coordinate and improve their teaching.<br />

González <strong>et</strong> al. (2005) selected the following professional comp<strong>et</strong>encies<br />

for teachers: Scientifi c Comp<strong>et</strong>ency; Communicative Comp<strong>et</strong>ency; Lecture<br />

Hall Management Comp<strong>et</strong>ency; Diagnosis and Evaluation Comp<strong>et</strong>ency;<br />

Didactic-M<strong>et</strong>hodological and Pedagogical Comp<strong>et</strong>ency; specifi c Institutional<br />

Comp<strong>et</strong>encies; Motivation and Attitudes Comp<strong>et</strong>encies.<br />

Act 2/2006, 3rd May, on Education (published in the B.O.E. on 4 May 2006)<br />

establishes the functions of teachers (Article 91), which are among others: a)<br />

the programming and teaching of the areas, subjects and modules that they<br />

are charged with. b) The evaluation of the student’s learning process, as well as<br />

the evaluation of teaching processes. c) Tutoring students, and directing and<br />

orienting their learning and supporting them in their educational process, in<br />

collaboration with their families. d) Educational, academic and professional<br />

orientation of students, in certain cases in collaboration with specialized<br />

departments or services e) Attention to the intellectual, emotional, psychomotor,<br />

social and moral development of students. f) to promote, organise and participate<br />

in complementary activities programmed by the centre regardless of wh<strong>et</strong>her<br />

or not they are held there. g) to contribute so that the centre’s activities are<br />

carried out in a climate of respect, tolerance, participation and freedom in order<br />

to foster values of democratic citizenship in students. h) to periodically inform<br />

parents on their children’s progress and to orient their cooperation in the same.<br />

i)To coordinate the teaching, management and supervisory duties they are<br />

assigned. j) to participate in the general activities of the centre. k) To participate<br />

in the evaluation plans d<strong>et</strong>ermined by the educational Administrations or<br />

the centres. l) To investigate, experiment with and continuously improve the<br />

relevant teaching processes. 2. Teachers will perform these functions according<br />

to principles of collaboration and teamwork.<br />

With the legislative development of the Act on Education, the development<br />

of comp<strong>et</strong>encies is specifi cally addressed in the publication of the Royal Decrees<br />

corresponding to all educational levels: early childhood education, primary<br />

education, compulsory secondary education, baccalaureate and vocational<br />

training, in accordance with the objectives established in the Act for every level<br />

of education.<br />

Likewise, one can expect a substantial change in the development of the<br />

comp<strong>et</strong>encies as of the publication of Royal Decree 1393/2007, 29 October<br />

(published in B.O.E. no. 260, 30 October 2007). As a minimum, basic comp<strong>et</strong>encies<br />

are guaranteed at the Graduate, Masters and Doctorate level, as are those that<br />

are included in the Spanish Framework of Qualifi cations for Higher Education<br />

(Marco Español de Cualifi caciones para la educación Superior – MECES).<br />
