Ubicado a 18 km de Tocopilla, la planta solar Tamaya es la primera<br />
de su tipo en la comuna. El parque, que obtuvo la Declaración en<br />
Operación Comercial (COD) por parte del Coordinador Eléctrico<br />
Nacional durante febrero, cuenta con 298.980 paneles<br />
fotovoltaicos que permiten tener una potencia instalada de<br />
114MWac, lo que equivale a dejar de emitir cerca de 210.100<br />
toneladas de CO2.<br />
Este parque es parte de la cartera de proyectos renovables por<br />
2.000 MW, que ENGIE anunció durante abril del 2021 como parte<br />
del plan de transformación, y que incluye proyectos como las<br />
plantas solares Capricornio (Antofagasta), Coya (María Elena), y el<br />
parque Eólico Calama, que está 100% operativo, y que juntos<br />
suman cerca de 560 MW.<br />
“Nos enorgullece contar que el Parque Solar Tamaya, que es<br />
parte de nuestro ambicioso plan de transformación de 2 GW, se<br />
encuentra 100% operativo y permitirá satisfacer el creciente<br />
consumo de energía en forma confiable y segura, mediante la<br />

Riesgo de racionamiento, medidas extraordinarias y apego a la<br />
descarbonización<br />
En agosto de 2021 el Ministerio de Energía publicó el Decreto de Racionamiento Preventivo, el cual contenía<br />
medidas relativas a la aceleración de la conexión de proyectos avanzados, aceleración de la conexión de<br />
PMGD y autodespacho de los medios de generación de pequeña escala, entre otros. El decreto fue modificado<br />
en enero de <strong>2022</strong>, extendiendo el período de vigencia e incorporando una nueva medida para la gestión<br />
y financiamiento con cargo a los generadores con retiros de la infraestructura extraordinaria de diésel de<br />
emergencia que se pueda requerir en los meses de mayor riesgo de suministro.<br />
<strong>ACERA</strong>, durante el mismo mes de agosto de 2021, propuso mediante una carta dirigida al Ministerio de<br />
Energía una serie de medidas de corto, mediano y largo plazo. Propuestas que fueron reiteradas en enero<br />
pasado tanto al Ministerio como a la CNE. Entre estas medidas, destacamos las siguientes:<br />
a- Medidas extraordinarias que permitan acelerar la entrada en operación de más centrales de generación<br />
ERNC tanto de gran escala como PMGD.<br />
b- Implementar tecnologías habilitantes que permitan hacer un uso más eficiente del sistema de transmisión,<br />
como los automatismos.<br />
c- Fomento a la participación de las ERNC y de la demanda en la provisión de servicios complementarios con<br />
el propósito de disminuir las exigencias sobre el parque térmico e hidroeléctrico.<br />
d- Gestión de demanda por parte de clientes, que permitan reducciones o traslados de demanda según<br />
incentivos por bloques horarios y señales de precio.<br />
e- Conformar una mesa de trabajo entre todos los actores para ir monitoreando la situación y poder así<br />
anticipar los potenciales problemas.<br />
No cabe duda que un racionamiento eléctrico es un riesgo con consecuencias catastróficas, porque afecta<br />
a las familias de nuestro país, impidiéndoles contar con la energía necesaria para resolver sus necesidades<br />
básicas. Es grave también para nuestra economía porque disminuye la capacidad de crecimiento y de<br />
producción de empleo. Y es peligroso para el sector, porque retrasaría el proceso de transición energética<br />
que ha costado tanto impulsar y que ahora más que nunca necesitamos consolidar para hacer frente a la<br />
crisis climática. Además, pone en tela de juicio las capacidades de las actuales instituciones para gestionar<br />
este riesgo, que <strong>ACERA</strong> visualiza que se instalará como permanente, año a año.<br />
La CNE ha acogido la preocupación de los suministradores del diésel para dotarse de una infraestructura<br />
extraordinaria requerida por las exigencias que impone el momento de la estrechez. Se ha presentado como<br />
una infraestructura energética necesaria que es de responsabilidad nacional. Desde la industria renovable, sin<br />
embargo, planteamos que el costeo de esta infraestructura extraordinaria, al igual que el capítulo del gas<br />
inflexible, es una problemática privada que no tiene justificación para ser socializada con el resto de los agentes<br />
del mercado, menos aún cuando el costo de esta medida no es claro para los que deberán pagarlo.<br />
Nos preocupa también que esta solución financie una construcción de lógica fósil, cuando los compromisos<br />
del país claramente van en dirección opuesta y se están haciendo esfuerzos para el abandono de estos<br />
energéticos. En este sentido relevamos la importancia del rol, liderazgo y transparencia del Coordinador<br />
Eléctrico Nacional, que fue creado a partir de la Ley Nº20.936 de 2016, y cuya institucionalidad actual fue el<br />
resultado de una amplia discusión motivada por una profunda reforma al segmento de transmisión.<br />
Todos los cambios que el CEN ha vivido hasta la fecha han introducido altos niveles de complejidad, tanto a<br />
la operación del sistema como al mercado eléctrico y, por consiguiente, a más de 5 años de su creación, se<br />
vuelve prudente discutir si la institucionalidad del sector, y en particular del CEN, es la adecuada para enfrentar<br />
los desafíos de los próximos años. La institucionalidad debe dar las garantías, a todos los actores, que las<br />
decisiones que se toman estén siempre orientadas a perseguir el bien común. Esto se vuelve imprescindible<br />
en tiempos de cambio e incertidumbre como los que estamos viviendo.<br />
El proceso de transición energética debe ser atendido y resguardado por todos, aún en momentos de crisis.<br />
Y en este propósito, un retraso en el programa de descarbonización y la aplicación de medidas que revivan la<br />
utilización de fósiles, no sólo ahora, sino de los años venideros, es lo que nos convoca como Asociación a<br />
mirar con atención este proceso y discutir contribuciones para garantizar una adecuada gestión de la estrechez<br />
energética, con medidas seguras, económicas, pero también sin impactos negativos en las emisiones<br />
del sector eléctrico.<br />

DNV, empresa socia de <strong>ACERA</strong>, acaba de lanzar el reporte Energy Industry<br />
Insights <strong>2022</strong>, titulado “The Power of Optimism: Managing scale and<br />
complexity as the energy transition accelerates”, el cual contó con la<br />
participación de la Directora Ejecutiva de <strong>ACERA</strong>, Ana Lía Rojas.<br />
La investigación se basa en la encuesta anual de DNV a más de mil<br />
profesionales senior de la energía, y entrevistas en profundidad con líderes y<br />
expertos que se realizó durante diciembre de 2021 y enero de <strong>2022</strong>. En el<br />
reporte se destaca que el 74% de la industria energética confía en el<br />
crecimiento, pero el momento de la transición sigue siendo un desafío<br />
importante en términos de hacer coincidir la reducción de los combustibles<br />
fósiles con el aumento de la energía limpia.<br />
"Necesitamos sistemas de transmisión que se construyan en los lugares<br />
correctos y a la velocidad adecuada. Estamos muy preocupados porque la<br />
velocidad de construcción de estos sistemas es muy lenta en relación con el<br />
ritmo de inversión y construcción de nueva capacidad de energías renovables”,<br />
dijo la Directora Ejecutiva de <strong>ACERA</strong>, Ana Lía Rojas, para este reporte. “Podrías<br />
tener la tentación de concluir que estamos avanzando muy rápidamente en<br />
términos de agregar energías renovables a la red al ritmo del crecimiento de la<br />
demanda, con un promedio de alrededor de 6 a 7% por año. Pero esto es sólo<br />
reemplazando la generación hidroeléctrica, que viene cayendo durante 10<br />
años a causa de las sequías. El carbón se mantiene al 35%, a pesar de que<br />
hemos aumentado las ERNC al 37% dentro de la matriz de generación de<br />
energía”, complementó.<br />
Además, según esta última investigación de DNV, el hidrógeno verde parece<br />
ser la tecnología a la que la mayor cantidad de compañías de energía apuntan<br />
para una mayor inversión en <strong>2022</strong>, seguida de la energía solar fotovoltaica, la<br />
energía eólica marina flotante y la captura y almacenamiento de carbono<br />
(CCS).<br />

Transelec presenta tecnología para el monitoreo<br />
inteligente de líneas de transmisión<br />
Transelec, empresa socia de <strong>ACERA</strong>, presentó Centinela, un<br />
dispositivo que permite un mejor control y monitoreo de las líneas<br />
eléctricas, recoge y transmite datos, lo que contribuye a optimizar las<br />
tareas de mantenimiento.<br />
La tecnología fue co-creada dentro del portafolio de innovación y<br />
transformación digital de la compañía en conjunto con la empresa<br />
LESS Industries (Polonia-Argentina), la que participó de un desafío de<br />
innovación abierto a startups al que invitó Transelec y que luego vio<br />
nacer a Centinela.<br />
El dispositivo se instala en las líneas eléctricas y se conecta a la nube a<br />
través de un sistema georreferenciado para recoger y transmitir datos<br />
sobre el estado de los cables conductores. Otro de los beneficios es<br />
que detecta oportunamente el corte o caída de un cable conductor,<br />
lo que permite acelerar su reparación.<br />
“Este proyecto viene a confirmar la importancia que Transelec le ha<br />
dado a la innovación en sus operaciones”, recalcó Tomás Riddel,<br />
PMO Digital de Transelec. Actualmente hay más de 200 Centinelas<br />
dispuestos en las líneas de Transelec, y dada la utilidad del dispositivo,<br />
la empresa ha decidido poner esta tecnología a disposición a la<br />
industria, para que otras compañías puedan implementar esta<br />
solución junto a LESS y así apoyar sus planes de mantenimiento y de<br />
seguridad en las líneas eléctricas.<br />

06.<br />
AES es reconocida como la empresa mejor<br />
pagadora de Pymes<br />
Según Ranking del cuarto trimestre de 2021 que realizó la Asociación<br />
de Emprendedores de Chile (Asech) y la Bolsa de Productos (BPC), la<br />
empresa socia de <strong>ACERA</strong>, AES Chile, fue reconocida como la<br />
empresa que mejor cumplió con el plazo de pago a sus proveedores,<br />
obteniendo 95,6 puntos, con lo que encabezó el ranking global y<br />
continuó liderando el sector energético.<br />
El objetivo del informe es elaborar y difundir información sobre los<br />
plazos de pago de las grandes empresas con sus proveedores Pymes,<br />
con la finalidad de incentivar un financiamiento sustentable e<br />
impulsar mayores certezas en los procesos de pago. Los criterios son<br />
el plazo de pago al proveedor, la facilidad en la confirmación de<br />
facturas, el comportamiento de pago según condiciones comerciales<br />
y los descuentos en las facturas por pagar.<br />
"Se trata de un sector de gran relevancia en el empleo del país y de las<br />
comunidades en que estamos presentes como compañía, por lo que<br />
hemos estrechado el contacto con nuestros proveedores, porque<br />
estamos seguros de que un desarrollo sustentable pasa también por<br />
una adecuada relación con ellos”, sostuvo Miriam Cabañas, gerenta<br />
de Transacciones Contables de AES Chile.<br />
El Ranking de Pagadores se suma a otros reconocimientos que la<br />
compañía ha recibido en materia laboral y social, siendo reconocida<br />
como una de las 10 mejores empresas para trabajar en el país y una<br />
de las 7 mejores empresas para mujeres, de acuerdo con el ranking<br />
Great Place To Work 2020.<br />

Bono verde ISA Interchile es reconocido<br />
como la mejor operación financiera<br />
sostenible de 2021<br />
La empresa de transmisión eléctrica ISA Interchile, socia de <strong>ACERA</strong>, fue<br />
distinguida por la prestigiosa publicación internacional LatinFinance en sus<br />
“Deals of the Year Awards 2021”, con el premio ESG Deal of the Year -o<br />
mejor operación financiera sostenible- por la emisión de su primer bono<br />
proyecto verde por un monto de USD 1.200 millones a un plazo de 35<br />
años.<br />
El instrumento emitido por ISA Interchile tiene como objetivo refinanciar<br />
los compromisos de deuda adquiridos durante la fase constructiva de la<br />
Línea de Transmisión 2×500 kV Cardones – Polpaico, infraestructura que<br />
abrió las puertas al Plan de Descarbonización de la matriz para contribuir<br />
a la mitigación del cambio climático.<br />
“Estamos muy contentos de recibir este prestigioso reconocimiento para<br />
nuestra compañía, ya que nos pone en un muy buen lugar dentro del<br />
mercado de capitales e inversionistas, destacando la confianza que<br />
generamos a nivel internacional en torno al desarrollo energético<br />
sostenible en Chile”, destacó Gabriel Melguizo, gerente general de ISA<br />
Interchile.<br />
Esta transacción se constituyó en la emisión más grande de bonos verdes<br />
de un proyecto en el sector eléctrico en Latinoamérica, obteniendo al<br />
mismo tiempo el costo de financiamiento más bajo en dólares de<br />
cualquier bono de proyecto corporativo en la región y siendo el de mayor<br />
plazo en dólares. La distinción obtenida por la empresa de energía debuta<br />
en esta edición de los premios LatinFinance y reconoce a la mejor<br />
operación financiera sostenible del año, asociada a criterios Ambientales,<br />
Sociales y de Gobernanza (ESG, por sus siglas en inglés).<br />

Víctor es chileno, soltero, cuenta con un MBA y es Ingeniero en Logística y Transportes y<br />
empresario. Cuenta que dentro de sus pasatiempos disfruta viajar, estudiar y hacer docencia<br />
en universidades.<br />
¿Por qué decidió orientar su carrera a la industria de la energía?<br />
Como empresarios, debemos tener la obligación de innovar cada día en nuestro país y<br />
orientar nuestros servicios y productos bajo un camino sostenible y responsable con el<br />
medio ambiente. Bajo este escenario, hemos estado ligados a proyectos de tendidos de<br />
líneas energizadas y fibra óptica para la industria de la energía, paralelamente siempre<br />
realizando estudios e innovando con nuevos productos. En estos últimos años hemos<br />
maximizado nuestros esfuerzos y decisión de quedarnos principalmente en las industrias<br />
eléctrica y minera, creando nuevos productos de fabricacion 100% chilena, con<br />
funcionamientos con energía limpia y renovable, que minimizan a 0% las emisiones de CO2<br />
y el impacto ambiental, asegurando el cumplimiento con el DS 43. Un ejemplo de esto, son<br />
nuestras torres fotovoltaicas de iluminación, comunicaciones y proyectos de energía<br />
renovable a nivel regional.<br />

En primer lugar, somos una empresa local, principalmente con sus fábricas y recursos en la<br />
Región Metropolitana, Antofagasta, Temuco y Puerto Montt. Nuestra principal fortaleza está<br />
en nuestros colaboradores, profesionales y líderes con talentos y know how, en donde<br />
ninguno es mejor que todos juntos. Esto hace que nuestra compañía tenga servicios y<br />
productos con características diferenciadoras, bajo una mirada de innovación, sustentable y<br />
sostenible, asegurando calidad, garantía, post venta y mejora continua. Todo lo anterior, se<br />
refuerza con Certificaciones ISO y la participación activa en la Red Pacto Global ONU y el<br />
cumplimiento de los ODS 2030.<br />
Víctor destaca que sus productos más conocidos son las Torres Móviles Fotovoltaicas, las<br />
que pueden ser de iluminación, comunicaciones, televigilancia, semáforos móviles, entre<br />
otros. Además, cuentan con una alta gama de representación de luminarias tecnológicas<br />
LED fotovoltaicas y de proyectos ejecutados como plantas fotovoltaicas y proyectos de<br />
energía solar para hogares.<br />
Respecto a novedades, nos comenta que uno de los grandes cambios para este <strong>2022</strong> es que<br />
gran parte de sus fabricaciones serán con funcionamiento remoto y contarán con una<br />
nueva gama de productos innovadores ligados a mantener la continuidad de las<br />
operaciones y cuidado de activos de las empresas.<br />
Sobre los proyectos actuales, destaca el que se está ejecutando en las ciudades de Iquique,<br />
Pozo Almonte, Victoria, donde desde la S/E Eléctrica Victoria se encuentran tendiendo las<br />
líneas energizadas y OPGW desde el marco de línea hacia la minera Teck QB2, con<br />
maquinarias y suministros de funcionamiento limpio y renovable.<br />
Asimismo, están implementando equipos de iluminaciones LED Fotovoltaicos en los<br />
equipos de Carguíos (Palas Eléctricas e Hidráulicas) para las mineras Anglo American, Lomas<br />
Bayas, Sierra Gorda, entre otras.<br />
¿Por qué recomendaría ser socio de <strong>ACERA</strong>?<br />
A pesar del poco tiempo que somos parte de <strong>ACERA</strong>, hemos participado activamente en<br />
varios de los comités. En dichas reuniones, se aborda de forma muy profesional los temas<br />
técnicos, donde existe un gran conocimiento y relación con autoridades, lo que permite que<br />
todos los socios y profesionales pueden hacer posible la toma de acciones concretas y<br />
eficaces.<br />
Ser socio de <strong>ACERA</strong>, es ser parte de una gran organización que genera cambios, que, sin<br />
duda, es uno de los Objetivos de Desarrollo Sostenible Nº17 “Alianzas para lograr Objetivos”.

Christian es chileno, está casado y tiene tres hijas. Es Ingeniero Civil Industrial con<br />
mención en Química de la Pontificia Universidad Católica de Chile. Cuenta con un<br />
MBA del Massachusetts Institute of Technology, MIT (mención finanzas) y ha<br />
realizado cursos de perfeccionamiento en tributación chilena y en cambio climático<br />
y política energética. Dentro de sus pasatiempos se encuentra el canto lírico, el<br />
aeromodelismo y la bicicleta de montaña.<br />
¿Por qué decidió orientar su carrera a la industria de la energía?<br />
Mi llegada al área energía se produjo de manera indirecta en el 2003, cuando entré a Arauco<br />
Generación (hoy Arauco Bioenergía). Tomé la jefatura de operaciones y surgió la posibilidad<br />
de desarrollar el negocio de los bonos de carbono asociado al registro de proyectos de<br />
cogeneración, a partir de biomasa renovable bajo el Mecanismo de Desarrollo Limpio del<br />
Protocolo de Kioto.<br />
Tras varias experiencias fallidas con consultores nacionales e internacionales, decidí sacar<br />
adelante yo mismo esta nueva área de negocio, así que desarrollé todas las etapas, desde la<br />
metodología de línea base hasta la venta de los créditos en el mercado internacional. Esto<br />
me acercó muchísimo al mundo de la energía y a medida en que fui profundizando mis<br />
conocimientos en cambio climático, me di cuenta la gran incidencia que tiene la industria<br />
de la energía en este problema. Esto me ha motivado hasta el día de hoy a seguir<br />
desarrollando proyectos en esta industria.<br />
¿Qué elementos caracterizan y/o diferencian a su empresa?<br />

El principal factor diferenciador de nuestra empresa es su foco: el desarrollo de medios<br />
habilitantes que contribuyen a solucionar el problema del cambio climático de manera<br />
concreta. Por ejemplo, participamos en foros a través de los cuales contribuimos al<br />
desarrollo de la política climática nacional. Asesoramos a las autoridades nacionales en el<br />
desarrollo de herramientas de política climática como es el caso del Sistema de<br />
Compensaciones del Impuesto Verde en Chile. En el sector privado, prestamos asesorías<br />
orientadas a desarrollar proyectos de reducción de emisiones de gases de efecto<br />
invernadero certificados bajo estándares internacionales reconocidos. Estas certificaciones<br />
permiten viabilizar proyectos que de otra manera no se materializarían o se materializarían<br />
de manera más lenta. Actualmente no conocemos ninguna otra empresa a nivel nacional<br />
que tenga este foco y, sobre todo, la experiencia en esta materia.<br />
Sobre las novedades o cambios de la empresa, Christian destaca las asesorías a algunas de<br />
las principales generadoras a nivel nacional en el desarrollo de su portafolio de nuevos<br />
proyectos de energías renovables, como proyectos de reducción de emisiones de gases de<br />
efecto invernadero certificados, lo que contribuirá de manera concreta a una mayor<br />
penetración de las energías renovables en el sistema, a mejorar su estabilidad y al<br />
cumplimiento de las metas climáticas comprometidas bajo el Acuerdo de París.<br />
“Como estas asesorías involucran nuevos desarrollos metodológicos en estándares<br />
internacionales, el impacto en mitigación es internacional. Por ejemplo, previo a la<br />
fundación de StratCarbon, nuestra contribución al desarrollo de la metodología consolidada<br />
para proyectos de generación con biomasa en el MDL se ha traducido a la fecha en la<br />
reducción de aproximadamente 19 millones de toneladas de CO2 a nivel internacional. Eso<br />
equivale al 17% de las emisiones brutas de Chile en un año”, agrega.<br />
¿Por qué recomendaría ser socio de <strong>ACERA</strong>?<br />
Básicamente por la cantidad y calidad de socios con los que <strong>ACERA</strong> cuenta actualmente.<br />
Están las principales empresas generadoras, pero también generadoras más pequeñas y una<br />
gran cantidad de proveedores de servicios complementarios con los que es interesante<br />
relacionarse. Por otro lado, la asociación brinda un servicio muy dedicado y solícito, lo cual<br />
potencia significativamente las posibilidades de darse a conocer y desarrollar nuevas<br />
posibilidades de negocio entre sus miembros.

El seminario contó con la participación de la Comisión<br />
Nacional de Energía, el Coordinador Eléctrico Nacional,<br />
distintos analistas y especialistas del sector energía.<br />
Con el fin de aportar a la discusión y gestión de la actual estrechez energética<br />
por la que atraviesa el país, <strong>ACERA</strong> realizó el Seminario “Perspectivas de<br />
Abastecimiento Eléctrico y Riesgo de Racionamiento” que buscó dar pie a<br />
una discusión amplia en torno a cuáles serán las medidas que surgen desde los<br />
agentes del sector eléctrico, tanto empresas generadoras como consumidores,<br />
que pueden ser incorporadas en el corto, mediano y largo plazo, para hacer<br />
frente a escenarios en donde el aporte del parque hidroeléctrico sea menor<br />
año a año, además de la salida planificada del carbón y mientras se desarrolla la<br />
infraestructura necesaria para la transición energética.<br />
El conversatorio comenzó con las palabras de bienvenida del Presidente de<br />
<strong>ACERA</strong>, José Ignacio Escobar quien enfatizó que “entre todos tenemos que<br />
cuidar el proceso de transición energética en el cual Chile está empeñado,<br />
pues un racionamiento eléctrico puede resultar en un retroceso para la<br />
anhelada descarbonización del país”, y continuó con la presentación del<br />
Secretario Ejecutivo de la Comisión Nacional de Energía, José Venegas,<br />
quien expuso sobre la Situación de Abastecimiento en el Sistema Eléctrico.<br />
Posteriormente, el ejecutivo de la CNE se sumó al primer panel de<br />
conversación titulado “Escenarios de Suministro, Riesgo de Racionamiento<br />
y Medidas de Manejo Preventivo”, que además contó con la participación de<br />
Ernesto Huber, Gerente de Operación CEN, Javier Bustos, Director Ejecutivo<br />
ACENOR, Daniel Salazar, Director Consultora energiE, Andrés Romero,<br />
Valgesta, Carl Weber, Gerente General de Hidromaule y la moderación por<br />
parte del ex Director Ejecutivo de <strong>ACERA</strong>, Carlos Finat.<br />
El seminario además contó con un segundo panel sobre “Aspectos<br />
Regulatorios y Jurídicos de un Racionamiento Eléctrico” en el que<br />

Located 18 km from Tocopilla, the Tamaya solar plant is the first<br />
of its kind in the commune. The park, which obtained the<br />
Declaration of Commercial Operation (COD) from the National<br />
Electricity Coordinator in February, has 298,980 photovoltaic<br />
panels that allow it to have an installed capacity of 114 MWac,<br />
which is equivalent to avoiding the emission of about 210,100<br />
tons of CO2.<br />
This farm is part of the portfolio of renewable projects for 2,000<br />
MW that ENGIE announced during April 2021 as part of the<br />
transformation plan, and which includes projects such as the<br />
Capricornio (Antofagasta), Coya (María Elena), and the Calama<br />
wind farm, which is 100% operational, and which together add up<br />
to nearly 560 MW.<br />
"We are proud to announce that the Tamaya Solar Park, which is<br />
part of our ambitious 2 GW transformation plan, is 100%<br />
operational and will allow us to meet the growing energy<br />
consumption in a reliable and safe way, through the use of clean<br />

In August 2021, the Ministry of Energy published the Preventive Rationing Decree, which contained measures<br />
related to the acceleration of the connection of advanced projects, acceleration of the connection of PMGD<br />
and self-dispatch of small-scale generation means, among others. The decree was amended in January <strong>2022</strong>,<br />
extending the period of validity and incorporating a new measure for the management and financing charged<br />
to generators with withdrawals of extraordinary emergency diesel infrastructure that may be required in<br />
months of higher supply risk.<br />
<strong>ACERA</strong>, during the same month of August 2021, proposed in a letter to the Ministry of Energy a series of short,<br />
medium and long term measures. Proposals that were reiterated last January to both the Ministry and the<br />
CNE. Among these measures, we highlight the following:<br />
a. Extraordinary measures to accelerate the entry into operation of more NCRE generation plants, both<br />
large-scale as well as PMGD.<br />
b. Implement enabling technologies that allow a more efficient use of the transmission system, such as<br />
automatisms.<br />
c. Encourage the participation of NCRE and demand in the provision of complementary services in order<br />
to reduce the constraints on the thermal and hydroelectric park.<br />
d. Demand management by customers, allowing demand reductions or transfers according to incentives<br />
by hourly blocks and price signals.<br />
e. Set up a working group among all stakeholders to monitor the situation and thus be able to anticipate<br />
potential problems.<br />
There is no doubt that electricity rationing is a risk with catastrophic consequences, because it affects the<br />
families of our country, preventing them from having the necessary energy to meet their basic needs. It is also<br />
serious for our economy because it decreases the capacity for growth and job production. And it is dangerous<br />
for the sector, because it would delay the energy transition process that has cost so much to promote and<br />
that now more than ever we need to consolidate in order to face the climate crisis. It also calls into question<br />
the capacities of the current institutions to manage this risk, which <strong>ACERA</strong> expects to become permanent,<br />
year after year.<br />
The National Energy Commission has welcomed the concern of the diesel suppliers to provide itself with an<br />
extraordinary infrastructure required by the demands imposed by the time of tightness. It has been presented<br />
as a necessary energy infrastructure that is a national responsibility. From the renewable industry, however, we<br />
state that the cost of this extraordinary infrastructure, as well as the inflexible gas chapter, is a private problem<br />
that has no justification to be socialized with the rest of the market agents, even less when the cost of this<br />
measure is not clear for those who will have to pay for it.<br />
We are also concerned that this solution finances a fossil logic construction when the country's commitments<br />
clearly go in the opposite direction and efforts are being made to abandon these energies. In this sense, we<br />
highlight the importance of the role, leadership and transparency of the National Electric Coordinator, which<br />
was created from Law No. 20,936 of 2016 and whose current institutionality was the result of a broad<br />
discussion motivated by a profound reform to the transmission segment.<br />
All the changes that the CEN has experienced to date have introduced high levels of complexity to both the<br />
operation of the system and the electricity market and, therefore, more than 5 years after its creation, it<br />
becomes prudent to discuss whether the institutional framework of the sector, and in particular of the<br />
National Electric Coordinator, is adequate to face the challenges of the coming years. The institutional<br />
framework must provide guarantees to all stakeholders that the decisions taken are always aimed at pursuing<br />
the common good. This becomes essential in times of change and uncertainty such as the ones we are living<br />
through.<br />
The energy transition process must be attended to and safeguarded by all, even in times of crisis. And for this<br />
purpose, a delay in the decarbonization program and the application of measures that revive the use of fossil<br />
fuels, not just now, but over the coming years, is what calls us as an Association to look carefully at this<br />
process and discuss contributions to ensure proper management of the energy shortage, with safe,<br />
economic measures, but also without negative impacts on emissions in the electricity sector.<br />

Insights Report<br />
DNV, <strong>ACERA</strong>'s partner company, has just launched the Energy Industry Insights<br />
<strong>2022</strong> report, entitled “The Power of Optimism: Managing scale and complexity<br />
as the energy transition accelerates”, with the participation of <strong>ACERA</strong>'s<br />
Executive Director, Ana Lía Rojas.<br />
The research is based on DNV's annual survey of more than thousand senior<br />
energy professionals, and in-depth interviews with leaders and experts<br />
conducted during December 2021 and January <strong>2022</strong>. The report highlights that<br />
74% of the energy industry is confident of growth, but the timing of the<br />
transition remains a major challenge in terms of matching the reduction of<br />
fossil fuels with the rise of clean energy.<br />
"We need transmission systems that are built in the right places and at the right<br />
speed. We are very concerned that the speed at which these systems are being<br />
built is very slow relative to the pace of investment and construction of new<br />
renewable energy capacity," said <strong>ACERA</strong> Executive Director Ana Lía Rojas for<br />
this report. "You might be tempted to conclude that we are moving very quickly<br />
in terms of adding renewables to the grid at the rate of demand growth,<br />
averaging around 6 to 7% per year. But this is only replacing hydroelectric<br />
generation, which has been falling for 10 years because of droughts. Coal<br />
remains at 35%, despite the fact that we have increased NCRE to 37% within the<br />
power generation matrix," she added.<br />
In addition, according to this latest DNV research, green hydrogen appears to<br />
be the technology that most energy companies are targeting for major<br />
investment by <strong>2022</strong>, followed by solar PV, floating offshore wind and carbon<br />
capture and storage (CCS).<br />

Transelec introduces technology for<br />
intelligent monitoring of transmission<br />
lines<br />
Transelec, <strong>ACERA</strong>'s member company, presented Centinela, a device<br />
that allows better control and monitoring of power lines, collects and<br />
transmits data, which helps to optimize maintenance tasks.<br />
The technology was co-created within the company's innovation and<br />
digital transformation portfolio in conjunction with the company LESS<br />
Industries (Poland-Argentina), which participated in an innovation<br />
challenge open to startups invited by Transelec and which later saw<br />

The device is installed on power lines and connects to the cloud<br />
through a geo-referenced system to collect and transmit data on the<br />
state of the conductor cables. Another benefit is that it detects in a<br />
timely manner the cut or fall of a conductor cable, which makes it<br />
possible to speed up its repair.<br />
"This project confirms the importance that Transelec has given to<br />
innovation in its operations," said Tomás Riddel, Transelec's Digital<br />
PMO. There are currently more than 200 Sentinels installed in<br />
Transelec's lines, and given the usefulness of the device, the company<br />
has decided to make this technology available to the industry, so that<br />
other companies can implement this solution together with LESS and<br />
thus support their maintenance and safety plans in power lines.<br />

AES is recognized as the best payer for<br />
SMEs<br />
According to the Ranking of the fourth quarter of 2021 conducted by the<br />
Chilean Association of Entrepreneurs (Asech) and Bolsa de Productos (BPC),<br />
<strong>ACERA</strong>'s member company, AES Chile was recognized as the company that<br />
best complied with the payment term to its suppliers, obtaining 95.6 points,<br />
thus topping the overall ranking and continuing to lead the energy sector.<br />
The purpose of the report is to prepare and disseminate information on the<br />
payment terms of large companies with their SME suppliers, in order to<br />
encourage sustainable financing and promote greater certainty in the payment<br />
process. The criteria are supplier payment terms, ease of invoice confirmation,<br />
payment behavior according to commercial conditions and discounts on<br />
invoices payable.<br />
"This is a sector of great relevance for employment in the country and in the<br />
communities where we are present as a company, so we have strengthened<br />
our contact with our suppliers, because we are sure that sustainable<br />
development also depends on an adequate relationship with them", said<br />
Miriam Cabañas, manager of Accounting Transactions of AES Chile.<br />
The Pagadores Ranking is added to other recognitions that the company has<br />
received in labor and social matters, being recognized as one of the 10 best<br />
companies to work for in the country and one of the 7 best companies for<br />
women, according to the Great Place To Work 2020 ranking.<br />

ISA Interchile green bond recognized as<br />
the best sustainable financial operation<br />
of 2021<br />
The electricity transmission company ISA Interchile, a member of<br />
<strong>ACERA</strong>, was distinguished by the prestigious international publication<br />
LatinFinance in its "Deals of the Year Awards 2021", with the ESG Deal<br />
of the Year award -or best sustainable financial operation- for the<br />
issuance of its first green project bond in the amount of USD 1.2 billion<br />
for a term of 35 years.<br />
The purpose of the instrument issued by ISA Interchile is to refinance<br />
the debt commitments acquired during the construction phase of the<br />
2×500 kV Cardones - Polpaico Transmission Line, infrastructure that<br />
opened the doors to the Decarbonization Plan of the matrix to<br />
contribute to the mitigation of climate change.<br />
"We are very pleased to receive this prestigious recognition for our<br />
company, as it puts us in a very good place in the capital market and<br />
investors, highlighting the confidence we generate internationally<br />
around sustainable energy development in Chile," said Gabriel<br />
Melguizo, general manager of ISA Interchile.<br />
This transaction was the largest green bond issuance of a project in<br />
the electricity sector in Latin America, obtaining at the same time the<br />
lowest financing cost in dollars of any corporate project bond in the<br />
region and being the longest term in dollars. The distinction obtained<br />
by the energy company debuts in this edition of the LatinFinance<br />
awards and recognizes the best sustainable financial operation of the<br />
year, associated with Environmental, Social and Governance (ESG)<br />

Victor is Chilean, single, is a Logistics and Transportation Engineer and<br />
entrepreneur. He says that among his hobbies he enjoys traveling, studying and<br />
teaching at universities.<br />
Why did you decide to focus your career on the energy industry?<br />
As businessmen, we must have the obligation to innovate every day in our country and<br />
guide our services and products every day under a sustainable and environmentally<br />
responsible path. Under this scenario, we have been linked to projects of power lines and<br />
fiber optics for the energy industry, while always conducting studies and innovating with<br />
new products. Therefore, in recent years we have maximized our efforts and decision to<br />
stay mainly in the electrical and mining industries, creating new products of 100% Chilean<br />
manufacture, with operations with clean and renewable energy, which minimize to 0%<br />
CO2 emissions and environmental impact, ensuring compliance with the DS 43. An<br />
example of this, are our photovoltaic towers for lighting, communications and renewable<br />
energy projects at regional level.<br />

First of all, we are a local company, mainly with its factories and resources in the<br />
Metropolitan Region, Antofagasta, Temuco and Puerto Montt. Our main strength is in our<br />
collaborators, professionals and leaders with talents and know-how, where none is better<br />
than all together. This makes our company have services and products with differentiating<br />
characteristics, under a sustainable and innovative look, ensuring quality, warranty, after<br />
sales and continuous improvement. All of the above is reinforced with ISO Certifications<br />
and active participation in the UN Global Compact Network and compliance with the 2030<br />
SDGs.<br />
Victor emphasizes that its best-known products are its Mobile Photovoltaic Towers, which<br />
can be used for lighting, communications, remote surveillance, mobile traffic lights, among<br />
others. Also, they have a wide range of photovoltaic LED technological luminaires, as well<br />
as projects executed as photovoltaic plants and solar energy projects for homes.<br />
Regarding the news or changes, Victor says that one of the big changes for this <strong>2022</strong> is that<br />
much of their manufacturing will be with remote operation and will have a new range of<br />
innovative products linked to maintaining continuity of operations and care of assets of the<br />
companies.<br />
Regarding the current projects, highlights the one being executed in the cities of Iquique,<br />
Pozo Almonte, Victoria, where from the S/E Eléctrica Victoria they are laying the energized<br />
lines and OPGW from the line frame to the Teck QB2 mining company, with machinery<br />
and supplies of clean and renewable operation.<br />
They are also implementing photovoltaic LED lighting equipment in the loading equipment<br />
(electric and hydraulic shovels) for the mining companies Anglo American, Lomas Bayas,<br />
Sierra Gorda, among others.<br />
Why would you recommend <strong>ACERA</strong> membership?<br />
Despite the short time we have been part of <strong>ACERA</strong>, we have actively participated in several<br />
of the committees. In these meetings, technical issues are addressed in a very professional<br />
manner, where there is a great knowledge and relationship with authorities, which allows<br />
partners and professionals to make it possible to take concrete and effective actions.<br />
Being a member of <strong>ACERA</strong>, is to be part of a great organization that generates changes,<br />
which is undoubtedly one of the Sustainable Development Goals No. 17 "Partnerships to<br />
Achieve Goals".

Christian is Chilean, married and has three daughters. He is a Civil Industrial<br />
Engineer with a major in Chemistry from the Pontificia Universidad Católica de<br />
Chile. He has an MBA from the Massachusetts Institute of Technology, MIT (mention<br />
in finance) and has taken advanced courses in Chilean taxation and climate change<br />
and energy policy. Among his hobbies is lyrical singing, aeromodelism and<br />
mountain biking.<br />
Why did you decide to focus your career on the energy industry?<br />
I entered the energy area indirectly in 2003, when I joined Arauco Generación (today<br />
Arauco Bioenergía). I became head of operations and the possibility of developing the<br />
business of carbon credits associated with the registration of cogeneration projects from<br />
renewable biomass under the Clean Development Mechanism of the Kyoto Protocol<br />
arose.<br />
After several unsuccessful experiences with national and international consultants, I<br />
decided to take this new business area forward myself, so I developed all stages, from the<br />
baseline methodology to the sale of credits in the international market. This brought me<br />
very close to the world of energy and as I deepened my knowledge of climate change, I<br />
realized the great impact that the energy industry has on this problem. This has motivated<br />
me to this day to continue developing projects in this industry.<br />

The main differentiating factor of our company is its focus: the development of enabling<br />
tools that contribute to solving the problem of climate change in a concrete way. For<br />
example, we participate in forums through which we contribute to the development of<br />
national climate policy. We advise national authorities on the development of climate<br />
policy tools such as the Green Tax Offset System in Chile. In the private sector, we provide<br />
advisory services aimed at developing greenhouse gas emission reduction projects<br />
certified under recognized international standards. These certifications make projects<br />
feasible that otherwise would not materialize or would materialize more slowly. Currently,<br />
we are not aware of any other company in the country that has this focus and, above all,<br />
the experience in this area.<br />
Regarding the company's novelties or changes, Christian highlights the advisory services to<br />
some of the main generators at national level in the development of their portfolio of new<br />
renewable energy projects as certified greenhouse gas emission reduction projects, which<br />
will contribute in a concrete way to a greater penetration of renewable energies in the<br />
system, to improve the stability and to the fulfillment of the climate goals committed under<br />
the Paris Agreement.<br />
"As these consultancies involve new methodological developments in international<br />
standards, the impact on mitigation is international. For example, prior to the founding of<br />
StratCarbon, our contribution to the development of the consolidated methodology for<br />
biomass generation projects in the CDM has resulted to date in the reduction of<br />
approximately 19 million tons of CO2 internationally. That is equivalent to 17% of Chile's<br />
gross emissions in one year," he adds.<br />
Why would you recommend <strong>ACERA</strong> membership?<br />
Basically because of the quantity and quality of partners that <strong>ACERA</strong> currently has. There<br />
are the main generating companies, but also smaller generators and a large number of<br />
complementary service providers with whom it is interesting to interact. On the other hand,<br />
the association provides a very dedicated and attentive service, which significantly<br />
enhances the possibilities of becoming known and developing new business opportunities<br />
among its members.

The seminar was attended by the National Energy Commission,<br />
the National Electricity Coordinator, various analysts and<br />
specialists in the energy sector.<br />

In order to contribute to the discussion and management of the current<br />
energy shortage that the country is going through, <strong>ACERA</strong> held the Seminar<br />
"Perspectives of Electricity Supply and Risk of Rationing", which sought<br />
to give rise to a broad discussion on the measures that arise from the agents<br />
of the electricity sector, both generating companies and consumers, that can<br />
be incorporated in the short, medium and long term, to face scenarios in<br />
which the contribution of the hydroelectric park is lower year by year, in<br />
addition to the planned exit of coal and while the necessary infrastructure for<br />
the energy transition is being developed.<br />
The Seminar began with welcoming remarks by the President of <strong>ACERA</strong>,<br />
José Ignacio Escobar, who emphasized that "we all have to take care of the<br />
energy transition process in which Chile is engaged, since electricity rationing<br />
may result in a setback on the longed-for decarbonization of the country" and<br />
continued with a presentation by the Executive Secretary of the National<br />
Energy Commission, José Venegas, who spoke about the Supply Situation<br />
in the Electricity System.<br />
After the presentation, the CNE executive joined the first panel discussion<br />
entitled "Supply Scenarios, Risk of Rationing and Preventive Management<br />
Measures", which also included the participation of Ernesto Huber, CEN<br />
Operation Manager, Javier Bustos, Executive Director ACENOR, Daniel<br />
