ANKARA- Warning the international
sports community and the
Olympic Committee on Thursday,
the PKK said that Turkey must be
turned down as host for the Olympic
Games in the year 2000. Quoting
a "high-ranking PKK official",
the German-based, pro-PKK Kurd-
Ha news agency said in Brussels
that to give the 2000 Games to Istanbul
will be to "reward" Turkey
for its "massacre of Kurdish patriots".
This is in reference to Turkey's
struggle against the .PKK's nine-)'ear-old
armed campaIgn of terronsm.
The statement added that Turkey
should not only be denied its bid to
host the Olympic Games, but should
also be expelled from all international
sporting activities, because
of its actIons in "Kurdistan", what
the PKK call the Kurdish-populated
area in southeastern Turkey.
"The world should know that
Kurdish people will never approve
of the Olympic Games being held
in Istanbul," the PKK official was
quoted as saying. "Istanbul is in our
battle zone.
From now on the war will be esr;alated.
Our actions will focus on
Istanbul. "If Istanbul is awarded the
games, we will not be responsible
for the consequences".
Istanbul, Turkey's metropolis of

1~lklar keeps parliamentary
membership, says Cindoruk

ANKARA- Parliament Speaker Hüsamettin Cindoruk
on Thursday revealed that former Deputy
Parliament Speaker Fehmi I~lklar has kept his parhamentary
membership despite the decision of the
Constitutional Court.
Cindoruk, speaking to the Turkish Daily News,
maintained that the decision-making power to strip
parliamentary membership belongs to the General
Assembly of Parliament.
The Constitutional Court decided on July 14 that
I~lklar, as the former chairman of the pro-Kurdish
Peo~le's Labor Party (HEP), had violated the Constitution
and the Political Parties Law by "dividing
the nation into Turks and Kurds and describing
Kurds as an oPfressed nation" in his speeches before
the October 991 elections. It also decided on the
abolition of HEP. While the Social Democrat flank
of the coalition government, the Social Democrat
People's Party (SHP), welcomed Cindoruk's comments,
the senior coalition party, the True Path
Party (DYP), did not. DYP officials said they would
reconsider the situation despite the decision of the
Constitutional Court.
Deputy group chairman of the main opposition
Motherland Party, Oltan Sungurlu, on the other
hand, argued that Cindoruk's decision was against
the Constitution.
Pointing out that it is impossible to stop the process
started by Cindoruk, Sungurlu said his party
will claim it is not in Parliament's power to make
the decision.
According to Article 84, Paragraph I of the Constitution,
the power to enforce the Constitutional Court's
decision belongs to the relevant parliamentary
commission and the General Assembly. But, the last
paragraph of the same article rules that parliamentary
membership is striped after the Constitutional
Court officially submits its decision to the Parliament
Speaker's Office.
Cindoruk noted that since the tenures of the Parliarnent
speaker, the members of the speakership council
and the parliamentary commissions have come
to end with the commencement of the new legislative
term, I~lklar's petition will be sent to the new
parliamentary bodies, following their formation.
I~lklar emphasized on Tuesday that he will have no
recourse but to take his case to internationallegal
bodies if he fails to get a positive response to his petition.
I~lklar, deputy speaker of the Parliament and
SHP DiyarbakIr deputy, was stripped of both of those
titles when the Constitutional Court decision aga-
. inst him was officially submitted to the Speaker's
Office on Aug. 18.
