Un desgraciadoaccidente, consecuencia de unameteorología desbordada nos apartóa él y a su esposa de nosotros.Nuestro recuerdo más emocionado ysincero para los dos.Precisamente fue Juan VicenteLlinares quién contribuyó en granmedida con su ilusión y esfuerzo, auna realidad que merece ser destacadaen esta conferencia. En el mesde Junio de 1995 volvió a arrancarla central Jose Cabrera, tras el largoperíodo de parada para la revisión yreparación de los defectos detectadosen la tapa de la vasija. Este hasido un hito de gran trascendenciapara toda la comunidad de profesionalesdel sector nuclear español.Todos deseábamos que, resuelto elproblema y sin menoscabo de la seguridad,nuestra central más veteranavolviera a producir energía eléctrica.En la primera y segunda sesión, losponentes os darán los detalles delos resultados conseguidos por cadacentral española, entre los cuálesademas de la nueva puesta en funcionamientode la C.N. JoséCabrera antes aludida, creo debedestacarse el cambio de generadoresde vapor realizado en C.N. AscóI, compleja actividad que se llevó acabo con éxito, de Junio a octubre,cumpliendo perfectamente la programaciónprevista, asi como que laC.N. Este último aspecto se haconcretado en un “Plan de actuacionesconjuntas” en el que se identificanlas acciones, así como la planificacióny recursos necesarios que lasCC.NN. españolas estiman para conseguir,de forma coordinada durantelos próximos 10 años. El objetivo básicode mantener el nivel de seguridad,fiabilidad y disponibilidad de lascentrales a lo largo de su vida útilprevista. Pronto se entrará en el sigloXXI y es preciso seguir cubriendouna buena parte de la demandaeléctrica del país por medio de unatecnología producción, tecnicamenteprobada, eonómicamente competitivay con efectos medioambientalestales como la lluvia ácida o el efectoinvernadero, nulos.Deseo destacar asimismo la plenaimbricación de las CC.NN. españolasen el contexto internacional, aspectoque resulta bien notorio en esta conferencia.La puesta en común de losconocimientos y experiencias operativasde todos los paises usuarios deesta tecnología es un hecho cadavez más extendido y efectivo. En estesentido, debemos mostrar nuestroagradecimiento a los expertos de variospaises europeos que mañana,en la tercera sesión, presentaran susponencias sobre temas de indudableinterés.La comunidad de profesionales delsector nuclear, ampliamente integradaen SNE, es, como bien sabéis,bastante extensa, pues representadesde las universidades a las empresaseléctricas, pasando por lasingenierías,los fabricantes, los organismosreguladores, etc., pero, sinduda, son las centrales productorasde energía su centro de gravedad ycasi su propia razón de ser. Del buenhacer de los explotadores y de losresultados obtenidos, en seguridad yproducción, depende en gran parteel éxito, la consolidación, la buenapercepción social y en definitiva elfuturo de esta tecnología, tanto ennuestro país como a escala internacional.Como presidente de la SNE mi agradecimientopor vuestro trabajo, mifelicitación por los resultados obtenidosy mis mejores deseos para el futuro.Tengo el honor de presentar a PedroRivero, Vicepresidente y DirectorGeneral de UNESA, a quien agradezcoun año más su presencia entrenosotros y quien nos va a exponerel informe sobre la producción deenergía eléctrica de origen nuclear.Enrique Valero indicated two years ago, it is not only amatter of exchanging experiences between professionalsand conveying to our society that safety of our nuclearfacilities is our top priority. They are also a tribute to theanonymous men and women whose capability anddedication permit us to achieve the results that we will beanalyzing in the next two days.With the experience of the last few years and heeding yoursuggestions, we have prepared a program divided into threesessions. The first two sessions, which will be held today,will deal with the operating experiences of the SpanishNPPs, and the third session, to be held tomorrow, willaddress several interesting aspects of plant operation inWestern European countries. On this occasion, we arepleased to welcome eminent specialists who will conveytheir experiences in such interesting areas as cost reduction,optimization of refueling work results, steam generatorreplacement, the first results from Sizewell B, etc. Theconference will end with a paper on competitiveness ofSpanish NPP’s in the international context.Before entering into an analysis of the most significantfigures of these results, I would like to take a moment torecall an event of a very human relevance. Our dear friendand colleague, Juan Vicente Llinares, will not beaccompanying us in this conference as was the custom inprevious years. He and his wife were killed in anunfortunate accident, caused by preternatural weather. Ourmost sincere and touching remembrance for both of them.It was precisely Juan Vicente Llinares who, with his ambitionand effort, contributed greatly to a reality that is worthemphasizing in this conference. In the month of June 1995,the Jose Cabrera NPP was restarted after a long outage toinspect and repair the defects detected in the vessel head.This was a very important milestone for the entirecommunity of professionals in the Spanish nuclear sector.We were all hoping that once the problem was solved andwithout diminishing safety, our most veteran plant wouldbegin producing electrical power again.The speakers in the first and second sessions will providedetails on the results obtained by each Spanish plant. Inaddition to the restartup of the Jose Cabrera NPP that I justreferred to, the most outstanding aspects are the steamgenerator replacement in Asco I NPP, a complex activitythat was successfully carried out from June to October in fullcompliance with the planned schedule, and the 94% loadfactor that the Santa María de Garoña NPP attained inoperations last year, which makes it the best performingplant in the world.As regards the operating results of the nine Spanish plantsduring 1995, we can congratulate ourselves again this yearfor the high production, reliability and safety levels achieved.In addition to constant attention to correct plant operation,the electro-nuclear sector has paid special attention in 1995to those aspects related to operating and maintenance costoptimization, strenghtening of the safety and quality culture,and future technological evolution in the plants themselves.This latter aspect has taken shape in a “Joint Action Plan”that identifies the actions, planning and resources requiredfor the next ten years. The basic goal is to maintain thesafety, reliability and availability levels in the plantsthroughout their expected working lives. We will soon beentering the 21st century, and a good part of the country’selectrical demand will still have to be covered by means ofa technically proven and economically competitiveproduction technology with negligible environmentalrepercussions such as acid rain or the greenhouse effect.I would also like to stress the full involvement of the SpanishNPPs in the international arena, a fact that is quite obviousfrom this conference. The mutual sharing of knowhow andoperating experiences between all user countries of thistechnology is an increasingly common and effective fact. Inthis respect, we should express our appreciation to theexperts from several European countries who tomorrow, inthe third session, will be presenting their reports on subjectsof undoutable interest.As you know, the community of nuclear sector professionals,many of whom are members of the SNE, is quite large as itrepresents a wide range of organizations, from Universities,through engineering firms, manufacturers and regulatorybodies, to electrical utilities, etc. However, their center ofgravity, and practically their whole ‘raison d’être’, are thepower producing plants. The success, consolidation,favorable social opinion and, in short, the future of thistechnology, both in our country and around the world,depend to a large extent on the good performance andresults obtained by the operators.As President of the SNE, I would like to thank you for yourwork and congratulate you on the results obtained.
