ANKARA- Warning the international<br />

sports community and the<br />

Olympic Committee on Thursday,<br />

the PKK said that Turkey must be<br />

turned down as host for the Olympic<br />

Games in the year 2000. Quoting<br />

a "high-ranking PKK official",<br />

the German-based, pro-PKK Kurd-<br />

Ha news agency said in Brussels<br />

that to give the 2000 Games to Istanbul<br />

will be to "reward" Turkey<br />

for its "massacre of Kurdish patriots".<br />

This is in reference to Turkey's<br />

struggle against the .PKK's nine-)'ear-old<br />

armed campaIgn of terronsm.<br />

The statement ad<strong>de</strong>d that Turkey<br />

should not only be <strong>de</strong>nied its bid to<br />

host the Olympic Games, but should<br />

also be expelled from all international<br />

sporting activities, because<br />

of its actIons in "Kurdistan", what<br />

the PKK call the Kurdish-populated<br />

area in southeastern Turkey.<br />

"The world should know that<br />

Kurdish people will never approve<br />

of the Olympic Games being held<br />

in Istanbul," the PKK official was<br />

quoted as saying. "Istanbul is in our<br />

battle zone.<br />

From now on the war will be esr;alated.<br />

Our actions will focus on<br />

Istanbul. "If Istanbul is awar<strong>de</strong>d the<br />

games, we will not be responsible<br />

for the consequences".<br />

Istanbul, Turkey's m<strong>et</strong>ropolis of<br />

1~lklar keeps parliamentary<br />

membership, says Cindoruk<br />

ANKARA- Parliament Speaker Hüsam<strong>et</strong>tin Cindoruk<br />

on Thursday revealed that former Deputy<br />

Parliament Speaker Fehmi I~lklar has kept his parhamentary<br />

membership <strong>de</strong>spite the <strong>de</strong>cision of the<br />

Constitutional Court.<br />

Cindoruk, speaking to the Turkish Daily News,<br />

maintained that the <strong>de</strong>cision-making power to strip<br />

parliamentary membership belongs to the General<br />

Assembly of Parliament.<br />

The Constitutional Court <strong>de</strong>ci<strong>de</strong>d on July 14 that<br />

I~lklar, as the former chairman of the pro-Kurdish<br />

Peo~le's Labor Party (HEP), had violated the Constitution<br />

and the Political Parties Law by "dividing<br />

the nation into Turks and Kurds and <strong>de</strong>scribing<br />

Kurds as an oPfressed nation" in his speeches before<br />

the October 991 elections. It also <strong>de</strong>ci<strong>de</strong>d on the<br />

abolition of HEP. While the Social Democrat flank<br />

of the coalition government, the Social Democrat<br />

People's Party (SHP), welcomed Cindoruk's comments,<br />

the senior coalition party, the True Path<br />

Party (DYP), did not. DYP officials said they would<br />

reconsi<strong>de</strong>r the situation <strong>de</strong>spite the <strong>de</strong>cision of the<br />

Constitutional Court.<br />

Deputy group chairman of the main opposition<br />

Motherland Party, Oltan Sungurlu, on the other<br />

hand, argued that Cindoruk's <strong>de</strong>cision was against<br />

the Constitution.<br />

Pointing out that it is impossible to stop the process<br />

started by Cindoruk, Sungurlu said his party<br />

will claim it is not in Parliament's power to make<br />

the <strong>de</strong>cision.<br />

According to Article 84, Paragraph I of the Constitution,<br />

the power to enforce the Constitutional Court's<br />

<strong>de</strong>cision belongs to the relevant parliamentary<br />

commission and the General Assembly. But, the last<br />

paragraph of the same article rules that parliamentary<br />

membership is striped after the Constitutional<br />

Court officially submits its <strong>de</strong>cision to the Parliament<br />

Speaker's Office.<br />

Cindoruk noted that since the tenures of the Parliarnent<br />

speaker, the members of the speakership council<br />

and the parliamentary commissions have come<br />

to end with the commencement of the new legislative<br />

term, I~lklar's p<strong>et</strong>ition will be sent to the new<br />

parliamentary bodies, following their formation.<br />

I~lklar emphasized on Tuesday that he will have no<br />

recourse but to take his case to internationallegal<br />

bodies if he fails to g<strong>et</strong> a positive response to his p<strong>et</strong>ition.<br />

I~lklar, <strong>de</strong>puty speaker of the Parliament and<br />

SHP DiyarbakIr <strong>de</strong>puty, was stripped of both of those<br />

titles when the Constitutional Court <strong>de</strong>cision aga-<br />

. inst him was officially submitted to the Speaker's<br />

Office on Aug. 18.<br />
