c) fees or other charges imposed in accord<strong>an</strong>ce <strong>with</strong> Article 18.<br />

ARTICLE 15<br />

Elimination of cus<strong>to</strong>ms duties on exports<br />

No new cus<strong>to</strong>ms duties on exports shall be introduced in trade between the Parties,<br />

nor shall those already applied be increased, as of the date of this <strong>Agreement</strong>'s<br />

entry in<strong>to</strong> force.<br />

However, in the event of a serious public fin<strong>an</strong>ce problem or the need for greater<br />

environmental protection, the Central Africa Party may, after consultation <strong>with</strong> the<br />

EC Party, introduce cus<strong>to</strong>ms duties on exports for a limited number of additional<br />

goods.<br />

The EPA Committee shall undertake a regular evaluation in order <strong>to</strong> examine the<br />

impact <strong>an</strong>d relev<strong>an</strong>ce of cus<strong>to</strong>ms duties on exports applied under this Article.<br />

ARTICLE 16<br />

Movement of products<br />

1. Products originating in the Europe<strong>an</strong> Community or in the Central Afric<strong>an</strong><br />

region shall be assessed duties only once in the terri<strong>to</strong>ry of the other Party.<br />

2. For products originating in the Europe<strong>an</strong> Community, the cus<strong>to</strong>ms duty <strong>to</strong> be<br />

paid in accord<strong>an</strong>ce <strong>with</strong> this <strong>Agreement</strong> shall be levied on behalf of the signa<strong>to</strong>ry<br />

Central Afric<strong>an</strong> State whose terri<strong>to</strong>ry constitutes the place of consumption.<br />

3. The Central Africa Party shall take all necessary measures <strong>to</strong> ensure the<br />

effective implementation of the provisions of this Article <strong>an</strong>d <strong>to</strong> promote the free<br />

movement of goods in the signa<strong>to</strong>ry Central Afric<strong>an</strong> States. The two Parties agree<br />

<strong>to</strong> cooperate in relation <strong>to</strong> this matter as per Articles 7 <strong>an</strong>d 8 of Title II of this<br />

<strong>Agreement</strong>. This cooperation shall be adapted according <strong>to</strong> the type of mech<strong>an</strong>ism<br />

ultimately chosen by the Central Afric<strong>an</strong> region.<br />

4. The Parties agree <strong>to</strong> cooperate <strong>with</strong> a view <strong>to</strong> facilitating the movement of<br />

goods <strong>an</strong>d simplifying cus<strong>to</strong>ms procedures as provided for under Chapter 3 of Title<br />

III (Cus<strong>to</strong>ms <strong>an</strong>d trade facilitation).<br />
