Article II
The completion of these construction works is the responsibility of the Govern-
ment of India.
Article III
The machinery and equipment to be procured by the Government of Norway
for all the above mentioned installations have been delivered in India with the
exception of the fish meal plant for Mandapam, a crane and a limited number of
engines for boats under construction in the project centres. The fish meal plant
has been procured and will be shipped when civil construction work is sufficiently
advanced.
ANNEX II
COMPOSITION AND RULES OF BUSINESS OF THE STANDING COMMITTEE
1. Composition
The Standing Committee shall consist of :
- The Joint Secretary in charge of fisheries, Ministry of Food and Agriculture
of the Government of India, Chairman,
- One Representative of the Ministry of Finance of the Government of India,
- The Fisheries Development Advisor, Ministry of Food and Agriculture, India,
- One Representative of each of the States in which the activities of the Project
are carried out,
- The Indian Director,
- The Norwegian Director,
- One Representative of the Norwegian Embassy in India,
- Two Representatives of NORAD,
- One Representative of the United Nations in the capacity of observer.
2. Rules of business
In the absence of the Chairman the members present shall elect a Chairman
for the meeting.
Five members of the committee shall form a quorum, provided that three
Indian and two Norwegian members are present.
The Standing Committee will nominate its secretaries.
In case of dissent by more than one member of the Standing Committee, the
matter shall be put to the vote.
The minutes of the Standing Committee shall be conveyed to the United
Nations, the Government of India, NORAD and the Indian States concerned.
3. Amendments
The composition and rules of business of the Committee may be revised by
mutual consent between the Ministry of Food and Agriculture of the Government
of India and NORAD.
