50 PRQA EN NORMANDIE H.3. Prévenir les effets sur la santé : Plan National Santé Environnement (PNSE) et sa déclinaison régionale : les PRSE. Le Plan National Santé Environnement (PNSE) vise à répondre aux interrogations des Français sur les conséquences sanitaires à court et moyen terme de l’exposition à certaines pollutions de leur environnement. L’ensemble de l’expertise publique française dans ce champ a été réuni au sein d’une commission d’orientation pour bâtir un diagnostic de l’état des risques sanitaires liés à l’environnement en France. Sur la base de ce diagnostic, ont été identifiées et conçues les principales actions à mettre en œuvre entre 2004 et 2008 afin d’améliorer la santé des Français en lien avec la qualité de leur environnement, dans une perspective de développement durable. Ces actions constituent le PNSE 2004-2008. Le Plan définit 45 actions orientées autour de huit axes, dont deux concernent directement la pollution de l’air : - Protéger la santé en améliorant la qualité des milieux (air et eau) – Axe 2 ; - Protéger la population de la pollution à l’intérieur des locaux – Axe 3. En cours de consultation auprès des acteurs locaux de la santé, le PNSE 2, portant sur la période 2009-2013, pourrait être présenté au cours du second trimestre 2009. Les grandes orientations du PNSE 2 portent sur : - Orientation 1 : La réduction des expositions responsables de pathologies à fort impact sur la santé (cancers, maladies cardio-vasculaires, pathologies respiratoires notamment). - Orientation 2 : La protection des personnes vulnérables. - Orientation 3 : La réduction des inégalités d’exposition géographiques. - Orientation 4 : Le développement de la prévention et de la veille vis-à-vis des risques émergents, ainsi que l’amélioration des connaissances des impacts sur la santé de certains facteurs environnementaux. La réduction des inégalités environnementales, qu’elles soient géographiques ou populationnelles, représente donc l’axe fort du PNSE 2. Les Plans Régionaux Santé Environnement (PRSE) sont les déclinaisons, au niveau régional, du Plan National Santé Environnement. Cette déclinaison s’intègre dans le plan régional de santé publique (PRSP) prévu à l’article L.1411-11 du code de la santé publique. Le PRSP regroupe les différentes actions de santé publique conçues et mises en œuvre dans la région. La révision des premiers PRSE devrait commencer dans le courant de l’année 2009, suite à l’adoption du PNSE 2009-2013. En Basse-Normandie, le PRSE a été adopté par arrêté préfectoral du 22 mars 2006. L’une des actions prioritaires de ce PRSE est la réduction des émissions aériennes de substances toxiques d’origine industrielle (Action 7 visant particulièrement : usines d’incinération d’ordures ménagères, cimenterie, fonderie). D’autres actions concernent la qualité de l’air, mais elles sont présentées comme moins prioritaires : - Réduire les émissions des particules diesel par les sources mobiles (Action 11) - Promouvoir les modes de déplacements alternatifs (Action 5) - Mieux prendre en compte l’impact sur la santé dans les projets de création d’infrastructures de transport (Action 6) - Réduire les émissions aériennes d’oxydes d’azote (NOx) et de composés organiques volatils (COV) (Action 8) Partie 1 : Inventaire et Enjeux Outils de gestion de la pollution atmosphérique
