restrictions. This will be admissible only at the time of first arrival of the Norwegian<br />

personnel.<br />

(g) The time limit under the Baggage Rules for arrival of unaccompanied<br />

baggage may at the discretion of the customs authorities be waived in cases of<br />

unintentionally delayed arrival of the baggage.<br />

(h) The privileges under clauses II (b) - (g) inclusive are granted on the<br />

condition that the articles shall be reexported when the Norwegian personnel<br />

leave India on completion of their assignments. If any of them wishes to sell any<br />

of these articles in India, he shall have to apply for prior permission of the Government<br />

of India, which may be given subject to the conditions prescribed in the<br />

regulations in force from time to time in India, the duty to be paid to the Indian<br />

authorities concerned.<br />

Article III<br />

The Norwegian personnel shall be accorded:<br />

(a) Exemption together with their spouses and relatives dependent on them,<br />

from requirements to report to the police their movements, during their stay in<br />

the country, provided that the particulars of the personnel and their spouses and<br />

relatives dependent on them are conveyed to the authorities concerned prior to<br />

their arrival in India;<br />

(b) Immunity from national service obligations;<br />

(c) The same privileges in respect of exchange facilities as are accorded to<br />

the officials of comparable ranks forming part of diplomatic missions to India;<br />

(d) Together with their spouses and relatives dependent on them, the same<br />

repatriation facilities in time of international crisis as diplomatic envoys.<br />

Article IV<br />

In respect of any damage to project property and/or any damage to a third<br />

party caused by a Norwegian personnel in connection with the execution of a task<br />

assigned to him under the present agreement, the Government of India shall be<br />

liable in his place except in the case of deliberate intention or gross negligence<br />

of the Norwegian personnel.<br />

Article V<br />

The Norwegian personnel shall be granted free medical attendance on the<br />

same scale as given to grade I Officers of the Government of India.<br />
