afternoon of Friday, <strong>October</strong> 2 for<br />
the Inauguration of the third president<br />
of the College, Dr. Belinda S.<br />
Miles.<br />
The beautiful ceremony, which Dr.<br />
Miles herself referred to as an “exquisite<br />
program” included music by<br />
the Camerata String Quartet, a ballet<br />
performance, and renditions of<br />
“The Impossible Dream” and “The<br />
Prayer” against the background of<br />
the colorful academic attire.<br />
Among the honored guests who<br />
participated in the ceremony were<br />
H. Carl McCall, Chairman of the<br />
State University of New York<br />
Board of Trustees, Nancy Zimpher,<br />
Chancellor of the State University<br />
of New York, members of the<br />
College faculty, representatives of<br />
other colleges and universities, public<br />
officials, Dr. Miles´s family,<br />
and her family´s pastor from Ohio.<br />
Dr. Miles, who began her position<br />
as President in January 20<strong>15</strong>, grew<br />
up in Queens, New York, attended<br />
the public schools, and received a<br />
Bachelor of Arts degree in Political<br />
Science from CUNY´s York<br />
College and a Master of Arts degree<br />
in Educational Psychology<br />
and a Doctor of Education degree<br />
in Higher Education Organization<br />
and Leadership Development from<br />
Teachers College, Columbia University.<br />
In addition to positions as a<br />
faculty member and administrator<br />
at La Guardia Community College<br />
of CUNY, Nassau Community<br />
College, and Columbia University,<br />
she has held leadership positions<br />
at Cuyahoga Community College,<br />
Cleveland, Ohio, including Assistant<br />
Dean of Liberal Arts, Dean of<br />
Academic Affairs, Provost, Executive<br />
Vice-President of Access, Learning,<br />
and Success, and President of<br />
the Eastern Campus. Westchester<br />
Community College, which Westchester<br />
County Executive, Robert<br />
Astorino, referred to as “the best” of<br />
the New York State Community Colleges,<br />
is the largest college in Westchester<br />
County. Created following<br />
President Truman´s Commission on<br />
Higher Education, it opened in 1946,<br />
in White Plains and subsequently<br />
relocated to the 218-acre current site<br />
in Valhalla. Today, there are 26,000<br />
students enrolled annually, with both<br />
credit and non-credit classes on the<br />
main campus and extension sites in<br />
Mount Vernon, Yonkers, Ossining,<br />
Peekskill, White Plains, New Rochelle.<br />
The College offers more than sixty<br />
Associate Degree and Certificate<br />
programs, for transfer to four-year<br />
colleges and the workforce, and<br />
includes the largest Division of<br />
Continuing Education in the State<br />
University System. With a Hispanic<br />
student enrollment of 25%, WCC is<br />
the only SUNY college designated<br />
a Hispanic-Serving Institution. To<br />
date, 50,000 students have graduated<br />
from the College. The WCC<br />
mission states “WCC provides accessible<br />
high quality and affordable<br />
education to meet the needs of our<br />
diverse community. We are committed<br />
to student success, academic<br />
excellence, workforce development,<br />
economic development and lifelong<br />
learning.”<br />
As Dr. Miles stated, WCC is the lifeline<br />
to a better job, a better future, better<br />
lives”. WCC also has community<br />
outreach programs which promote<br />
numerous cultural and professional<br />
development events throughout the<br />
year.<br />
Some of the highlights of the Inauguration<br />
were the announcement by<br />
the Westchester Community College<br />
Foundation of an endowed scholarship<br />
in honor of Dr. Miles, the Dr.<br />
Belinda S. Miles Access to Opportunity<br />
Endowed Scholarship Fund,<br />
and comments by H. Carl McCall<br />
and Nancy Zimpher. In introducing<br />
Dr. Miles, Regent McCall commented<br />
about the Inauguration, “This is the ticket<br />
to the world of possibilities.<br />
Dr. Miles is committed to this exact<br />
notion and will use her background<br />
and expertise to develop programs and<br />
partnerships that will bring even more<br />
excellence to Westchester Community<br />
College.” Chancellor Zimpher added<br />
“Dr. Miles brings to us a commitment<br />
to something very important to SUNY<br />
<strong>–</strong> access, completion, success”. Since<br />
assuming the presidency, Dr. Miles<br />
has led the College to a new status as<br />
an Achieving the Dream member institution<br />
and has focused on increasing<br />
levels of student success. She has expanded<br />
partnerships with K-12 schools<br />
in order to help increase their college<br />
readiness and is working with the business<br />
community to ensure that WCC<br />
programs prepare students for area jobs<br />
and careers.<br />
In her inaugural address, Dr. Miles<br />
spoke about the need to go forward<br />
from the inauguration with an awareness<br />
of changes and the need to focus<br />
on keeping up with changes in order to<br />
remain “relevant and vital” in fulfilling<br />
the College´s mission.<br />
It is her desire to “reaffirm the commitment<br />
to provide accessible, high<br />
quality, and affordable education fulfilling<br />
the mission to meet the needs of<br />
the diverse community”.<br />
The College seal contains the words<br />
“Sapere aude,” Latin for “Dare to<br />
know”; Dr. Miles focused on the motto<br />
in her closing remarks, “Let´s dare to<br />
know who we serve and how we change<br />
their lives; let´s dare to dream of a<br />
nation that is stronger and a stronger<br />
Westchester County where every person<br />
has the knowledge and skills they<br />
need for family-sustaining jobs and an<br />
enriched life; let´s dare to do what is required<br />
to go beyond the ordinary and<br />
reach new heights that will transform<br />

Last year, we approved more than 4,000<br />
loans totaling over $1 billion for Hispanicowned<br />
small businesses, helping create<br />
jobs and improve local economies. We<br />
have invested resources in education and<br />
reformed our schools to provide the opportunities<br />
every Hispanic student needs<br />
to graduate from high school prepared<br />
for the future they will inherit.<br />
We have also expanded high-quality<br />
preschool and early childhood education<br />
for our youngest learners in Latino communities,<br />
and provided grants and loans<br />
to assist tens of thousands of Hispanic<br />
young people and adults on their journey<br />
toward earning a college degree. The<br />
dropout rate for Hispanic students has<br />
been cut by more than half since the year<br />
2000, and college enrollment has risen by<br />
45 percent since 2008. Additionally, since<br />
I signed the Affordable Care Act in 2010,<br />
the share of Hispanics under 65 without<br />
health insurance has fallen by one-third,<br />
and in the years ahead I will continue<br />
working to address the health disparities<br />
that still exist. And we are expanding the<br />
cultural, economic, and familial ties that<br />
so many Hispanic Americans share with<br />
Latin America by entering a new chapter<br />
of engagement and cooperation with<br />
Cuba.<br />
The United States has a centuries-old tradition<br />
of welcoming immigrants, which<br />
has given us a tremendous advantage<br />
over the rest of the world. Last year, I took<br />
action to fix our broken immigration system<br />
within the confines of the law. The<br />
policies include offering temporary relief<br />
to parents of children who are United States<br />
citizens or lawful permanent residents<br />
so they could come out of the shadows,<br />
get right with the law, and further contribute<br />
to America’s success while also<br />
providing for their loved ones -- because<br />
as a Nation that values families, we must<br />
work together to keep them together.<br />
I also took steps to modernize the legal<br />
immigration system for families, employers,<br />
and workers, and strengthened<br />
Federal immigrant integration efforts. I<br />
created the White House Task Force on<br />
New Americans -- a Federal interagency<br />
effort focused on strengthening and<br />
enhancing our efforts to integrate new<br />
Americans and build welcoming communities.<br />
And we are working to make<br />
sure the millions of individuals who are<br />
eligible for citizenship understand the<br />
opportunities, rights, and responsibilities<br />
that it affords. While these actions make<br />
our system better, they are not a permanent<br />
fix to our broken immigration system<br />
-- and that is why I continue to call<br />
on the Congress to pass meaningful,<br />
comprehensive immigration reform.<br />
As a Nation, we are bound by our shared<br />
ideals. America’s Hispanic community<br />
has the same dreams, values, trials, and<br />
triumphs of people in every corner of<br />
our country, and they show the same grit<br />

Most of us can agree that<br />
reducing greenhouse<br />
gas emissions is a must<br />
given the rapid warming of the<br />
planet; just how to do it best is<br />
another question entirely. The<br />
two leading market strategies<br />
are a carbon tax, whereby polluters<br />
are simply taxed for the<br />
carbon dioxide and other greenhouse<br />
gases they spew, and<br />
“cap-and-trade,” whereby government<br />
sets an overall cap on<br />
the amount of greenhouse gases<br />
that each industry or sector can<br />
emit without penalty and issues<br />
permits or allowances accordingly<br />
that companies can buy and<br />
sell to each other based on their<br />
own business and sustainability<br />
priorities. Each approach been<br />
shown to effectively cut down<br />
emissions, but many nations are<br />
now weighing which way to go<br />
as they prepare to make new<br />
commitments as part of the potentially<br />
decisive international<br />
climate talks (COP21) coming<br />
up in Paris in December 20<strong>15</strong>.<br />
Cap-and-trade allows affected<br />
businesses to choose how much<br />
pollution reduction they can tolerate<br />
and then leverage market<br />
forces to buy or sell allowances<br />
accordingly. Such systems<br />
effectively penalize polluters<br />
who exceed allowable limits<br />
(those who therefore must “buy”<br />
credits) while rewarding those<br />
who not just meet emissions target<br />
levels but get down below<br />
them (the difference being what<br />
they can then “sell”). Cap-andtrade<br />
markets are designed to<br />
encourage flexibility in allowing<br />
companies to decide how they<br />
want to meet emissions reduction<br />
targets.<br />
Of course, cap-and-trade isn’t a<br />
new concept. The first national<br />
cap-and-trade market limited<br />
emissions of sulfur dioxide and<br />
nitrogen oxide that were causing<br />
acid rain in 1990s.<br />
The European Union later launched<br />
the first major market in<br />
greenhouse gas emissions trading<br />
in 2005 in order to meet commitments<br />
made under the Kyoto<br />
Protocol, the first international<br />
treaty to limit carbon emissions.<br />
In North America, three regional<br />
carbon cap-and-trade plans<br />
have been in place since the mid-<br />
2000s (the Regional Greenhouse<br />
Gas Initiative, Midwest Greenhouse<br />
Gas Reduction Accord,<br />
and Western Climate Initiative),<br />
but there hasn’t been enough poagravan<br />

el cáncer de seno, probablemente es<br />

Many experts say patients' anxiety drives them to make unwise decisions that are driven by<br />
fear, not research-backed information.<br />

You’ve heard it before,<br />
and you’ll hear it again:<br />
Early detection is so<br />
important with breast cancer. It<br />
certainly is useful in the sense<br />
that, the sooner you catch breast<br />
cancer, the more treatable it probably<br />
is. But there can also be a<br />
serious downside: If you end up<br />
being one of the eight American<br />
women will get cancer in their<br />
lifetimes, your fear may lead<br />
you to preemptively opt for the<br />
most aggressive treatment possible.<br />
First, a little background: If<br />
breast cancer is caught in Stage<br />
0, 1, or 2, that counts as early<br />
detection. Stage 0 cancer, also<br />
known as pre-cancer, is what<br />
doctors often call non-invasive,<br />
meaning the cancer cells are<br />
strictly located in the breast’s<br />
milk ducts. “Stage 1 is when<br />
there’s an actual tumor of less<br />
than an inch in the breast only,”<br />
says Dennis Citrin, Ph.D., an<br />
oncologist at Cancer Treatment<br />
Centers of America and author<br />
of Knowledge is Power: What<br />
Every Woman Should Know<br />
about Breast Cancer. “In Stage<br />
2, the lump may be a bit bigger<br />
and the cancer may have spread<br />
to the lymph nodes.”<br />
Most women with early-stage<br />
breast cancer do as well with<br />
a lumpectomy as they would<br />
a mastectomy, which removes<br />
the entire breast, says Citirin.<br />
Medical progress in approaches<br />
like radiation or drug treatment<br />
keeps breast cancer deaths<br />
around 40,000 per year, according<br />
to the American Cancer<br />
Society. But the thing is, when<br />
you’re afraid of cancer spreading,<br />
conservative measures<br />
may not seem like the most judicious<br />
approach.<br />
“Sometimes women get scared<br />
and want to have something<br />
drastic done, even if it’s not necessary,”<br />
says Beatriz Amendola,<br />
M.D., a radiation oncologist<br />
at the Innovative Cancer Institute.<br />
Research backs this up.<br />
In fact, up to 70 percent of women<br />
who underwent a double<br />
mastectomy didn’t have a medical<br />
reason to do so, according<br />
to a June 2014 study published<br />
in JAMA Surgery. Researchers<br />
interested in studying potential<br />
overtreatment of breast cancer<br />
evaluated 1,447 cases of women<br />
who’d had the disease and hadn’t<br />
had a recurrence.<br />
While 19 percent of the women<br />
strongly considered contralateral<br />
prophylactic mastectomy<br />
(CPM), or the removal of both<br />
the cancerous and non-cancerous<br />
breasts, just under 8 percent actually<br />
went through with it. After<br />
analyzing the patients’ medical<br />
and family histories, researchers<br />
concluded that 69 percent had no<br />
science-based reason for undergoing<br />
the procedure.<br />
The study authors posit that<br />
anxiety about cancer recurrence<br />
is a driving force behind the decision<br />
to remove both breasts, even<br />
when doctors don’t see a need for<br />
it.<br />
Another analysis of more than<br />
108,196 women suggests that<br />
those diagnosed with Stage 0<br />
breast cancer had about the same<br />
probability of dying from breast<br />
cancer as the average woman.<br />
The August 20<strong>15</strong> JAMA Oncology<br />
study checked on women<br />
10 and 20 years after their diagnosis<br />
of ductal carcinoma in situ<br />
(DCIS), also known as Stage 0<br />
breast cancer. They found no matter<br />
what kind of treatment the patients<br />
got, they had a 3.3 percent<br />
chance of dying in the 20 years<br />
after the study, about the same<br />
as the average woman’s risk of<br />
dying from breast cancer.<br />
If you do wind up being diagnosed,<br />
it’s important to weigh your<br />
choices and get input from multiple<br />
sources. “Every woman who<br />
is newly diagnosed should see<br />
both a surgeon and a medical oncologist<br />
who specializes in breast<br />
cancer,” says Citrin.<br />
Instead of the go-to being immediate<br />
surgery, doctors often use<br />
drug treatment to shrink the cancer<br />
first. “We can take very large<br />
tumors that would have once required<br />
mastectomy and convert<br />
them into small ones that can be<br />
managed with limited surgery,”<br />
says Citrin.<br />
“Patients can be scared that death<br />
is imminent, even when that’s not<br />
the case.”<br />

Evaluate your Operations<br />
How do you sell your product<br />
or service? How good of a salesperson<br />
are you (honestly)? How<br />
about your service delivery…is<br />
it smooth and swift or slow and<br />
cumbersome for customers? All<br />

sales, but nothing that you try will<br />
work as long as you continue to<br />
employ the wrong salespeople in<br />
the wrong departments.<br />
In fact, a great marketing program<br />
that draws people in to your store<br />
only to experience poor service<br />
when shopping for plumbing<br />
supplies might convince them not<br />
to return to your store, thus damaging<br />
your business.<br />

yourself “What’s the problem with<br />
my business” before you try to solve<br />
it through increased spending. If<br />
you can identify that the problem<br />
lies with your operations, it can<br />
usually be repaired for far less than<br />
a new marketing blitz will cost you.<br />
You can’t throw money at an operations<br />
problem and hope that it goes<br />
away. An operations problem is like<br />
a bad cut and marketing is salt in the<br />
wound. Your business will be better<br />

Immigration since 1965 has<br />

million then to a record 45<br />
million in 20<strong>15</strong>.1 (The current<br />
immigrant population is<br />
lower than the 59 million total<br />
who arrived since 1965 because<br />
of deaths and departures<br />
from the U.S.)2 By 2065,<br />
the U.S. will have 78 million<br />
immigrants, according to the<br />
new Pew Research population<br />
projections.<br />
The nation’s immigrant population<br />
increased sharply<br />
from 1970 to 2000, though<br />
the rate of growth has slowed<br />
since then. Still, the U.S.<br />
has—by far—the world’s<br />
largest immigrant population,<br />
holding about one-in-five<br />
of the world’s immigrants<br />
(Connor, Cohn and Gonzalez-Barrera,<br />
2013).<br />
Between 1965 and 20<strong>15</strong>,<br />
new immigrants, their children<br />
and their grandchildren<br />
accounted for 55% of U.S.<br />
population growth. They<br />
added 72 million people to<br />
the nation’s population as<br />

era un escritor y actor mejicano,<br />
conocido en todo<br />
el mundo por sus personajes “<strong>El</strong><br />
Chavo del 8” y “<strong>El</strong> Chapulín Colorado,”<br />
entre otros. <strong>El</strong> estaba<br />
involucrado en la televisión mejicana<br />
por más de cuarenta años,<br />
generaciones de niños en todo el<br />
mundo de habla hispana crecieron<br />
viendo sus espectáculos.<br />
Nació en una familia de clase media<br />
en la Ciudad de México en<br />
1929, Roberto estudio ingeniería<br />
pero nunca trabajo en ese campo.<br />
En sus tempranos veintes, ya había<br />
escrito guiones para espectáculos<br />
de televisión. También escribió<br />
canciones y guiones para<br />
presentaciones de radio. Entre<br />
1960 y 1965 los dos principales<br />
espectáculos de la televisión<br />
Mexicana, “Cómicos y Canciones<br />
y “<strong>El</strong> Estudio de Pedro Vargas”<br />
fueron ambos escritos por<br />
Chespirito. Ya era tiempo que el<br />
ganara el apodo “Chespirito” del<br />
director Agustín P. Delgado: es<br />
una versión de ‘Shakespearito” o<br />
Pequeño Shakespeare”.<br />
En 1968, Chespirito firmó un<br />
contrato con la nueva <strong>–</strong> formada<br />
cadena TIM (Televisión Independiente<br />
de México). Entre los términos<br />
de su contrato había un espacio<br />
de media hora los sábados<br />
por la tarde sobre la que el tenia<br />
autonomía: el podía hacer lo que<br />
quisiera. Los bocetos breves y divertidos<br />
que el escribía y producía<br />
eran tan populares que la cadena<br />
le cambio su tiempo para el lunes<br />
por la noche y le dio una hora. Fue<br />
durante este espectáculo, simplemente<br />
llamado “Chespirito”, que<br />
sus más queridos personajes, “<strong>El</strong><br />
Chavo del 8” y “<strong>El</strong> Chapulín Colorado”<br />
hicieron su debut.<br />
Estos dos personajes eran tan populares<br />
con la audiencia que la<br />
cadena les dio a cada uno sus propias<br />
series de media hora semanal.<br />
<strong>El</strong> Chavo del 8 es un niño de<br />
8 años de edad (desempeñado por<br />
Chespirito en sus sesentas) quien<br />
entra en aventuras con su grupo de<br />
amigos: el vive en el apartamento<br />
# 8, por eso el nombre. Como el<br />
Chavo, los otros personajes en las<br />
series, Don Ramón, Quico, y otra<br />
gente del barrio, son icónicos,<br />
amados, personajes clásicos de la<br />
televisión mejicana. <strong>El</strong> Chapulin<br />
Colorado, es un superhéroe, pero<br />
atontado, quien envuelve a los<br />
chicos malos mediante suerte y<br />
honestidad.<br />
Estos dos espectáculos eran inmensamente<br />
populares, y por<br />
1973 eran transmitidos en todo<br />
Latino América. En México se<br />
estima que 50 a 60 porciento de<br />
todas las televisiones en el pais<br />
sintonizaban los espectáculos<br />
cuando salian al aire: Chespirito<br />
mantuvo el espacio del lunes por<br />
la noche, y por 25 años, cada lunes<br />
por la noche, la mayoría de<br />
México veía el espectáculo. Aunque<br />
el espectáculo terminó en los<br />
1990, las repeticiones todavía se<br />
presentan regularmente en toda<br />
Latino América.<br />
Chespirito, un trabajador incansable,<br />
también apareció en películas<br />
y en el escenario. Cuando el tomó<br />
el elenco de “Chespirito” en un<br />
tour de estadios para repercutir<br />
sus famosos papeles en el escenario,<br />
los espectáculos se agotaron,<br />
incluyendo dos fechas consecutivas<br />
en el estadio de Santiago, que<br />
sienta 80,000 personas. Él escribió<br />
varias telenovelas, guiones de<br />
películas y aun libros de poesía.<br />
En sus últimos años, él se volvió<br />
más activo en la política, hizo<br />
campaña para ciertos candidatos<br />
y verbalmente oponiéndose a una<br />
iniciativa para legalizar el aborto<br />
en México.<br />
Chespirito recibió innumerables<br />
premios. En 2003 fue premiado<br />
con las llaves de la ciudad de<br />
Cícero, Illinois. México publicó<br />
una serie de estampillas postales<br />
en su honor.<br />
Chespirito murió el 28 de noviembre,<br />
2014, de un fallo cardiaco, a<br />
la edad de 85. Sus películas, telenovelas,<br />
obras de teatro y libros<br />
todos tuvieron gran éxito, pero es<br />
por su trabajo en televisión que<br />
Chespirito será mejor recordado.<br />
Chespirito siempre será conocido<br />
como el pionero de la televisión<br />
Latinoamericana y uno de los<br />
escritores más creativos que han<br />
trabajado en el campo. Su legado<br />
continúa hoy: las series animadas<br />
“<strong>El</strong> Chavo del 8”, lanzadas en<br />
2006, son muy populares.<br />
Los espectáculos continúan en el<br />

Roberto Gómez Bolaños<br />
was a Mexican writer and<br />
actor, known around the<br />
world for his characters “<strong>El</strong> Chavo<br />
del 8” and “<strong>El</strong> Chapulín Colorado,”<br />
among others. He was involved<br />
in Mexican television for<br />
over forty years, and generations<br />
of children all over the Spanishspeaking<br />
world have grown up<br />
watching his shows.<br />
Born into a middle-class family<br />
in Mexico City in 1929, Roberto<br />
studied engineering but never<br />
worked in the field.<br />
In his early twenties, he was already<br />
writing screenplays and<br />
scripts for television shows. He<br />
also wrote songs and scripts<br />
for radio shows. Between 1960<br />
and 1965 the two top shows on<br />
Mexican television, “Cómicos y<br />
Canciones” (comics and songs)<br />
and “<strong>El</strong> Estudio de Pedro Vargas”<br />
(Pedro Vargas’ study) were<br />
both written by Chespirito. It was<br />
about this time that he earned the<br />
nickname “Chespirito” from the<br />
director Agustín P. Delgado: it is<br />
a version of “Shakespearito,”or<br />
“Little Shakespeare.”<br />
In 1968, Chespirito signed a contract<br />
with the newly-formed TIM<br />
(Televisión Independiente de<br />
México) network.<br />
Among the terms of his contract<br />
was a half hour slot on Saturday<br />
afternoons over which he had<br />
complete autonomy: he could<br />
do with it whatever he wanted.<br />
The brief, hilarious sketches he<br />
wrote and produced were so popular<br />
that the network switched<br />
his time to Monday night and<br />
gave him a whole hour. It was<br />
during this show, simply called<br />
“Chespirito,” that his two most<br />
beloved characters, “<strong>El</strong> Chavo<br />
del 8” (“The Boy From Number<br />
Eight”) and “<strong>El</strong> Chapulín Colorado”<br />
(The Red Grasshopper)<br />
made their debut.<br />
These two characters were so<br />
popular with the viewing public<br />
that the network gave them each<br />
their own weekly half-hour series.<br />
<strong>El</strong> Chavo del 8 is an eightyear<br />
old boy (played by Chespirito<br />
well into his sixties) who gets<br />
into adventures with his group<br />
of friends: he lives in apartment<br />
#8, hence the name. Like Chavo,<br />
the other characters in the series,<br />
Don Ramón, Quico, and other<br />
people from the neighborhood,<br />
are iconic, beloved, classic characters<br />
of Mexican television. <strong>El</strong><br />
Chapulín Colorado, or the Red<br />
Grasshopper, is a superhero, but<br />
an exceedingly dimwitted one,<br />
who foils the bad guys through<br />
luck and honesty.<br />
These two shows were immensely<br />
popular, and by 1973 were<br />
being transmitted to all of Latin<br />
America. In Mexico, it is estimated<br />
that 50 to 60 percent of all<br />
televisions in the country were<br />
tuned into the shows when they<br />
aired. Chespirito kept the Monday<br />
night time slot, and for 25<br />
years, every Monday night, most<br />
of Mexico watched his show.<br />
Although the show ended in the<br />
1990’s, reruns are still shown regularly<br />
all over Latin America.<br />
Chespirito, a tireless worker, also<br />
appeared in movies and on stage.<br />
When he took the cast of “Chespirito”<br />
on a tour of stadiums to reprise<br />
their famous roles on stage,<br />
the shows sold out, including two<br />
consecutive dates at the Santiago<br />
stadium, which seats 80,000 people.<br />
He wrote several telenovelas (soap<br />
operas), movie scripts and even a<br />
book of poetry. In his later years,<br />
he became more politically active,<br />
campaigning for certain candidates<br />
and vocally opposing an initiative<br />
to legalize abortion in Mexico.<br />
Chespirito received countless<br />
awards. In 2003 he was awarded<br />
the keys to the city of Cicero, Illinois.<br />
Mexico has even released a<br />
series of postage stamps in his honor.<br />
Chespirito passed away on November<br />
28, 2014, of heart failure,<br />
at the age of 85. His movies,<br />
telenovelas, plays and books all<br />
succeeded greatly, but it is for his<br />
work in television that Chespirito<br />
will be best remembered. Chespirito<br />
will always be known as a<br />
pioneer of Latin American television<br />
and one of the most creative<br />
writers and actors ever to work in<br />
the field.<br />
His legacy continues today: the<br />
animated series “<strong>El</strong> Chavo del 8,”<br />
launched in 2006, is very popular.<br />
The shows continue to be aired<br />
around the world, reaching yet<br />
another generation of young Latin<br />
Americans.<br />

La mayoría de los tecnólogos<br />
tienen poco interés en<br />
las mecánicas de comenzar<br />
y desarrollar un negocio. Por esta<br />
razón recomiendo que ellos encuentren<br />
un co-fundador que ama<br />

In fact, building a business case, starting<br />
with market opportunity and<br />
customer segmentation, is the only<br />
way to know what you can afford to<br />
spend on the technology. Technology<br />
that can’t be sold for a profit or appeals<br />
only to early adopters is not a<br />
viable business.<br />
6. Patents are not worth the effort,<br />
since big companies will win.<br />

Intellectual property is a business issue,<br />
not a technical issue. Patents can<br />
raise startup valuation by investors<br />
by as much as a million dollars, and<br />
will attract acquisitions rather than<br />
copycats. Patents can apply to innovative<br />
user interfaces, processes or a new<br />
technology algorithm.<br />
7. Business efforts should start only after<br />
the product is right.<br />
Business experts often now recommend<br />
that entrepreneurs start their marketing<br />
first to confirm that they have real customer<br />
interest and an appealing product<br />
concept. <strong>El</strong>egant implementations may<br />
be too expensive or too complex for nontechnical<br />
customers.<br />
8. Perfecting the technology early removes<br />
most business risk.<br />
It’s true that inventions can’t be scheduled,<br />
but it’s equally true that customers<br />
can’t be invented. The ultimate risk is<br />
trying to sell a solution that customers<br />
don’t need or want.<br />
All this doesn’t mean that a great technologist<br />
can never be a great entrepreneur,<br />
but it does suggest that business skills<br />
are as key to startup success as technical<br />
skills. Very few people have both, but<br />
there are some notable exceptions, including<br />
Mark Zuckerberg of Facebook and<br />
<strong>El</strong>on Musk, founder of Tesla Motors,<br />
SpaceX and others. The odds are still<br />
against you being the next one.<br />
The alternative is to find a co-founder<br />
who can provide the business acumen,<br />

sobre cuentas financieras entre<br />

tributarias extranjeras,<br />

recently announced the<br />
exchange of financial account<br />
information with<br />
certain foreign tax administrations,<br />
meeting a key<br />
Sept. 30 milestone related<br />
to FATCA, the Foreign<br />
Account Tax Compliance<br />
Act.<br />
To achieve this, the IRS<br />
successfully and timely<br />
developed the information<br />
system infrastructure, procedures,<br />
and data use and<br />
confidentiality safeguards<br />
to protect taxpayer data<br />
while facilitating reciprocal<br />
automatic exchange<br />
of tax information with<br />
certain foreign jurisdiction<br />
tax administrators as<br />
specified under the intergovernmental<br />
agreements<br />
(IGAs)<br />
FATCA.<br />

“Meeting the Sept. 30<br />
deadline is a major milestone<br />
in IRS efforts to combat<br />
offshore tax evasion<br />
through FATCA and the<br />
intergovernmental agreements,”<br />
said IRS Commissioner<br />
John Koskinen.<br />
“FATCA is an important<br />
tool against offshore tax<br />
evasion, and this is a significant<br />
step in the process.<br />
The IRS appreciates the<br />
assistance of our counterparts<br />
in other jurisdictions<br />
who have helped to make<br />
this possible.”<br />
This information exchange<br />
is part of the IRS’s<br />
overall efforts to implement<br />
FATCA, enacted<br />
in 2010 by Congress to<br />
target non-compliance by<br />
U.S. taxpayers using foreign<br />
accounts or foreign<br />
entities. FATCA generally<br />
requires withholding<br />
agents to withhold on certain<br />
payments made to foreign<br />
financial institutions<br />
(FFIs) unless such FFIs<br />
agree to report to the IRS<br />
information about financial<br />
accounts held by U.S.<br />
taxpayers, or by foreign<br />
entities in which U.S. taxpayers<br />
hold a substantial<br />
ownership interest.<br />
In response to the enactment<br />
of FATCA and<br />
other jurisdictions’ interest<br />
in facilitating and participating<br />
in the exchange of<br />
financial account information,<br />
the U.S. government<br />
entered into a number of<br />
bilateral IGAs that set the<br />
groundwork for cooperation<br />
between the jurisdictions<br />
in this area. Certain<br />
IGAs not only enable<br />
the IRS to receive this<br />
information from FFIs,<br />
but enable more efficient<br />
exchange by allowing a<br />
foreign jurisdiction tax<br />
administration to gather<br />
the specified information<br />
and provide it to the IRS.<br />
And some IGAs also require<br />
the IRS to reciprocally<br />
exchange certain information<br />
about accounts<br />
maintained by residents<br />
of foreign jurisdictions in<br />
U.S. financial institutions<br />
with their jurisdictions’<br />
tax authorities.<br />
Under these reciprocal<br />
IGAs, the first exchange<br />
had to take place by September<br />
30, giving the IRS<br />
a deadline to put in place<br />
a process to facilitate this<br />
data exchange.<br />
The information now<br />
available provides the<br />
United States and partner<br />
jurisdictions an improved<br />
means of verifying the tax<br />
compliance of taxpayers<br />
using offshore banking<br />
and investment facilities,<br />
and improves detection of<br />
those who may attempt to<br />
evade reporting the existence<br />
of offshore accounts<br />
and the income attributable<br />
to those accounts.<br />
The IRS will only engage<br />
in reciprocal exchange<br />
with foreign jurisdictions<br />
that, among other requirements,<br />
meet the IRS’s<br />
stringent safeguard, privacy,<br />
and technical standards.<br />
Before exchanging<br />
with a particular<br />
jurisdiction, the United<br />
States conducted detailed<br />
reviews of that jurisdiction’s<br />
laws and infrastructure concerning<br />
the use and protection<br />
of taxpayer data, cybersecurity<br />
capabilities, as well<br />
as security practices and procedures.<br />
“This groundbreaking effort<br />
has fundamentally altered our<br />
relationship with tax authorities<br />
around the world, giving<br />
us all a much stronger hand in<br />
fighting illegal tax avoidance<br />
and leveling the playing<br />
field,” Koskinen said.<br />
Meeting this deadline reflects<br />
a significant international collaboration<br />
and partnership<br />
with dozens of jurisdictions<br />
around the world. The capacity<br />
for reciprocal automatic<br />
exchange builds on numerous<br />
accomplishments including<br />
the following:<br />
•Development of a consistent<br />
data reporting format, or<br />
schema, and the agreement to<br />
use this format by all jurisdictions;<br />
•Establishment of the details<br />

Argentina invierte en tecnología para<br />
liderar la agricultura mundial<br />
BUENOS AIRES.- Una valla y unos<br />
pocos metros separan la sede de la<br />
empresa biotecnológica Bioceres de<br />
las chabolas del sur de Rosario, esas<br />
mismas que proliferaron en la crisis<br />
argentina de 2001 y que siguen allí.<br />
Bioceres es la primera compañía de<br />
su especialidad en Latinoamérica que<br />
cotizará en Wall Street. Crea semillas<br />
resistentes a la sequía y la salinidad,<br />
ha patentado 50 inventos y es parte<br />
de la Argentina que invierte el 0,65%<br />
del PIB en investigación y desarrollo<br />
(I+D), un nivel solo superado por<br />
Brasil dentro de Latinoamérica. Claro<br />
que esa misma agricultura transgénica<br />
y mecanizada que ha multiplicado<br />
por 2,5 la producción agrícola<br />
argentina en 20 años va reduciendo la<br />
población rural, con la consiguiente<br />
migración a los suburbios pobres de<br />
ciudades como Rosario.<br />
<strong>El</strong> kirchnerismo aumentó la inversión<br />
en I+D desde 2003, cuando era solo<br />
del 0,4% del PIB, y hasta la oposición<br />

chileno Orlando Letelier empleaba<br />
para desplazarse por Washington,<br />
las sospechas no tardaron en<br />
apuntar al gobierno de Augusto Pinochet,<br />
que tres años antes había tomado<br />
el poder en un golpe de Estado.<br />
Letelier <strong>–</strong>quien falleció en el acto<br />
junto a su asistente, la estadounidense<br />
Ronnie Moffitt<strong>–</strong> era una figura particularmente<br />
incómoda para el gobierno<br />
golpista, quien sin embargo negó<br />
cualquier responsabilidad. Ahora,<br />
una serie de documentos recientemente<br />
desclasificados por la CIA<br />
sugieren que Pinochet no sólo sabía<br />
que el atentado iba a producirse, sino<br />
que él mismo ordenó el asesinato del<br />
excanciller de Salvador Allende.<br />
Y que estaba tan ansioso por borrar<br />
cualquier evidencia que pudiera implicarlo,<br />
que incluso consideró eliminar<br />
al hombre al que le encargó<br />

un banco en Cuba<br />
HABANA.- Si usted quiere ir a hacer<br />
cualquier gestión en un banco en<br />
Cuba, y peor aún si es depositar su<br />
dinero, mejor piénseselo bien.<br />
Pero piénseselo más de diez veces. Y<br />
vuélvalo a pensar, una y otra vez.<br />
A diferencia del resto del mundo, ir<br />
a un banco en estos momentos en la<br />
isla puede volverse una experiencia<br />
tremendamente traumática.<br />
Comencemos diciendo que los clientes<br />
en esos sitios, nunca tienen la razón.<br />
Colas interminables, cortes de luz,<br />
problemas de “conexión” que pueden<br />
hacerte perder toda una mañana,<br />
indisciplina laboral, pero sobre todas<br />
las cosas está un maltrato a la población<br />
que sobrepasa límites humanos.<br />
Yo además tengo la mala suerte de<br />
vivir en una barriada donde el banco<br />
de la zona entró, quién sabe hasta<br />
cuándo, en lo que parece una interminable<br />
etapa de restauración.<br />
Los clientes tenemos que dirigirnos a<br />
otras sucursales, mucho más lejanas,<br />
lo cual se agrava con las dificultades<br />
propias del transporte, que desde<br />
hace más de medio siglo padece<br />
nuestra cada vez más empobrecida<br />
nación.<br />
Una vez en la sucursal escogida,<br />
comienza entonces la temible y kafkiana<br />
odisea, que muy bien pudo<br />
haberse dado, también, en la oficina<br />
original antes de ser sometida a la reconstrucción.<br />

Continental anuncian protestas<br />
TEGUCIGALPA.- Los trabajadores<br />
del Banco Continental en Honduras<br />
anunciaron este domingo acciones de<br />
protestas para evitar una liquidación<br />
forzosa de la institución financiera.<br />
La medida de presión está programada<br />
para las 6:00 de la tarde en la<br />
colonia Miramontes de Tegucigalpa,<br />
capital del país, donde se llevará a<br />
cabo una vigilia.<br />
En el lugar se congregarán empleados<br />
y familiares para solicitar que el<br />
Banco Continental no sea liquidado<br />
forzosamente, como lo ordenó la Comisión<br />
Nacional de Bancos y Seguros<br />
(CNBS).<br />
Los trabajadores emitieron en las últimas<br />
horas una petición a la estatal<br />
para que se acepte la propuesta de la<br />
familia Rosenthal, quienes interpusieron<br />
un recurso de reposición para<br />
lograr una liquidación voluntaria.<br />
Se estima que son más de 11 mil trabajos<br />
directos y 25 mil indirectos que<br />
están en peligro tras la intervención.<br />

oficina de ONU Mujeres en Guatemala<br />
instó al gobierno de ese<br />
país a que las niñas y adolescentes<br />
sean “el centro de las políticas públicas”<br />
y “de las reformas legislativas”<br />
del país centroamericano.<br />
La petición fue planteada por la entidad<br />
de la Organización de Naciones<br />
Unidas (ONU) en una declaración<br />
pública en el marco del Día Interna-<br />
cional de la Niña, que se celebra cada<br />
11 de octubre.<br />
“Las niñas enfrentan situaciones de<br />
violencia, principalmente en su entorno<br />
familiar más cercano, donde<br />
hay una amplia tolerancia e impunidad<br />
hacia la violencia sexual ejercida<br />
contra ellas”, aseguró ONU Mujeres,<br />
quien recordó que las menores<br />
sufren además “discriminación de<br />
género, étnica y cultura”.<br />
De acuerdo a la misma fuente, las<br />
niñas y adolescentes guatemaltecas<br />
tienen “mayores dificultades en el<br />
acceso efectivo a la educación” y<br />
también “se ven muy afectadas por<br />
la carencia de una educación integral<br />

La ONU pidió específicamente la<br />
“transformación fiscal progresiva<br />
con fines de inversión” para las niñas<br />
y la reforma de los artículos 81 y 84<br />

<strong>El</strong> magnate Carlos Slim ha puesto en<br />
marcha este principio con la venta de<br />
su mansión en Nueva York. Esta semana<br />
la firma de subastas Sotheby’s<br />
ha publicado imágenes de la antigua<br />
construcción situada en el número<br />
1009 de la Quinta Avenida, frente<br />
al Museo Metropolitano de Nueva<br />
York y a unos pasos de Central Park.<br />
<strong>El</strong> inmueble, considerado una joya<br />
histórica de Manhattan, lleva cinco<br />
meses en el mercado con un precio<br />
de 80 millones de dólares, el más alto<br />
