Texte introductif
Après les attaques du 11 septembre 2001 contre New York et Washington,
perpétrées par des membres du groupe terroriste Al-Qaida, les États-Unis, sous
la présidence de George W. Bush, déclarèrent qu’ils s’engageaient dans une
« guerre mondiale contre le terrorisme » 26 , un conflit armé international contre
un acteur non étatique (Al-Qaida) et ses associés. Cette « guerre » ne comprenait
