FOREWORD
El Salvador is an ideal space for the expansion of initiatives that find in sustainability the way towards development.
Those who bet on Land kindness, the landscape and the people will be the ones who succeed in making the wellbeing
a permanent condition in the future.
In Banco Agrícola we have always accompanied and recognized the effort and the industriousness of the Salvadoran
people, and in this edition of the Programa de Fomento Cultural, we present "El Salvador: a commitment towards
sustainability". We have gathered the efforts of entrepreneurs, communitarian associations, companies and institutions
that have succeed at setting in place sustainable development projects of great impact on the quality of life of
families, communities and their surroundings.
These efforts have managed to establish a relation between productive sectors, land, tradition, innovation and the
modernization, so that the improvement of the quality of human life, conservation of the nature, culture, tradition and
history are in the center of the economic development, to guarantee natural resources for our future generations.
Their experiences activate different processes: transference of knowledge, fair commerce, technological innovation,
conservation of the original surroundings and the use of each actor and surroundings own resources. These experiences
come from the very bottom, from the daily life of each actor, from their communities, from the entrepreneurs’
projection, from those who imagine, activate, and create safe and fair spaces to live.
Development is only sustainable when it dignifies and respects each of its actors: human beings and nature. The
experiences we have found in El Salvador have reached to consolidate new human and working relationships, in
which the links of trust are strengthen, leading into a more horizontal commerce relationships. This demonstrate that
it is possible, from this perspective, to stablish and execute a business model that will have a positive impact in the
families, the society, and the nation.
Banco Agrícola bets to impel models based on sustainable development principles, because they promote
horizontal relationships, they keep on with traditions, they enhance material renewal, techniques, spaces, and social
exchanges all while preserving the environment.
In the future we hope that human and economical capital will know how to live together to provide more human
development, productivity and to preserve the surroundings, so we can finally see a nation with ideas, projections,
and tangible transformations. A nation that will assure future generations will be able to live in sustainability, inspiring
inside them the desire to take advantage of their talent to keep on with the procedures aiming harmony with nature.
This book presents the efforts that day after day improve the conditions of the surroundings in which we live thanks to
Salvadoran entrepreneurs everywhere in the country. As they create in the balance between human life, development
and natural resources, thus in Banco Agrícola we think of the importance of recognizing and honoring any of these
exemplary initiatives that aim to inherit a better place to live.
introducción
INTRODUCTION
In such a small territory, its vast natural wealth and historical drive of its people confirm that a
sustainable future is possible, as long as nature, culture, science, technique and economy find a
way by common good.
We have found through hills, cities and coast, women and men strongly committed with the
preservation of natural resources for the present and the future, transforming their lives, their
communities, their commercial dynamics, their traditions, their identities and their surroundings.
Lately, sustainability has become a model of development and economic impact. It has also
changed the patterns of labor and cultural behavior in different countries. The development is
sustainable solely when it guarantees a dignified life for all: businessperson, innovators, entrepreneurs,
workers and their families, when it generates horizontal businesses and fair commerce and when
it satisfies the needs without jeopardizing natural resources for future generations.
Dozens of experiences held in El Salvador trust in the rules that promote sustainable development,
in which human talent and the necessary goods to produce wealth cohabitate to preserve natural
resources, to maintain culture, economic dynamics and technology development.
To protect natural resources is also to protect human resources: creating an ascending scale effect
that influences everyday life transforming not only family ties but also great social structures. The cases
gathered in this book have protected their communities from unemployment, violence, exploitation
and loss of hope. Creating spaces that cherish trust, respect and solidarity, sense of belonging and
pride of their identity.
The main changes towards sustainability are those that understand that dynamics of development
translate into an economical point of view that does not exploit nor plunder the environment. The
environment’s own elements, have been historically present as source of work, feeding and landscape,
they are the main raw material of sustainability in El Salvador. This book shows how women and men
gather the resources of their land to turn them into innovative products of consumption, respectful of
tradition.
The goals that motivate the efforts of hundreds of Salvadorans are to preserve natural resources,
to generate a commerce based on suitable working conditions and wages, under the rule of fair
commerce, and to guarantee a dignified life.
Sustainable development is a topic international debate, of great importance before imminent
processes such as climatic change. Since the beginning of the millennium, the United Nations has
raised sustainable development as one of its main objectives, because guaranteeing the environment
protection leads to the construction of fair, equal and equitable societies, generators of well-being.
In the last Fifteen years, different initiatives have found in sustainable development the key to their
potentiality. From the communities to the cooperatives, from the small producers to the institutions
and the private companies, all of them center their objectives in development; they make an effort
to focus in improving the productivity based on a coexistence generated by ties of cooperation and
respect. In these experiences we can glimpse the transformation of the structures to reach, under
its own shades, the objectives that all the countries search for through the agenda of world-wide
sustainable development, aiming to reduce inequalities, and to establish gender equality, quality
education, clean energy, among others.
Long before the implementation of sustainable development, diverse experiences in El Salvador have
searched to maintain themselves through time and to make of their cultural legacies, spaces of human
and productive development. Vivid example are the artisan towns of the Izalcos, in Sonsonate, San
Sebastián, in San Vicente and La Palma, in Chalatenango, in which transference of knowledge and
techniques has managed to financially support several generations of craftsmen. In addition, in the
18 19
decade of 1970 and before the historical transformations, new forms of organization were explored,
that would allow the traditional economy model of the agrarian structure to extend its benefits to the
life of the workers.
The key to sustainability, in an ideal state, is development as its center: connecting different points
that activate and create an interconnection between different areas. For example, food sustainability
directly affects in the conservation of environment, so this preserved landscape becomes a scene that
generates tourism that will also have an impact in local economies.
These in salvadoran case it has been established that job opportunity have already understood that
gender equality is the driving force of development, and equitable wages dignifies the historic roles
of women, fortifying their dignity and self-esteem. This turning point in traditional female roll not only
enables women with economic independence, but also turns them into empowered and autonomous
workers, transforming cohabitation in their household: their children will grow up under equity, respect,
self-esteem, empathy and cooperation.
The most developed experiences even manage to reach childhood, because they address part of
its benefits to the education and the investigation of techniques, science and culture. As a tendency,
the construction or improvement of schools is one of the repeated benefits in each successful project,
and are indeed successful because, beyond the economic yields, they have an impact in the lives
of the future.
However, other efforts aim with greater emphasis towards the conservation of the environment. A
postcard landscape that becomes a productive space. In the last years, the enterprise and productive
glance has explored the generation of clean energies from natural resources or industrial waste to
maintain the ecological balance. The landscape and its kindness are immeasurable, so that the
production of clean energies interrelate with tourism, food sustainability and environmental preservation
in a circular and reciprocal form.
In this book we have gathered these experiences in four great subjects: artisan development,
sustainable tourism and conservation, food sustainability and clean energies; each one intrinsically
related between them producing dynamics going on simultaneously. This way we present these
projects, which by their functionality and continuity have become execution models.
memoria, identidad y futuro
MEMORY, INDENTITY AND FUTURE
Telar de dos marcos.
Two-frames loom.
22 23
The sustainable development through handicraft is a business model of local, national and international economic impact,
which modifies the life of the communities towards the recognition and the pride of their identities and their traditions. In
the last years, the artisan work has received an innovating approach through projects that protect the tradition, rescuing
techniques and creating new ways of expression. The memory becomes the patrimony, transforming an artisan into an
entrepreneur.
Each case presented in this book, shows that sustainability is possible due to three foundations: the use of the region own
resources, respect for the environment, and fair commerce, this last one has impelled the most important transformations
in social fabric of communities, because it emotionally hits in the families of artisans and economically empowers women.
Thus handicraft production is a great beauty tradition. We need to see artisans and environment with great respect. Because
the artisan holds knowledge and plays it at the service of development, and environment, for providing raw materials..
Designers and entrepreneurs have united their efforts, knowledge and technological skills to find ways that maintain artisanal
production a leading-edge product in market competitiveness.
This way, different techniques and materials have been rescued in El Salvador, such as the loom, in disuse since 1960; the
indigo, dye of colonial inheritance in disuse by the production of the synthetic colors; specific weave techniques in tule,
used fundamentally in the XIX century; the use of the fruit of morro tree has been reactivated, beyond its utilitarian vocation;
and flowers and fruits have been used to create unique and collectable pieces. La Palma is an historical example of
sustainability, memory and identity, because of the art of Fernando Llort, whom created a national identity of visual culture
that has had great impact in the economy of the locality. Similar experiences are potentially replicable in all the country.
The sustainable development through handicraft promises to be one of the greater experiences of sustainability, since it
recovers memory and nature, applies new technologies and reactivates the productive and social fabric.
San Sebastián, in San Vicente, is a long lasting sustainability model, in which the economy and
the local work depend to a great extent on the production of textiles. It is an example of the
convergence of memory and technology for sustainable development.
During at least two centuries the heddle loom was one of colonial techniques of greater textile
production in El Salvador. Towards the decade of 1960, it was marginalized of the production
by the maquila industry that introduced another model of production that exceeded the
possibilities of the local craftsmen. Nevertheless, San Sebastián has managed to maintain an
uninterrupted production that keeps the population economically active.
Another example is the waist looms in Panchimalco that keeps the tradition alive through the
teaching of this technique.
Craftspeople from Santiago Texacuangos have managed to
reactivate the double heddle loom; in addition they adapted it
for portable use in Tejiendo Esperanza (Weaving hope), Santiago
Texacuangos, and Olas de Esperanzas (Waves of hope), in the La
Libertad port. Based on the original traditional loom design, they
created models of smaller size that allow weavers to create, from
home, their jewelry or clothing. This is also an innovation, since
traditionally only men used looms.
The recovery of tradition for the technical rescue and support of
innovation has created production chains in which the craftsmen
preserve memory and protect the environmental future while they
work under more fair schedules and wages.
Each woman and each man involved in these projects generate
a greater entrance than the national minimum wage, a new
experience in relation to craftmanship.
Tejiendo Esperanzas has combined the use of cotton thread
with copper thread, discarded from coils of electricity measurers
provided by the Delsur Electricity Company. This innovation in
materials follows the rules of sustainable development, as a form to
protect environment from pollution caused by copper. The reused
thread has given great beauty to the experience of weaving and
transforms handicrafts into unique and precious objects, all of
identidad nacional.
A historically recognized model of sustainable development
through handicraft happens in La Palma, Chalatenango. For
more than forty years, conacaste seed and wood production
have maintained the local productivity, it has even equipped
it's craftspeople with an identity that inspires them, and to which
they identify.
In the decade of 1960, the young painter Fernando Llort
developed a small model of artisan creation, based on the
seed of conacaste, a specific tree of the region. In each
seed he painted everyday scenes with his own and unique
iconography. Llort taught to the residents of La Palma to paint, to
draw, and to reinterpret the forms of the landscape surrounding
them and to take advantage of the available natural resources.
Other painters and craftspeople arose from that project; it then
became the main economical income of many La Palma
families, which solely depended on the artisan production.
Over the years, the llortian crafts have constituted the main
cultural patrimony of La Palma, it has innovated the wood
painting and has entered in stained glass, mural, ceramics,
fabric and accessories, being currently known as reference of
national identity.
IN THE HEART OF THE LANDSCAPE
The landscape opens and shows new edges of development for our nation: a spectrum
of minimum and harmonious natural universes that can find in sustainable tourism a
way to generate models of business and ways of life that can positively affect through
generations.
As an essential tourism scene, the landscape concerns researchers and entrepreneurs,
as they aim to generate development without affecting the ecosystems; that the tourism
do not prevail to the community nor in the spaces of their daily life, its beauty and its
resources; and that the experience promotes the conservation of the inherent natural
privileges.
Our topography allows that in such a small territory multiple scenes exist to project
sustainable tourism. With a closer look, we can contemplate the whole country as a
space of possibilities: rivers and beaches, lakes and lagoons, mountains and volcanos,
lagoons that are volcanic craters as well, towns that protect century-old traditions. This live
landscape is able to generate an economic impact in local development.
The last studies on tourism in Central America have demonstrated that the key to activate
this economic heading is to set sustainability methods, so that the consumption of tourism
activities generates an income to preserve natural resources. Tourism and preservation
are in closely related, indeed, since a conserved landscape is an attractive space to
travel, to contemplate, to consume and to invest in.
The heart of natural wealth is a propitious space for economic, technological, cultural and
human development. The last generations of entrepreneurs, economists, and ecologists
conclude that tourism can have a positive impact in the communities solely if looks for the
balance between consumption of goods and experiences.
In El Salvador, the initiatives of sustainable tourism are emerging; this is why the efforts
gathered in this book aim to reach economic and ecological balance. In the last ten
years, several communities, companies, civil and communal associations’ initiatives have
activated nature as life source more than exploitation source, and the projects gathered
in this chapter demonstrate this dynamic. The experiences of preservation of flora, fauna
and hydric sources have all the potentiality to become successful tourist projects, since
the natural space of the country is in itself a key for the development.
The landscape generates productive ways and narrows the bows of our identity. The pride
to know who we are and from where we come, is marked by our cultural and natural
patrimony. As soon as more ecosystems are preserved and protected, the natural stamp
becomes rich and generates more touristic interest and economic investment that directly
benefits Salvadorans.
that generate investment, infrastructure, use, education and human
development around an ecosystem.
All this tourism demand creates a more specific need for the education
of children, which opens them to other perspective, facing a better
future. The native communities of this micro region have managed
to recognize their belonging and identity to a natural space, and act
as citizens that truly understand the fundamental value of nature, its
conservation and its economic potential.
community to develop their own tourism models in
different areas, such as rural, archaeological, cultural,
Sustainable development is also a way to preserve cultural
patrimony, having similar importance as natural patrimony.
Tourism as traditional field has projected itself around cultural
and historic spaces, specially marked by archaeology and
religious traditions.
The conservation of the archaeological and colonial
architecture is fundamental in the development of the
cultural tourism because it answers us the questions about
who we were and who we are. A society is sustainable only
when it can maintain and respect the diversity of its cultures.
The cultural identity of each population has the possibility of
becoming a net attractive for tourism that creates productive
dynamics related to identity, language, gastronomy, dance,
music and local history, and through time, to strengthen the
identity and the bonds with its origin.
LAND OF PRECIOUS JEWELS
Cuscatlán is, in the memory of many Salvadorans, the original Land. Cuzcatan was the lordship
nahuapipil on which the Republic of El Salvador was founded, and when translating its name into
Spanish it threw the first track on its destiny: land of treasures, land of precious jewels. From that first
translation into Spanish, Cuscatlán meant a space of beauty and wealth, which, with the passage
of time, has become the landscape of a mighty nation, an image that has left track in our identity.
When we think of El Salvador, we immediately think in its landscape: the volcanos, the mountain ranges,
the beaches, the forests. The territory is small but its scenario, and the life within it, is unmeasurable.
Through time, the agrarian landscape dominated the nation's history and agriculture was, in constant,
the pillar of the economy and the way to development. During four centuries, the Land fruits were
those precious jewels that gave sense to the destiny of the men and the women who forged the
country. First cacao, then indigo, later coffee… agriculture produced the economic transformations
that made possible modernization. El Salvador has had an inexhaustible agrarian identity.
Land continues being the inspiration and work source for hopeful and pioneering projects. The
gathered models of sustainability in this chapter resort to the same precious jewels to which men and
women of ancient times resorted, although their glance is headed in other perspective than wealth,
since it narrows a balanced relationship with nature, being more fair to those who work the Land, and
more decent, hopeful and respectful with the culture and the future.
In its studies on Cuscatlán, the archaeologist Paul Amaroli, has indicated that the meaning of Land of
precious jewels has been pointed out during centuries by explorers, colonial visitors, civil employees
and investigators. As an example, Daugherty's study in ecology from 1969 indicates, that the "Land
of treasures" is the right term for this region of rich soils that used to hold (formerly) an abundant and
diverse flora.
The food sustainability does not look only for production, as it did for centuries with previous agricultural
production models. Beyond the production, feeding becomes an experience that guarantees
nutrition and health. In this agrarian landscape, the protagonists are, now, those who sow, reap and
consume. And nature receives another expression beyond exploitation, in which natural resources
become a promise for future generations.
The different microclimates from El Salvador allow that a variety of cultures coexists in three different
spaces: the ecological, the productive and the social. The sustainable models have been located
in the same historical space than products such as coffee and cacao formerly had in national
production. The possibility of different cultures in land that were previously destined solely to mono
production now encourages the enhancement of biodiversity, new forms of culture to protect and
nourish the land and aquifers.
In addition, the experiences of food sustainability have activated, in the last decade, other spaces of
production in the country, beyond agriculture. The interest of the academy, the science, the economy
and the market find in agricultural experiences new subjects of investigation and diffusion. That is to
say, that the landscape becomes a productive space in its totality, because apart of creating new
models of business, it creates new models of life.
that aim to rescue the varieties of cacao and to innovate forms of culture.
From the holy drink of the Mayan culture to the agroecology innovation, the cacao has
managed to generate a culture that looks to influence the country's economy and ecology.
At the moment, in the country, 2.695 hectares in 109 municipalities are destined to its
production. It is a generous crop, and can be seeded at on diverse topographies. In
addition to its nutritional value, the cacao forest has the capacity to regenerate the soil, to
tienen acceso a capacitación y tecnología y acceden a mejores
oportunidades de comercialización.
All the experiences pursuit to be sustainable see the land not
only as means of production and operation but as a resource of
conservation of diverse ecosystems, that in addition improves the
quality of the crops and the feeding.
The Salvadoran agrarian landscape and its climate are generous and
allow a great variety of outdoors crops in controlled environments,
for example the introduction of small greenhouses, shade nets or
micro tunnels. The new experiences have demonstrated that the
producers that have access to qualification and technology can
reach better commercialization opportunities.
productores individuales, cooperativas y empresas.
Besides being rich in vitamins and natural source of energy for
the body, this product has an income-generating effect and
benefits individual producers, cooperatives and enterprise,
which results in the possibility of development of families and
communities in the countryside. Contributes to the nutritional
balance of the soil when living with other crops.
According to official numbers, in El Salvador, 2.700 hectares
are destined to the banana culture. The small producers, or
The institutionalized strategy of clean technologies in El Salvador is one of the main keys to reach a
sustainable development. When the natural resources are managed for the development they initiate
interrelated operations for the well-being: they are job sources, they respect human and economic
capital, they enhance the scientific research, and they protect the nonrenewable resources, especially
water which will allow keeping our surroundings safe. As a nation, it is imperative that the rules of the
sustainable development cross public policies, as one of the most reachable and viable possibilities
to guarantee the well-being of several generations of Salvadorans.
The possibilities are intrinsic in the national industry, through a so generous agrarian landscape and a
diverse and impressive topography. If the Land exploitation caused the modernization of the country,
the conservation of the same would harness in the advance of a more balanced modernization. In
El Salvador, private and states institutions, execute projects of sustainability through the application of
clean technologies that are already having an impact on development.
The solar, geothermic, biomass energy and the natural gas generation successfully work already in the
country. In this chapter examples of enterprise practices in balance with the nature appear, whose
experiences foment the scientific research and the technical application and affect the labor culture
and the human development. The exemplary wealth of these companies consists of amalgamating
the ecological balance with the social welfare and the productivity.
This chapter presents examples of business practices in balance with nature, whose experiences
promote scientific research and technical application and impact on labor culture and human
development. the wealth of the model of these companies consists in amalgamating the ecological
balance with social welfare and productivity.
The way towards the sustainability has taken consequent steps in El Salvador. As an example, we have
witness the creation of the Consejo Nacional de Sustentabilidad Ambiental y Vulnerabilidad (National
Council of Environmental Sustainability and Vulnerability CONASEV) and the Law of Tax Incentives for
the Promotion of Renewable Energies in Electricity Production. The first experience aims to reunite
all sectors worried about the conservation of environment for future generations, communities,
associations, companies and State; the second proposes an economic support for technological
investment. Both imply commitments of the greater instances of the national activity.
The productive force around the introduction of clean technologies will reach the cultural transformation
beneficially if the examples gathered in this book are replicated through the territory. El Salvador is a
generous country that has given its resources to diverse generations, is the moment to guarantee that
all the beauty and wealth of the nation can also be used by the Salvadoran generations to come.
Planta purificadora de agua.
Water purification plant.
The water is the great balancer of ecology, and El Salvador depends on it to economically produce,
for human development and the ecological conservation. By the extreme fragility of this resource
it is about time that all efforts to improve the sustainability in the country come along to preserve
our hydric resource. The deterioration of this resource immediately impacts the national life: from
its productivity to human development.
In El Salvador, not yet is national strategy by the water, but the protection of the water-bearing
mantles, the Ramsar sites, and the use of clean energies, to reduce to the industrial impact in
the shores and the wetlands, and the search to respond efficiently to the vulnerabilities of the
territory draws up a viable route for a nation commitment. Our rich environmental diversity will be
maintained solely with the conservation of the water.
The largest Photovoltaic Park in Central America was inaugurated this year in El Salvador. 320 thousand panels,
located in 116 hectares, collect solar energy on the road to Costa del Sol in the municipality of El Rosario, La Paz.
Its production will be injected into four hydroelectric companies of the national network and has projected to reach
101 MWh, which will cover the supply of 200 thousand homes.
The park is a project of the companies Neoen, Antares and Spica, which are currently developing another project
to generate solar energy in Puerto El Triunfo, Usulután. Each construction generates a wave of benefits in the area,
through education, health, clean electrification and access to water.
The investment in a diversified energy matrix opens the way to a greater commitment to guarantee environmental
sustainability: solar energy does not emit CO2 and reduces hydroelectric exploitation.
The diversification of the energy matrix arises from the need to create
clean energy generation alternatives from an inexhaustible source. In
El Salvador, this issue is getting more and more intense, and efforts are
going from small investments to the big enterprise, for example, solar
home energy, which, in addition to saving electricity costs, preserves
the surrounding environment.
INDUFOAM has built the largest solar roof of El Salvador. In their
plant of San Andres, 10,000 solar panels generate 5,990 MWh
per year, equivalent to an average consumption of 4,992
families. This green generation avoids the emission of 4,200 tons
of CO2 per year.
The case of INDUFOAM is exemplary in many senses: it takes
advantage of the natural resource to avoid a polluting industrial
impact, it generates energy to diminish the expenses of
production and destines this saving to projects that transform
the lives of the communities within the company and around its
plant. Additionally, the company has been executing a program
of scholarships for basic education and college students for 16
years, thanks to which more than 1.400 young people have
been beneficiaries. The access to the superior education and
school strengthening creates a system of dignity and well-being
that transforms the communities.
identidad.
Holcim El Salvador maintains a sustainability program
in Metapán, Santa Ana, to contribute to economic
development and impact the lives of villagers and
biodiversity. Among its main initiatives are the reforestation
of quarries and the creation of new forests in arid zones;
more than 750 thousand trees have been planted for ten
years. Both projects conserve endemic ecosystems and
protect groundwater. Their cements and bricks implement
biotechnologies: they are permeable and do not emit
CO2.
In addition, it is the first company to generate and apply
biofuel in its production. In its cement plant, a combustion
furnace solid and liquid waste are subjected to 2000 °
c which decompose them without generating ashes.
The process beneficially impacts the environment by
not emitting CO2 and by taking advantage of all waste
materials which, in other conditions, would be high-risk
contaminants. The production surplus has gone to health,
education and enterprises in the area.
This model example in the application of good practices
shows that environmental conservation is a source of
economic, human development and strengthens identity.
Bagazo Processing of cane to generate biomass.
One of the enterprise efforts on the exploration and implementation
of clean energies is the production of electricity by the processing of
the sugarcane bagasse. This way, what would constitute an organic
waste is transformed into biomass and reduces the CO2 pollution
index.
In the sugar sector, the implementation aims two things: to guarantee
the sustainability of the industry and to apply practices that preserve
the environmental resources. The excess is injected to the national
network and provides energy to thousands Salvadoran households.
The Izalco Central factory generates 45 MW and injects 26MW to
the network, whereas the Chaparrastique factory generates 62 MW
providing 35 MW to the electric network.
The Compañía Azúcarera Salvadoreña (Salvadoran Sugar Company,
CASSA) has aimed that the economic production causes the wellbeing
of the communities and environment. In addition to the
production of electrical energy from sugarcane bagasse it develops
programs on waste water handling to avoid the pollution of the
hydric receivers and surrounding areas as well as the monitoring
of its production process to avoid environmental risks. Along these
measures, CASSA implements other programs of social and human
development in the communities of Sonsonate and San Miguel with
emphasis in harnessing the human capacities of its population.
