sein du Mouvement de par le réseau universel qu’il constitue. En effet, les autres
composantes s’imposent comme des partenaires naturels et privilégiés de son
action et avec lesquels le CICR souhaite développer et renforcer une identité et
une vision communes 9 .
7. Par son action, le CICR endosse une responsabilité vis-à-vis des individus ou
populations qu’il s’efforce de protéger et d’assister. Il a comme préoccupation
fondamentale d’avoir un impact positif réel sur la vie de ces derniers. Il se dote
d’un cadre de redevabilité ainsi que d’outils de planification, de monitoring et
d’évaluations de ses actions afin d’examiner la performance et les résultats, et
de constamment améliorer la qualité de son intervention. Pour l’ensemble de
ses actions, le CICR se dote de critères d’évaluation et d’indicateurs, y compris
des seuils de succès ou d’échec, de sorte à renforcer son efficacité et afin d’en
rendre compte de manière appropriée aux bénéficiaires et aux donateurs. Ses
actions sont évaluées régulièrement et réorientées si nécessaire.
