PREAMBLE<br />

HAVING regard <strong>to</strong> the ACP-EC Partnership <strong>Agreement</strong>, signed in Co<strong>to</strong>nou on 23<br />

June 2000 <strong>an</strong>d revised in Luxembourg on 25 June 2005, hereinafter "the Co<strong>to</strong>nou<br />

<strong>Agreement</strong>";<br />

CONVINCED that the Economic Partnership <strong>Agreement</strong> (EPA) will create a new<br />

<strong>an</strong>d more favourable climate for their relations in the areas of economic<br />

govern<strong>an</strong>ce, trade <strong>an</strong>d investments <strong>an</strong>d create new opportunities for growth <strong>an</strong>d<br />

development;<br />

WHEREAS the liberalisation of trade, of establishment <strong>an</strong>d of trade in services<br />

between the Parties must be based on the regional integration of the Central<br />

Afric<strong>an</strong> States, have the objective of fostering their smooth <strong>an</strong>d gradual integration<br />

in<strong>to</strong> the global economy, <strong>with</strong> due regard for their political choices <strong>an</strong>d their<br />

development priorities, <strong>an</strong>d fulfil the conditions laid down in the World Trade<br />

Org<strong>an</strong>isation agreements;<br />

WHEREAS the Parties shall not encourage foreign direct investment by making<br />

their domestic environmental, labour or occupational health <strong>an</strong>d safety legislation<br />

<strong>an</strong>d regulations less stringent or by relaxing their domestic labour legislation <strong>an</strong>d<br />

regulations or regulations designed <strong>to</strong> protect <strong>an</strong>d promote cultural diversity. The<br />

Parties therefore reaffirm their commitment <strong>to</strong> comply <strong>with</strong> these domestic laws or<br />

regulations or <strong>to</strong> propose <strong>to</strong> do so in order <strong>to</strong> encourage the establishment,<br />

acquisition, exp<strong>an</strong>sion or retention in their terri<strong>to</strong>ry of <strong>an</strong> investment or of <strong>an</strong><br />

inves<strong>to</strong>r.<br />
