruling
,and is being charged with making separatist
propaganda during a speech he had
made in northern Iraq at the congress of
. thé Iraqi Kurdistan Democrat Party
(KDP). . .
"Aside from military coup periods, this
is the first time in the history of Turkish
democracy that a political party leader
has been mterrogated by the police and
later arrested," Bozlak's statement said.
Bozlak also noted that the Supreme
Court of Appeal prosecutor had the authority
to monitor the activities of political
parties and said that in Kaya's case,
this authority had been used by the State
Security Court prosecutor Nusret DemiraI.
He recalled that DEP deputy Mehmet
. Sincar had recently beenshot by imidentified
gunmen in Batman and it was "un- .
fortunate" for Kaya to be arrested soon
after this incident. "This is topoke into a .
bleeding wound," he said. ..
Bozlak added that the party would appeal
against the arrest "although thedecisian
is. of a political' nature" and would
use .all of its legal rights to/securethe
freedomof Kaya. Kaya was arrested in
the midst .of a campaign targeting pro-
Kurdish activists in Turkey. In the past
.two years, a total of 54.pro-Kurdish activists
have been killed and at least 15
journalists reporting on the Kurdish issue
have been assassinated.

citizens earlier this week. The tourists were abducted
in eastern Turkey last month. ..
Dr. Jurgen Oesterhelt, Gennan ambassador to
Turkey, told TDN that its government neither established
any contact with the organization, nor
exerted any influence on its re~resentatives, nor
sent any messages, nor tried to mfluence thém in .
secondary ways, like sending unofficial envoys.
"We do not negotiate with terrorists, and we
have not negotiated with terrorists this time," the
Ambassador said. "The abduction of innocent
tourists is unjust and not acceptable." Recalling
that Gennany had made public that if any harm
came to the hostages it would hold thé PKK responsible,
Dr. Oesterhelt said that Germany
relied on the Turkish government t{)secure the
release of the tourists.
. Theambassador pointed out that Turkish security
operations had continued operations in the
area of the abduction and "it was understandable"
that it was difficult to control the difficult terrain
of the East.
"But we are hapry that our citizens were saved
without any harm, he added.
Albrecht Christoph Lehmann and Henry Butler,
two Gennan cil1zens, were abducted by PKK
militants last month near Mount Agn (Ararat) as

a part of the organization's campaign to sabotage
Turkey's tourism revenues ($4 billion in 1992)
and gain international attention through negotiations
to release the hostages. .
More than one million German tourists visited
Turkey last year; nearly one third of the number
of all tourists visiting Turkey. Gennany has already
declared that it doesn't recommend travel
to some eastern and southeastern provinces of
Turkey because of the security risk. The provinces
are: Hakkari, ~Irnak, Mardm, Siirt, Bitlis, Van,
Diyarbaktr, Adlyaman, Elazlg, Bingöl, Mu~, Batman,
Tunceli and Igdlr, where the PKK is most
active. .
The declaration made by the Gennan govern-.
ment in July 1993, following the PKK bombings
in resort of Antalya in June; says German citizens
. who insist on travelling to the mentioned provinces
are doing so at their own risk. The German
&~vernmentalso rec.ommendsthat its citizens not
arive at night within the mentioned provinces.
. "We had to make that statement in order not to
be confronted with complaints by German citizens
in future who would accuse us of not warning
them about travelling to Turkey," Oesterhelt
says. .
Now officials are considering exeansion of the
list of unrecommended provinces 'moderately,"
as the Ambassador defines it. The assessment for
that started after the arson attack in Sivas last July.

Kaya. All cases aim to close down the
daily and a second hearingwill be held
on Oct. 28. . .
