El conjunto de la parada de launidad 3 se dirigió como proyectoglobal.También había un equipo de trabajopara las tareas a realizar dentro delpropio edificio de reactor, lideradopor un ingeniero y un coordinador,que estaba presente las 24 horas deldía en la cubierta de 2o metros y encargadode gestionar las interfacesde trabajo dentro del edificio del reactory de ocuparse de las contingenciasinevitables.La coordinación entre los equipos deEDF, del constructor Framatome y delos primeros subcontratistas tales comoNordon, Thermatome, Wanner yReel, resultó ser ejemplar, reflejandola motivación y determinación de cadaparticipante de convertir esta operaciónexcepcional en un éxito.El Sr. Gustín finalizó su conferenciacon una visión optimista del futuro:Con su nuevo generador de vapor ynuevo condensador, Dampierre 3 estápreparado para funcionar con totalseguridad hasta el año 2020.En cuanto a la experiencia adquirida,será bien aprovechada de nuevo enDampierre, ya que están previstasotras SGRs, una en 1999 en la unidad2 y otra hacia el año 2004 en launidad 4.PRIMER INFORMEDE EXPLOTACIÓNDE SIZEWELLLa empresa Británica NuclearElectric, representada por el Sr. JohnMoares, director de la central deSizewell B, presentó un detalladísimoinforme sobre las primeras experienciasde explotación en esta central.Sizewell B es la primera central británicadel tipo PWR, de entre las 13 enfuncionamiento - con 7 Magnox GCRy 5 AGR. La importancia de esteproyecto nos la describe con estaspalabras:Con la llegada de la industria nucleara un período crucial a nivel mundialen el que cualquier fallo o retraso importanteconvertiría en total la desconfianzadel público, el éxito deSizewell B ha sido un factor importanteen la determinación del futurode la energía nuclear como fuente degeneración de energía eléctrica.La central alcanzó la criticidad inicialen el mes de Enero de 1995 y plenaproducción eléctrica en el mes deJunio de 1995, terminando así el proyectodentro del programa publicadode 78 meses. Este ha sido un logroimportante, y la central espera podercompletar los éxitos de construccióny puesta en servicio, convirtiéndoseen uno de los primeros PWRs productivosdel mundo.El cronograma es el indicado en laTabla II.En términos generales, el comportamientode los más de 160 sistemasde la central durante toda la fase depuesta en servicio y primera etapade la operación comercial ha sidomuy satisfactorio. Hasta la fecha nose ha producido ningún problema serioque requiera un rediseño, modificacióno reparación importante. Acontinuación se expone una listasimplicada de los problemas surgidos:- Clasificación de diseñodel sistema de agus deservicio esencial.- El rendimiento térmicode la placa tipo H/X fueinferior al valor de diseño.- Corrosión de válvulas desistemas y cuerpos de filtrosdebido a la mala especificaciónde revestimientos.- Las líneas de instrumentación decaudal se estaban bloqueando conlodos.-Actualmente no tenemos un modopermanente de determinar el rendimientotérmico del H/X. Se utilizanequipos y procedimientos provisionalespara monitorizar el cumplimientocon el caso de seguridad.- Corrosión de revestimientos deacoplamientos de tuberías debido afallos de los revestimientos.- Parte de la documentación ASMEha resultado ser incompleta.- La barra de control número D12ha presentado señales de no alinearsecon las restantes barras decontrol o algunas veces de introducirseen el núcleo.- Fallo de aisladores ópticos.Suceso Clave/Key Eventthe Dampierre 3 SGR from the Saint Laurent B1 SGR:Dampierre benefitted from immediate operatingfeedback, motivated crews, and well-practicedprocedures- Then, a few key organizational options that turned outvery well. The unit 3 outage as a whole was managed asa global project.There was also a task force for work inside the reactorbuilding itself, led by an engineer and a coordinator, present24 hours a day on the 20-metre deck and in charge ofmanaging job interfaces in the reactor building and handlingthe inevitable contingencies.Coordination between the crews from EDF, from the builderFramatome, and from such leading subcontractors asNordon, Thermatome, Wanner and Reel, was exemplary,reflecting the motivation and determination of eachparticipant to make this exceptional operation a success.Mr. Gustin concluded his conference with an optimistic viewof the future:With its new steam generator and condenser, Dampierre 3is ready to operate in complete safety until the year 2020.As for the experience gained, it will be put to good useagain at Dampierre, since other SGRs are planned, one in1999 on unit 2 and another towards 2004 on unit 4.FIRST SIZEWELLOPERATING REPORTThe British utility Nuclear Electric,represented by Mr. John Moares, theSizewell B plant director, presented a verydetailed report on the first operatingexperiences in this plant. Sizewell B is thefirst British PWR type plant of the 13 currentlyin operation - with 7 Magnox GCR and 5AGR. He described the importance of thisproject as follows:With the nuclear industry worldwide reachinga crucial period where any failure orsignificant delays would make the public’s mistrustcomplete, the success of Sizewell B has always been animportant factor in determining the future of nuclear energyas an electrical generation power source.With the station achieving initial criticality in January 1995and full electrical output in June 1995, the project has beencompleted within the published 78 month programme. Thishas been a major achievement and the station hopes tobuild on the construction and commissioning successes bybecoming one of the top performing PWRs in the world.Timing is indicated in Table II.In general terms the performance of the 160 plus plantsystems throughout the commissioning phase and earlycommercial operation has been highly successful. Therehave thus far been no serious problems requiring significantredesign, modification or repair. Previously other UK stations haveused a set of less detailed operating rules and amaintenance schedule to satisfy their Site License.STAFF CULTURE AND EXPERIENCENuclear Electric traditionally only had Gas Cooled Reactorsand the process of changing staff expertise to a watercooled technology required careful thought and effort.The process of learning from the experience already gainedby other worldwide operators began as early as 1979 withthe secondment of several of our headquarters staffoverseas.In 1981-1982 several CEGB staff were seconded to Spainand Belgium to work and to learn from the operatingexperience of these plants. This process carried onthroughout the early 1980s with a number of staff being sentto France and a number of Commissioning staff going toother SNUPPS plants at Wolf Creek and Calloway.In 1984 four tutors were appointed to the Company’s centraltraining facility. Following their recruitment they enjoyedspells in Germany, Sweden, United States and France,during which they were trained to be licensed operators.These tutors were later to be used to produce trainingmaterial and to train other staff joining the PWR project.Full recruitment of the Operations Division teamcommenced in 1990 with much of the early experiencegained by being incorporated into normal staff training.IN SUMMARYThe year since fuel load has been the most challenging yetfor all those people involved in the Sizewell B project. It hasseen the completion of construction which is a tribute tothe British workforce from all corners of the Country. FromCivil, Nuclear, Mechanical and Electronic Engineering,through software design, communications, to cleaning,catering and welfare.We have seen the station commissioned and testedexhaustively to prove its design and operational safetystandards, which should provide the company and thepublic with a safe reliable electricity generating source wellinto the next century.After the success of the last year, we now must turn ourattention to ensuring that the standards maintained atSizewell B are at the very least on a par with the best in theWorld.Wherever possible we must seek to push forward thestandards of safety and reliability and be both willing tolearn from our international colleagues and to giveassistance wherever we can, to ensure that all nuclearutilities throughout the world continue along the road ofprogressive improvement and maintain optimum safetystandards.- Disparos automáticos no previstosdel reactor.ESPECIFICACIONES TÉCNICASSizewell B ha sido la primera centraldel RU en implementar EspecificacionesTécnicas.
