WHY IS THIS SAMPLE BALLOT
IN MULTIPLE LANGUAGES?
UNITED STATES DEPARTMENT OF JUSTICE
CIVIL RIGHTS DIVISION, VOTING SECTION
MINORITY LANGUAGE REQUIREMENTS
The City is providing this Sample Ballot in multiple languages to its voters due
to the enforcement by the Department of Justice, Civil Rights Division, Voting
Section of Sections 203 and 204 of the Voting Rights Act in municipal elections.
Congress adopted the language minority provisions of the Voting Rights Act in
1975 for a period of ten years, extended them in 1982 for ten years, again in 1992
for fi fteen years, and again in 2006 for 30 years.
Sections 203 and 204(f)(4) require that when a covered state or political
subdivision provides registration or voting notices, forms, instructions,
assistance, or other materials of information relating to the electoral process,
including ballots, it shall provide them in the language of the applicable minority
groups as well as in the English language. It also provides tools to local election
offi cials to recruit large numbers of new bilingual poll offi cials.
The requirements of the law are straight forward: all election information that
is available in English must also be available in the minority language so that
all citizens will have an effective opportunity to register, learn the details of the
elections, and cast a free and effective ballot.
A jurisdiction is covered under Section 203 where the number of United States
citizens of voting age in a single language group within the jurisdiction:
• Is more than 10,000, or
• Is more than fi ve percent of all voting age citizens
• Los Angels County uses 3 to 5%
Therefore, to comply with the above, this Sample Ballot is in the languages of
minority groups that make up the population of our city.

REQUERIMIENTOS PARA IDIOMAS DE MINORÍAS
Estimados Votantes:
La Ciudad brinda a sus votantes esta Boleta de Muestra en varios idiomas en
elecciones municipales debido a la aplicación de las Secciones 203 y 204 de la
Ley de Derechos Electorales por parte del Departamento de Justicia, División de
Derechos Civiles, Sección Electoral.
El Congreso adoptó las disposiciones acerca del idioma de grupos minoritarios
de la Ley de Derechos Electorales de 1975 durante un periodo de diez años,
extendiéndolas en 1982 por diez años, nuevamente en 1992 por quince años, y
una vez más en 2006 por 30 años.
Las Secciones 203 y 204(f)(4) requieren que cuando un estado cubierto o una
subdivisión política suministren avisos de inscripción o votación, formularios,
instrucciones, asistencia u otros materiales de información relacionados al
proceso electoral, incluyendo boletas, deberán suministrarlos en el idioma que
corresponda a los grupos minoritarios como así también en el idioma inglés.
Asimismo, suministra herramientas para las autoridades electorales locales a
fin de que convoquen grandes cantidades de nuevos funcionarios electorales
bilingües.
Los requerimientos de la ley son simples: toda información electoral disponible
en inglés también deberá estar disponible en el idioma del grupo minoritario de
modo que todos los ciudadanos tengan la posibilidad efectiva de registrarse,
enterarse de los detalles de las elecciones, y emitir un voto libre y efectivo.
Una jurisdicción se encuentra cubierta por la Sección 203 cuando la cantidad
de ciudadanos de los Estados Unidos en edad de votar en un grupo lingüístico
individual dentro de la jurisdicción:
• Es mayor a 10,000, o
• Es mayor al cinco por ciento de todos los ciudadanos en edad de
votar

INSTRUCTIONS TO VOTERS
To vote for any candidate whose name appears on the ballot,
completely fi ll in the oval in the area to the right of the
arrow pointing from the candidate(s) of your choice with a
BLACK OR DARK PEN ONLY.
Where two or more candidates for the same offi ce are to
be elected, vote for all candidates for that offi ce for whom
you desire to vote, not to exceed, however, the number of
candidates who are to be elected.
To vote for a qualifi ed write-in candidate (a person not listed
on the ballot), write the name of the qualifi ed write-in candidate
in the blank space provided for that purpose under the appropriate
offi ce heading and completely fi ll in the oval in
the area to the right of the name written in. You must fi ll in
the oval next to the name you write in or your vote will
not be counted.
All marks except the voting mark are forbidden. All distinguishing
marks or erasures are forbidden and make the

Thank you for your support of my efforts and those of the
City over the years. We have accomplished many local
objectives. Since I arrived on Council we now have two
Targets, a Walmart, an improved Paddison Square, Outback
and Applebees, AMC Theatres, the Arts and Sports
Complex and the Senior Center. Less visible are all the
improvements we made to curbs, gutters and sidewalks
including corners for Seniors and the disabled. Our landscape
looks good and Norwalk is beautiful again.
I remain sentimental about 1950’s Norwalk, however it’s
now 2009 and major issues loom large for the community.
Employment and retirement plans are at risk from economic
meltdowns worldwide. The future is pivotal as we recover
from this economy. It will require strong experienced leadership
by people such as myself who can get the best for
Norwalk from the State and Federal governments.
In contrast, the Norwalk programming my colleagues and
I have had control over is fl ourishing with the support and
hard work of each of you.
I would appreciate your support on March 3 rd , so we can
continue this journey to make Norwalk the best it can be
for every resident and business.

Gracias por apoyar mis esfuerzos y los de la ciudad

objetivos a nivel local. Desde que llegué al Concejo ahora
tenemos dos tiendas Target, una Walmart, una mejor
Paddison Square, Outback y Applebee’s, los Cines AMC,
el Complejo para las Artes y los Deportes, y el Centro
para las Personas Mayores. Menos visibles son todas
las obras de mejoramiento a los bordes de las aceras,

paisajese ve bien y Norwalk es hermosa otra vez.
Sigo poniéndome sentimental acerca del año 1950 en

small business owners. Raising two children she served
the residents as a Parks and Recreation Commissioner
appointed by Norwalk Councilman Rick Ramirez. Candy
served as President of the PTA for Hargitt Middle School
and on School Site Council.
As your City Council Member, Candy is committed to serving
on behalf of all Norwalk residents. Candy is committed in

“Running For All the Right Reasons”
Having been a life long resident and successful product
of our local schools, I have served Norwalk for the last
18 years with leadership roles in volunteer organizations,
Norwalk’s Employees Association, and a community
worker for local government.
With a degree in Sociology, I have utilized my higher
education to give back to our community by creating
programs for troubled teens and their families. Therefore,
I understand how services work and fi t within our
community needs. As President of our Employees
Association, I fi ght everyday for workers to be treated
with fairness and dignity. As a community volunteer I
have held positions such as: Regional Director, President,
and Treasurer. I have proven to be fi scally responsible
and demonstrated the capability to lead.
Working hard to raise your families you deserve nothing
but the best. Nice safe neighborhoods, the best from our
schools, a place where we do not have to shop elsewhere
and a place where open oral communications are brought
back at council meetings. Service to your families should
always be a top priority and not just a slogan.

Al ser residente de la ciudad de toda su vida y producto
de las escuelas de nuestra localidad, he prestado
servicio a Norwalk durante los últimos 18 años en cargos
de liderazgo con organizaciones de voluntarios, con la
Asociación de Empleados de Norwalk, y como empleado
de la comunidad para el gobierno local.
Al contar con una licenciatura en Sociología, he podido
hacer uso de lo que aprendí en la educación superior,
con el fi n de devolverle algo a nuestra comunidad
mediante la creación de programas para los adolescentes
en problemas y para sus familias. Por lo tanto, tengo
conocimiento y entiendo cómo funcionan los servicios,
y cómo adecuarlos a las necesidades de nuestra

trabajadores para que los traten con justicia y dignidad.

Occupation: Councilmember/Businesswoman
It has been an honor to serve as your Vice Mayor and
Councilmember. I have worked hard on the quality of
life issues you told me were important. We have made
signifi cant progress in many areas and have work to do in
others. Public safety remains my top priority. In partnership
with the Sheriff’s Department we work everyday to better
serve and protect our residents.
Sound fi scal management and economic development
made it possible to face the state raids on local revenues
without major cuts in programs or service. During my term
we approved $30.8 million in public works projects. Some of
our parks have been given new life with more improvements
on the way. A variety of programs and services continue
at our Senior Center, Sports Complex and Social Service
Center. Two new shopping centers along with Applebee’s,
Fresh & Easy, Northgate Market and Walgreen’s have been
added to our business community.
I am proud to have had a leadership role in resolving the
challenges we have faced and the successes Norwalk has
enjoyed. I look forward to continued service to the residents
of Norwalk. With your support we can continue to make
Norwalk a great place to be.

Ha sido un honor servirles como vice alcaldesa y miembro
del concejo. He trabajado arduamente en los temas de la
calidad de vida que ustedes me dijeron eran importantes.
Hemos logrado un avance signifi cativo en muchas áreas
y tenemos que trabajar en otras. La seguridad pública
sigue siendo mi máxima prioridad. Trabajamos todos
los días en sociedad con el Departamento de Alguaciles
para servir mejor y proteger a nuestros residentes.
Una administración fi scal y un desarrollo económico
sólidos hacen posible enfrentar los ataques del estado
de quitarnos los ingresos de la localidad, sin tener
recortes importantes en los programas o servicios.
Durante mi período de gestión aprobamos $30.8 millones
en proyectos de obras públicas. Algunos de nuestros
parques han vuelto a la vida, y ya se están proyectando más
obras. Sigue ofreciéndose una variedad de programas y
servicios en nuestro centro para las Personas Mayores,

I joined the military 18 years ago to serve our Great Nation.

As a Norwalk Planning Commissioner and homeowner
I have a vested interest to ensure our residents and
businesses prosper which will make Norwalk a better place
for everyone to live, work, and play.
My priorities will be:
� Accountability – I will hold all city contractors and
employees accountable to ensure our residents are
receiving full value for tax dollars spent.

and progressive ways to keep residents, businesses
and visitors educated. An informed community is a

empower our friends and neighbors to take active roles
in making Norwalk safer, cleaner, and friendlier for the

� Preserve Senior and Youth Programs – I will protect
Norwalk’s senior and youth programs from continued
budget cuts by eliminating overspending and by
reducing costs through the use of current and future
technologies.

Como Comisionado de Planificación de Norwalk y
propietario de vivienda, yo tengo un gran interés personal
en asegurar que nuestros residentes y negocios prosperen,
lo cual logrará que Norwalk sea un mejor lugar para que
todos vivan, trabajen y se diviertan.
Mis prioridades serán:
� La Responsabilidad – Haré que todos los contratistas
y empleados de la ciudad sean responsables, con el fi n
de asegurar que nuestros residentes reciban el valor
total de los dólares provenientes de los impuestos
que se gasten.
� Una Mejor Comunicación – Mejoraré las
comunicaciones con los residentes presentando
nuevas y progresivas maneras de mantener informados
a los residentes, negocios y visitantes. Una comunidad
informada es una comunidad fuerte.

Un Renovado Enfoque hacia la Comunidad –
Inspiraré e investiré de poder a nuestros amigos y
vecinos con el fi n de adoptar papeles activos para
lograr que Norwalk sea un lugar más seguro, más
limpio, y más amigable para el benefi cio de todos.
� Preservar los Programas para las Personas
Mayores y los Jóvenes – Protegeré los programas
para las personas mayores y los jóvenes de Norwalk
de los continuos recortes presupuestarios mediante
la eliminación del gasto excesivo
� y la reducción de costos a través del uso de las
tecnologías actuales y futuras.

If the polling place is not accessible to the physically handicapped voter, such voter is entitled to vote

1. A precinct board member shall take a regular ballot to the physically handicapped person at a
place as near as possible to the polling place and which is accessible to such person, qualify that

2. If it is impractical to vote a regular ballot outside the polling place, please use the attached
