An accurate, extensive and<br />

up-to-date overview is the<br />

cornerstone of border crossing<br />

management. It would be beneficial<br />

for all agencies involved<br />

in border traffic management<br />

to engage in joint assessments.<br />

Cooperation and information sharing<br />

between Finnish and Russian authorities<br />

must be consistently strengthened at<br />

all levels. The agencies should be able to<br />

respond to change through closer cooperation<br />

and harmonised working practices,<br />

particularly at border crossing points. Proactive<br />

information sharing and close interaction<br />

between the authorities and the<br />

business sector should be continued and<br />

strengthened to allow for the border traffic<br />

requirements to be understood as fully as<br />

possible.<br />

If traffic to and via Finland is to run<br />

safely and efficiently, international border<br />

crossing point flow rates need to match<br />

traffic volumes. For this to be achieved,<br />

existing border crossing points must be<br />

upgraded and the Finnish Border Guard and<br />

Finnish Customs staff resources must be<br />

safeguarded. An efficient and cost-effective<br />

border control process underpins effective<br />

cross-border traffic management.<br />

The report additionally states that the<br />

impact of rising cross-border traffic volumes<br />

is not limited to the activities and<br />

resources of the agencies operating at the<br />

evaluation of the impact of growing border<br />

traffic volumes. Going forward, what<br />

we we require is a shared strategic intent,<br />

resources and structured activities”, commented<br />

The sustainability of the border traffic<br />

management function is a matter for all<br />

Finnish public agencies, both with reference<br />

to national security and the business sector.<br />

A consistent, cooperative and forward looking<br />

border traffic management function is<br />

central to the vision of Finland as one of<br />

the safest border and maritime territories<br />

in Europe.<br />
