2. In accord<strong>an</strong>ce <strong>with</strong> the provisions of Article 7 of Title II of this <strong>Agreement</strong><br />

on development fin<strong>an</strong>ce cooperation, the Parties agree <strong>to</strong> cooperate in the following<br />

areas, inter alia:<br />

a) the application of modern cus<strong>to</strong>ms techniques, including risk <strong>an</strong>alysis<br />

<strong>an</strong>d risk m<strong>an</strong>agement, binding information, simplified procedures for<br />

imports <strong>an</strong>d exports of products, subsequent verifications <strong>an</strong>d comp<strong>an</strong>y<br />

audit methods;<br />

b) the introduction of procedures which reflect where possible the<br />

international instruments <strong>an</strong>d st<strong>an</strong>dards applicable in the field of<br />

cus<strong>to</strong>ms <strong>an</strong>d trade, including WTO rules on cus<strong>to</strong>ms valuation <strong>an</strong>d<br />

WCO instruments <strong>an</strong>d st<strong>an</strong>dards, inter alia the revised Kyo<strong>to</strong><br />

Convention on the simplification <strong>an</strong>d harmonisation of cus<strong>to</strong>ms<br />

procedures <strong>an</strong>d the WCO Framework of St<strong>an</strong>dards <strong>to</strong> Secure <strong>an</strong>d<br />

Facilitate Global Trade; <strong>an</strong>d<br />

c) the computerisation of cus<strong>to</strong>ms <strong>an</strong>d trade procedures.<br />

ARTICLE 35<br />

Cus<strong>to</strong>ms <strong>an</strong>d trade st<strong>an</strong>dards<br />

1. The Parties agree that their legislation, regulations <strong>an</strong>d procedures, in the<br />

fields of cus<strong>to</strong>ms <strong>an</strong>d international trade, shall be based on:<br />

a) international st<strong>an</strong>dards <strong>an</strong>d instruments, including the revised Kyo<strong>to</strong><br />

Convention on the simplification <strong>an</strong>d harmonisation of cus<strong>to</strong>ms<br />

procedures, the WCO Framework of St<strong>an</strong>dards <strong>to</strong> Secure <strong>an</strong>d Facilitate<br />

Global Trade, the WCO Cus<strong>to</strong>ms Data Model <strong>an</strong>d the Convention on<br />

the Harmonised Commodity Description <strong>an</strong>d Coding System (HS<br />

Convention);<br />

b) the introduction of a single administrative document, or <strong>an</strong> electronic<br />

equivalent, for the purpose of establishing cus<strong>to</strong>ms declarations at the<br />

import <strong>an</strong>d export stages;<br />

c) modern cus<strong>to</strong>ms techniques, including risk <strong>an</strong>alysis <strong>an</strong>d risk<br />

m<strong>an</strong>agement, simplified procedures for imports <strong>an</strong>d exports of<br />

products, subsequent verifications <strong>an</strong>d comp<strong>an</strong>y audit methods.<br />

Procedures should be tr<strong>an</strong>sparent, efficient <strong>an</strong>d simplified, in order <strong>to</strong><br />

reduce costs <strong>an</strong>d increase predictability for economic opera<strong>to</strong>rs,<br />

including small <strong>an</strong>d medium-sized enterprises;<br />
