The acquisition of Knowledge, as a point of reference, means learning to<br />

search for and use relevant in<strong>formation</strong>, read, assess and interpr<strong>et</strong> it with<br />

a critical mind, put it tog<strong>et</strong>her to then make autonomous decisions that are<br />

planned and shared with the various signifi cant agents of socialization. Thus, the<br />

relevant in<strong>formation</strong> on the current degree of development of the qualifi cation<br />

profi le for teachers in Spain is considered and evaluated, both from the current<br />

starting point and in light of a viable objective to be reached. It is according to<br />

these two points that the following reference guide is organised.<br />

2. Regulating vocational qualifi cations in Spain<br />

Act 5/2002, 19 June, on Vocational Qualifi cations and Training (Ley Orgánica<br />

5/2002 de las Cualifi caciones y Formación Profesional) establishes the National<br />

System of Vocational Qualifi cations and Training, made up of diff erent<br />

instruments and actions, and Royal Decree 1128/2003, 5 September, regulates<br />

its core, the National Catalogue of Vocational Qualifi cations.<br />

The Royal Decree defi nes the concept of qualifi cations in the following terms<br />

Vocational qualifi cations: „s<strong>et</strong> of vocational comp<strong>et</strong>encies that are of<br />

signifi cance for the job and that can be acquired through modular training<br />

or other types of training, as well as through on-the-job experience.”<br />

Unit of comp<strong>et</strong>ency: „the aggregate minimum of vocational comp<strong>et</strong>encies<br />

that may be recognised and partially accredited under section 8.3 of Act<br />

5/2002, 19 June, on Vocational Qualifi cations and Training.<br />

Vocational comp<strong>et</strong>ency: „the knowledge and abilities that allow one to<br />

exercise a vocational activity according to production and job demands”.<br />

Vocational qualifi cations that are added to the National Catalogue of<br />

Vocational Qualifi cations must include at least the following elements: the<br />

qualifi cation’s identifi cation data, including its offi cial name, the occupational<br />

category to which it belongs, its qualifi cation level and alphanumeric code;<br />

the general comp<strong>et</strong>ency, which briefl y describes the main tasks and duties<br />

to be performed; the corresponding units of comp<strong>et</strong>ency; the vocational<br />

environment, indicating for purposes of orientation, the professional area,<br />

the productive sectors and related occupations or job posts; and the related<br />

training, structured according to modules.<br />

Likewise, section 4 of the Royal Decree establishes the structure of the<br />

National Catalogue of Vocational Qualifi cations, indicating that the vocational<br />

qualifi cations included in the Catalogue „are to be classifi ed by qualifi cation<br />

levels and occupational category”. 5 qualifi cation levels that „take into account<br />

the vocational comp<strong>et</strong>ency required by the productive activities according to<br />

the knowledge, initiative, autonomy, responsibility and complexity criteria, to<br />

name a few, of the activity to be performed” are established.
