regionales y locales, organizaciones e instituciones privadas y participación

Jean-Christophe Puech, Director Secretario; James Lee Stancampiano,
Ministerio www.participaconenergia.minenergia.cl.

CONOCE
A NUESTROS
SOCIOS
a cualquier Coordinado o Proyecto (generador, transmisor, distribuidor o cliente libre) y
cualquier tecnología renovable y no renovable.

In line with the consolidation of its transformational strategy
Greentegra, AES Chile will complete this year the construction of
the Mesamávida Wind Farm. This is a project that will provide
100% renewable energy to the National Electric System.
The initiative, located in the commune of Los Ángeles, Biobío
Region, has an installed capacity of 68 MW through 14 wind
turbines. Currently its construction is over 90% complete and is in
the final stages of transporting and assembling components. In
addition to providing renewable energy, Mesamávida implies a
contribution to the economic reactivation and employment in the
area. Thus, at its construction peak, it has employed 244
collaborators.
Hugo Moffett, Project Manager of AES Chile, said that together
with other wind power initiatives of AES Chile in the area - such as
Los Olmos and Campo Lindo - "it is very relevant, because they
mark milestones of change in power generation technology".

FRAMEWORK LAW ON CLIMATE CHANGE: NEW
OBLIGATIONS AND OPPORTUNITIES FOR THE
ENERGY SECTOR
Chile will be the first country in Latin America to have a law for carbon neutrality
and climate resilience goal by 2050 at the latest. The law not only establishes the
goal, but also provides transversal powers and obligations to develop
management instruments, monitoring, reporting and verification systems, and a
transversal, participatory and science-based institutional framework.
The energy sector has been an active mobilizer of climate action, so what
changes with the law?
O
PI
NION
Carolina
Urmeneta
Former Head of Climate
Change Division, Ministry
of Environment.
¡) Obligation to develop, implement and report a mitigation and adaptation plan
for the energy sector to comply with the GHG emissions limit established as a
carbon budget in the Long Term Climate Strategy (LTCS), as well as to advance in
greater climate resilience and decrease the risk of climate change impacts. This
plan is key for the implementation of actions and electrification of other sectors of
the economy.
ii) The plan must be developed in a participatory manner, specifying the actions
and measures that will be developed to meet the goals, indicating the territoriality
of these actions and measures in order to achieve better interaction and
incorporation of the regions and communes in sectoral planning. And that in turn
the territories can develop with better information their regional and communal
action plans, both of which are also mandatory.
iii) The Ministry of Energy must report annually to the Ministry of the Environment
(MMA) on its GHG emissions and the progress of the plan, from which the
National Action Report on Climate Change is prepared and submitted to
Congress, which in turn will have the obligation to summon the corresponding
Minister in the event that its sector is not complying with the goals and actions
committed. In addition to the control that the Comptroller's Office will have to
carry out directly.
iv) Financial institutions and pension fund administrators must declare the climate
and environmental risks of their portfolios, thus promoting the financing, for
example, of renewable use or generation projects vs. fossil fuel projects.
v) Projects submitted to the SEIA must consider climate change and specify how
they relate to sectoral mitigation and adaptation plans.
We have a transformative law that includes 17 ministries, regional and local
governments, private organizations and institutions and active citizen
participation, which seeks to ensure that new projects, policies and actions
include and report their strategy, objectives and goals to address climate change.
The early enactment of the law represents new obligations and also a great
opportunity for the generation, transmission, distribution, storage and use of
renewable energies for Chile, key to achieving the goal of the law.

ACERA holds first
meeting with Minister of
Energy, Claudio Huepe
With the purpose of addressing a joint work agenda and analyzing
collaboration priorities for the renewable generation sector, the
Minister of Energy, Claudio Huepe, received ACERA, represented by its
Executive Director, Ana Lía Rojas, and the President of the Board of
Directors, José Ignacio Escobar, in an audience.
"We greatly appreciate Minister Huepe's willingness and interest in
advancing in the most urgent matters for the sector, in addition to our
strategic work axes that are also very much aligned with the authority,
with the main focus of advancing towards the de-fossilization of the
generation matrix, in the path of a fair, necessary and urgent energy
transition", commented Ana Lía Rojas.
For his part, the Minister of Energy, Claudio Huepe, thanked the
information shared by the Association and highlighted these spaces for
dialogue to work together among all sectors, which will "require a lot
of good will from all parties", he said. "We are going to take charge of
the issues from a systemic perspective and with the participation of the
citizens", said the Minister during the meeting.
Minister Huepe was accompanied at the meeting by his Chief of Staff,
Iván Zimmermann; while ACERA was represented by Jean-Christophe
Puech, Secretary Director; James Lee Stancampiano, Director; and
Councilors Paola Hartung, Céline Assémat and Martín Valenzuela. The
other members of the Association's Board of Directors and Council
were connected to the meeting telematically.
Ministry of Energy began construction
of the Energy Agenda 2022-2026
On April 5, the participatory process for the construction of the Energy
Agenda 2022-2026, which will guide the actions of the Ministry of
Energy during the four years of government, began. The construction
of the Agenda considers the participation of citizens, indigenous
peoples, business representatives, unions, academia, civil society
organizations, municipalities and public sector actors.
"The Agenda will be framed in the goals outlined in the National
Energy Policy, to propose measures to be carried out in that direction
during these four years, complementing the commitments that as a
government we proposed in our program. Those policies recently
discussed and/or with short-term measures will be incorporated in the
Agenda, since we want to build on what we have already advanced",
underlined Undersecretary Julio Maturana.
This nationwide process will be led by the Community Participation
and Outreach Division in conjunction with the Policy Management
Unit of the Ministry of Energy. The development of the Agenda
includes face-to-face workshops in all regions. Some workshops will
be held in the regional capitals and others in more rural communities.
The objective is to be able to listen to more people, with different
territorial realities and in the limited time we have.
The construction of the Energy Agenda also considers online
thematic tables and conversation forums in the Ministry's digital
participation platform www.participaconenergia.minenergia.cl.
Women's Month: ACERA's Executive
Director participated in a full agenda of
promotion and dissemination for Gender
Equality
A fundamental part of ACERA's strategic pillars is the inclusion and support for
the incorporation of more women in the energy industry. Thus, in a new
commemoration of International Women's Day, this March 8, ACERA's
Executive Director, Ana Lía Rojas, participated in different instances of
conversation about the role of women and the challenges that lie ahead.
The first was the Webinar "Women of Tarapacá with a Gender Approach and
Energy Transition" organized by the Industrial Association of Iquique and the
Seremi of Energy of Tarapacá. Then, she was invited as the central guest of the
8M Commemoration Conversation organized by ISA Interchile where Ana Lía
shared her experience and development in the industry and the challenges she
has faced in her career. She also participated in the Webinar "More Women for
Green Hydrogen" organized by GIZ, which emphasized on increasing the
presence of women in the industry, through the experiences of prominent
representatives of the sector.
As part of this month of promoting Gender Equality, she was also part of the
Webinar organized by RedEG "More women, leadership and innovation for a
new future", together with women scientists and entrepreneurs from the Biobío
region on the Circular Economy and solutions for industries. Subsequently, she
joined the Panel "Global Challenges in the renewable energy industry" held at
the Women Economic Forum (WEF Chile) on March 25. To end the month with
a presentation at the "Net Zero Future: Challenges in Chile and UK & Ireland"
organized by IEEE PES Women in Power.
ACERA signs agreement with Movener to
continue contributing to electromobility
In its commitment to electrification, ACERA has recently signed a
collaboration agreement with the company Movener, a venture that
was born with the idea of democratizing electromobility by converting
combustion engines into electric, but that the pandemic also led to a
new direction: to conduct training in conversion, and once they are
trained, become a franchise of the company.
In this regard, the Executive Director of ACERA, Ana Lía Rojas,
highlighted the importance of signing this collaboration, which is in
line with the Electromobility Agreement to which the Association
recently adhered. "In line with the purpose of curbing the climate
crisis, from ACERA we are committed to continue promoting the
electrification of sectors with high energy demand, especially in the
transportation sector. That is why we are very happy with this new
alliance with a company like Movener that promotes the
advancement of electric mobility in our country. As an Association we
want to continue expanding these strategic alliances in order to
extend this great collaborative network", she commented.
The mutual collaboration agreement will allow, for example, that
ACERA's members will be eligible for discounts on Movener Academy
courses, coordination of joint actions, support in the dissemination of
events and activities, among others, all in pursuit of a common goal:
to achieve the electrification of transportation in our country.

MEET OUR
MEMBERS
Alexis is Chilean, married and has three children. He holds a Master's degree in
Engineering from the University of Chile and an MBA from the Melbourne Business
School. He has experience since 1998 in the energy sector, and since 2010 he has
been General Manager at NeoZet. One of his favorite hobbies is cycling.
Regarding his interest in the world of energy, he says that the orientation mainly came from
his first job in the tariff and regulation of the distribution sector. "Very slowly I got to know
the sector and loved it. I had to try to get out of it, which fortunately I couldn't, to realize
that at least this life had something special for me related to the energy industry," he says.
What elements characterize and/or differentiate your company?
NeoZet was born in 2010 with a deep conviction to be a relevant and leading player in
strategic areas such as energy management. We have achieved our innovative, process and
technological seal together with our collaborators and, above all, thanks to our clients who
have trusted us.
Our service is a platform and methodology called SIGGE, Integrated Power Generation
Management System, now available in Chile and Peru, which is focused on any Coordinate
or Project (generator, transmitter, distributor or free client) and any renewable and
non-renewable technology.
Alexis
Muñoz
General Manager
amunoz@neozet.com
The orientation and seal of NeoZet is to have an interdisciplinary team, which has a special
and different commitment. That makes us unique.
What are the novelties or changes in your company in the last time?
The main novelties have to do with anticipating regulatory changes so that our clients can
see that SIGGE takes care of them smoothly. Here we can highlight the management and
monitoring of the payment chain and its guarantees; the provision and monitoring of the
Energy Price Stabilization Fund (PEC); re-settlements and monitoring of the average node
price (PNP); stabilized prices at node versus by time slots; valuations and management of
fortnightly marginal costs; management of the pass-through for generators and free
customers; among others.
Regarding the topics or projects they are currently working on at NeoZet, Alexis highlights
that they are currently working with more than 100 projects where, although they have
Transmitters, Distributors and Free Customers, most of them are Generation projects.
"Mainly today there is a great development of solar PMGD's to be declared under
construction before April 8," he points out.
Regarding the importance of the participation of Renewable Energies in the country's
electricity system, Alexis says that it has been fundamental in building a new paradigm and
laying the foundations for a greener and more sustainable future. "Today the importance is
accentuated with the climate crisis, the mega drought we are experiencing as a country
and, in addition, now we add the scale of fuel prices. They contribute from the point of view
of sustainable growth, decarbonization of the energy matrix, commitment to the
communities and the environment", he adds.
Why would you recommend ACERA membership?
ACERA brings together the main companies of the local energy sector that are key players
in the energy transformation of the country. The people and experiences that are shared in
the technical committees are a clear contribution for all of us. The collective knowledge
grows and is shared in a very good way.

Outstanding Event
The Mentoring Program in Renewable
Energies for STEM women ended with a
visit to a solar plant in Calama
ACCIONA Energía, Cerro Dominador and X-Elio were the
ACERA member companies that joined this initiative, designed
by REDEG, which included 20 students or mentees, selected
from among more than 100 applicants.
CHECK
The HUB EDGI Antofagasta was born with the purpose of opening the way for
new generations of women in masculinized industries, led by the renewable
block, promoted by ACERA and its member companies ACCIONA Energía,
Cerro Dominador and X-ELIO, and generated by RedEG, with the sponsorship
of the Ministry of Energy, within the framework of its Energy +Woman plan.
The event, held at ACCIONA Energía's Usya solar photovoltaic plant in Calama,
opened with a greeting from the recently appointed Undersecretary of Energy,
Julio Maturana, who emphasized the importance of supporting this type of
initiative, which is in line with the work that the Ministry wants to promote. For
her part, the executive director of ACERA, Ana Lía Rojas, highlighted the
importance of continuing to open roads for women in the world of energy. "We
need to deepen as a society on issues such as co-responsibility and balance
between work and family. We need to make a change of cultural paradigm and
justice, because the development of a profile trained in arid topics needs many
hours of training and dedication," she said.
REDEG's executive director, Lilian Denham, also highlighted the collaborative
work. "This initiative would not have been possible without the commitment of
the companies in the sector, who see this type of initiative as a concrete and
sustainable proposal, which in turn contributes to reducing gender gaps".
This Hub was the first of several that will be carried out grouped by North,
Central and South zone, designed as an accelerator of solutions and transformative
actions at a national level, where diverse actors join together to implement
high impact initiatives and respond to the challenges and inequalities experienced
by people of the diversity groups and according to each region of the
country.
